confirmed the project is being funded with 911 revenues C Health Director and Johnston County Board of Health Recognition County Manager Rick Hester announced that the Johnston County Board of Health was recently named the 2015 Outstanding Board of Health by the Association of North Carolina Boards of Health Mr Hester continued that Health Director Dr Marilyn Pearson was also recently named the North Carolina Health Director of the Year at the recent North Carolina Association of Local Health Directors meeting in Raleigh Dr Pearson introduced Johnston County Health Board Chair Dr Connie Services Kim Robertson introduced Engineer Joe Smith with Smith Engineering and Design and stated Mr Smith is available to explain and answer questions related to a new EMS facility in Princeton Ms Robertson stated they have based the plans for the Princeton facility off of plans from the Overshot EMS station with a few fire code changes to meet new requirements Mr Smith reported the site for the proposed Princeton EMS facility is located on Barden Street adjacent to the Princeton Fire Department He stated the proposed plans call for a 50 ’ x 80 ’ pre - engineered metal building approximately 4,000 square feet in size Mr Smith stated the ceiling heights would accommodate two pull through truck bays with 14 ’ x 14 ’ doors He explained they propose a base bid which would include bricking just the front and a portion of the left and right sides of the building as well as an alternate bid that would request pricing to brick the entire structure Mr Smith stated in addition to the truck bays , plans call for a living and lounge meeting area , small kitchen area , restroom and shower facilities , sleeping quarters , and aPagePage pageNumber9387 February 2 , 2015 informal bid process for Johnston County licensed contractors At the inquiry of Commissioner Chad M Stewart , Mr Smith confirmed that even with bricking the entire building , the preliminary budget estimates are under 500,000 Upon questions by Commissioner Ted G Godwin , Mr Smith stated the difference in the cost of bricking the entire building versus just the front and a portion of the sides would be approximately 17,000 He stated the building code requires a sprinkler system in the sleeping quarters only provided there is a fire separation wall between the sleeping quarters and the remainder of the building Chairman Tony Braswell asked about the informal bidding process Mr Smith stated it has been communicated to him that EMS desires to use licensed Johnston County contractors which can be done through an informal bidding process if the bids come in under 500,000 Commissioner DeVan Barbour stated in looking at the floor plan he noticed there is no space for an office Ms Robertson stated just as they have at the Overshot EMS facility , they could use the back portion of the sitting area as office space if needed Commissioner Allen L Mims , Jr asked if the brick facade is a requirement by the Town of Princeton Mr Smith responded the brick facade is not a requirement by the Town of Princeton At the inquiry of Commissioner Stewart , Commissioner Barbour stated as he understands it , the Town would prefer brick At the request of the Chairman , County Manager Rick Hester stated several years ago when Johnston County assumed operations from Princeton EMS , the former Princeton EMS organization agreed to provide 240,000 to be earmarked for a future station in Princeton Mr Hester stated staff was aware then that 240,000 would not completely cover a new building He continued that staff felt now was a good time for Mr Smith to review plans with the Board in the event the project was authorized to go forward additional funds would need to be appropriated Mr Hester noted the majority of the project would occur in Fiscal Year 2015 - 2016 Mr Hester stated staff would prefer an informal bidding process for Johnston County licensed contractors County Attorney Jennifer Slusser stated an informal bid process could be used ; however , if the bids come in over 500,000 then the project would have to be formally rebid Commissioner Mims asked if the proposed plan is easily expandable if an additional truck bay was needed at some point in the future Ms Robertson reported the proposed building as it is currently designed was difficult to arrange on the existing site and would be limited as far as expansion Commissioner Ted G Godwin stated he was recently traveling in another area of North Carolina and he noticed in the particular town he was in that the best buildings in town were the public buildings such as the fire station , town hall , and other type buildings Commissioner Godwin stated he certainly wants the County to have contractors on an EMS facility in Princeton with bids to come back to the Board of Commissioners for consideration 6 Four Oaks EMS – Construction of a New EMS Station Four Oaks EMS Board of Directors Chairman Tony Capps addressed the Board Mr Capps stated Four Oaks EMS would like to purchase a piece of property located at the corner of Boyette Road and Keen Road in Four Oaks He stated they have been working with Enoch Engineers of Benson and the Town of Four Oaks to make sure the property would meet all the Town’s requirements for constructing an EMS station He noted in addition to any requirements by the Town of Four Oaks , Enoch Engineers has also made contact with the North Carolina Department of Transportation to discuss any requirements they would have Mr Capps reported they believe they have been able to address all the requirements so there does not appear to be anything that would prohibit them from constructing an EMS station on the proposed site Mr Capps continued the Town of Four Oaks does not have a stormwater ordinance that would determine whether or not a retention pond would be needed based on the amount of surface area that would be impacted He stated they have requested Enoch Engineers to prepare and provide all the necessary maps and surveys so that information can be provided to Four Oaks ’ Engineer Brian Leonard which is supposed to be available next week Mr Capps noted he has spoken with Mr Leonard who indicated if all the necessary documentation can be provided to him and is sealed by an engineer , then he does not foresee any problems He stated Mr Leonard feels there will be adequate drainage on the site through the ditches around and at the back of the property Mr Capps requested the Board of Commissioners to give Four Oaks EMS permission to move forward with purchasing the property at the corner of Boyette Road and Keen Road , pending the Town of Four Oaks signing off on the stormwater Commissioner Allen L Mims , Jr reported that he along with Commissioner DeVan Barbour met with the Four Oaks EMS representatives on their plans and they have come to the conclusion that the purchase of the property at Boyette Road and Keen Road is probably the best option at this point Commissioner Mims asked about the permanent drainage easement on the property Mr Capps stated the permanent drainage easement is granted to the North Carolina Department of Transportation and it is the policy of the Department of Transportation to not allow others to use their drainage ponds He continued that Enoch Engineers did request permission from the Department of Transportation for Four Oaks EMS to use the pond and the request was denied Mr Capps stated there are ditches around the pond and the Town of Four Oaks has installed curb and gutter as well as drainage along the road that drains to the back of the property Mr Capps stated their engineer feels confident the water can be shed into the drainage ditches behind the property with no issues Commissioner Mims described the proposed site and stated he feels the site will work well for Four Oaks EMS He noted the property was going to auction so Four Oaks EMS went ahead and secured an Option to Purchase and feels they were able to get a good price with some of it being a gift Motion Commissioner Allen L Mims , Jr moved the Board approve for Four Oaks EMS to exercise the Option to Purchase for the property at the corner of Boyette Road and Keen Road with plans for the actual building to come back to the Board of Commissioners Mr Capps stated the preliminary design for the building calls for a 50 ’ x 120 ’ structure at 6,000 square feet and will hold four trucks with drive through bays , three bedrooms , storage areas , etc Mr Capps stated they also plan to work with Johnston County Emergency Services on storage space for their needs in the facility He stated their goal is to design a facility that will have long term usage to benefit the County Second and Vote Commissioner Ted G Godwin seconded the motion which carried by unanimous vote Page1389 February 2 , 2015 – 10 00 am Continued 7 Emergency Services – Community Paramedic Program Chairman Tony Braswell recognized Johnston Health CEO Chuck Elliot and COO Ruth Marler and welcomed them to the meeting EMS Division Chief Josh Holloman explained that Johnston County EMS has been working with Johnston Health on a collaborative effort for a grant from the Duke Endowment that would launch a Community Paramedic Program in Johnston County Mr Holloman thanked Mr Elliot and Ms Marler for all their support throughout the process He reported the grant is for 350,000 and would allow a specially trained Paramedic to be assigned to the program twelve hours a day , seven days a week Mr Holloman stated the Paramedic would visit and offer preventive care to prevent situations before they lead to an EMS transport and emergency department visit Mr Holloman continued that Community Paramedic Programs are part of a national and state trend that has been made necessary by recent changes required with the Affordable Care Act He stated they would visit and attempt to address underlying social and medical problems that place patients at risk for continued health problems The target population would be the 25 most frequent users of EMS , high users of the local emergency department , and discharged patients at a high risk for readmission within thirty days Mr Holloman stated the goals of the program would be a 20 reduction in EMS transports for high users admitted to the program and a 20 reduction in readmissions for high risk patients participating in the program Mr Holloman requested the Board to approve for Emergency Services to accept the grant to fund two Community Paramedic Positions and related program expenses so long as the grant funding is available to cover the costs At the inquiry of Chairman Tony Braswell , Mr Holloman stated staff proposes to promote two of their existing full - time staff and backfill those positions with part - time positions so when the grant funding runs out there would be a place for those employees to go back to Chairman Braswell commented that the program sounds like a good opportunity for the citizens , the hospital , and the EMS system Commissioner Ted G Godwin asked how the program will be monitored to see if the 20 reduction mentioned by Mr Holloman is realized Mr Holloman stated this type of program has been done in many other areas of the State and it appears to be the future of the profession to focus on prevention as well as responding to emergencies He stated based on the existing models used by other groups in the State , he believes it will be easy to show the program’s success Mr Elliott stated the grant will be administered by a committee made up of representatives from EMS , the hospital , and the Health Department and they will have quarterly meetings to monitor the program to make sure it is achieving the objectives Commissioner DeVan Barbour moved the Board approve for Emergency Services to accept the 350,000 Duke Endowment grant to fund two Community Paramedic Positions and related expenses for the Community Paramedic Program so long as the grant funding is available to cover the costs Commissioner Jeffrey P Carver seconded the motion which carried by unanimous vote 8 Health Department – Public Health Update and Re - Accreditation Health Director Dr Marilyn Pearson informed the Board that local health departments must undergo reaccreditation every four years to assure quality in public health and to make sure health departments are meeting certain benchmarks She explained the Johnston County Health Department underwent the process last year and was visited by a team that evaluated the Environmental Health office , the Health Department facility in Smithfield as well as their two sites in Benson and Clayton where WIC services are offered Dr Pearson stated she is pleased to report that the State Accreditation Board recommended and granted the reaccreditation of the Johnston County Health Department in December 2014 that will remain in effect for four years She thanked the Commissioners for their support Page2390 February 2 , 2015 – 10 00 am Continued Dr Pearson also informed the Board that every four years as a health department , they undergo a community health assessment process to look at all the health concerns in the County through surveys and communications with the general public She stated their Community Health Assessment Committee met last week to review data from all of their surveys and talked about the priority areas they would like to focus on in the next few years which include access to care for medical and behavioral health , obesity and overweight , and nutrition physical activity She stated by focusing on obesity and overweight as well as nutrition physical activity this could address chronic diseases like diabetes , heart disease , and hypertension Dr Pearson stated the Community Health Assessment must be finished in March and in September they will be developing action plans to focus on targeted areas Dr Pearson also reported on a grant opportunity which focuses on obesity , diabetes , heart disease , and stroke prevention that will be a CDC regional grant She stated they are one of five regions in the State that will be working on the grant and she will keep the Board informed Commissioner Cookie Pope stated it is a good feeling to sit in a room and realize that our EMS system , local hospital , and Health Department work so well together At the inquiry of Chairman Tony Braswell and Commissioner Pope , Dr Pearson stated they are continuing to see a lot of flu cases , but to date there has not been a death due to flu in the County She stated Johnston County has not seen any cases of measles yet 9 Budget Revisions At the request of Finance , four foreclosure complaints were filed resulting in a collection of 11,31589 As of January 30 , 2015 , the Tax Department has collected 9535 of the real and personal levy for 2014 Through the NC State Debt Setoff Program , 50 accounts have been paid for a total of 5,26803 as of January 30 , 2015 The next foreclosure sale date is scheduled for February 25 , 2015 Ms Garner stated the delinquent 2014 notices were mailed on January 15 , 2015 and pursuant to NCGS 105 - 369 c the tax liens will be advertised in March 12 Manager Reports and Comments At the request of County Manager Rick Hester , Director of Cooperative Extension Bryant Spivey updated the Board on an opportunity for Johnston County to cost share a Family and Consumer Services Agent with Wilson County He stated Johnston County Cooperative Extension has been re - visioning and developing staffing plans with input from the general public over the past year Mr Spivey stated they are focusing their resources into core program areas with those being agriculture , food , and 4 - H youth development and they will be staffing around those areas going forward He explained the base staffing model calls for a half Family and Consumer Services Agent and counties can collaborate to pool resources for shared positions Mr Spivey stated Johnston County Cooperative Extension has been in talks with Wilson County Cooperative Extension on a partnership to share a Family and Consumer Services Agent He stated the partnership would reduce Johnston County’s cost share on the position to 33 Mr Spivey stated it may involve a little less service in that area of focus ; however , the position is currently held by Ms Debbie Stroud and he is confident that Ms Stroud is well qualified to fill the role Page4392 February 2 , make sure citizens receive the same level of service that they have been used to Mr Spivey stated they have a plan in place to adjust and meet the needs of the County He stated there may be challenges at times but he feels the needs can be met He stated they have a good relationship with Wilson County and will work well with them Mr Spivey introduced District Extension Director Keith Walters for the Southeast District and spoke on the level of support that Mr Walters provides to Cooperative Extension 13 Board Reports and Comments Commissioner Allen L Mims , Jr reported Sheriff Steve Bizzell has been working with Johnston Community College on a shooting structure at Howell Woods to be used for law enforcement training programs He stated they are in the preliminary stages and are looking at grant funding to help with construction Commissioner Ted G Godwin stated he has recently received complaints from citizens regarding panhandlers around I - 40 NC 42 in parking lots Commissioner Godwin noted he has spoken with the Sheriff about the complaints , but he wanted to keep the Board informed Chairman Tony Braswell announced the Board of Commissioners would be meeting in a special
