Commissioner Cookie Pope opened the meeting with a prayer Commissioner Tony Braswell led those in attendance in the pledge of allegiance to the American flag 1 Approval Discussion of Agenda Upon a motion by Commissioner Cookie Pope , seconded by Commissioner Ted G Godwin , and carried by unanimous vote , the Board approved the agenda as amended tabling the Alliance Behavioral Healthcare Update until October 2 Consent Agenda Items Upon a motion by Commissioner Allen L Mims , Jr , seconded by Commissioner Cookie Pope , and carried by unanimous vote , the Board approved the consent agenda items as follows A Approval of Minutes – August 4 , 2014 10 00 am and 6 00 pm B Proclamation – 2014 Fall Litter Sweep – September 20 through October 4 , 2014 adopted as follows PROCLAMATION FALL LITTER SWEEP 2014 WHEREAS , the North Carolina Department of Transportation organizes an annual fall statewide roadside cleanup to ensure clean and beautiful roads in North Carolina ; and WHEREAS , the FALL LITTER SWEEP roadside cleanup encourages local governments and communities , civic and professional groups , businesses , churches , schools , families and individual citizens to participate in the Department of Transportation cleanup by sponsoring and organizing local roadside cleanups ; and WHEREAS , Adopt - A - Highway volunteers , Department of Transportation employees , Department of Public Safety – Division of Adult Correction inmates , community service workers , local government agencies , community leaders , civic and community organizations , businesses , churches , schools , and environmentally concerned citizens conduct annual local cleanups during FALL LITTER SWEEP and may receive certificates of appreciation for their participation ; and WHEREAS , the great natural beauty of our state and a clean environment are sources of great pride for all North Carolinians , attracting tourists and aiding in recruiting new industries ; and WHEREAS , the cleanup will increase awareness of the need for cleaner roadsides , emphasize the importance of not littering , and encourage recycling of solid wastes ; and th WHEREAS , the 2014 FALL LITTER SWEEP will celebrate the 26 Anniversary of the North Carolina Adopt - A - Highway program and its 4,400 volunteer groups that donate their labor and time year round to keep our roadsides clean ; and WHEREAS , the FALL LITTER National Seat Check Saturday adopted as follows CHILD PASSENGER SAFETY WEEK 2014 PROCLAMATION WHEREAS , Children are our country’s most precious resource As parents and caregivers it is our responsibility to keep America’s children safe Every year , thousands of children are tragically injured or killed in motor vehicle traffic crashes For children age 3 and older , it is the leading cause of death It is hard to overstate the toll this takes on families Together we can put an end to this WHEREAS , Today , all 50 States , the District of Columbia , and our Territories have laws requiring the use of child safety seats and seat belts for children traveling in motor vehicles These laws were enacted because of the tremendous safety benefits they provide We know that child safety seats help save lives and reduce injuries We also know that they are most effective when installed and used correctly Sadly , nearly 3 out of 4 child safety seats are not used properly Starting now , working together , we must join forces to prevent these deaths and injuries WHEREAS , Johnston County is committed to working closely with our partners and safety advocates to help reduce the number of young lives lost on our roadways Our goal is to educate parents and caregivers on how to properly install and use child safety seats During Child Passenger Safety Week , there will be hundreds of Awareness Month WHEREAS , the American Cancer Fund for Children and Kids Cancer Connection report cancer is the leading cause of death by disease among US children between infancy and age 15 This tragic disease is detected in more than 15,000 of our countrys young people each and every year WHEREAS , one in five of our nations children loses his or her battle with cancer Many infants , children and teens will suffer from long - term effects of comprehensive treatment , including secondary cancers ; and WHEREAS , founded over twenty years ago by Steven Firestein , a member of the philanthropic Max Factor family , the American Cancer Fund for Children , Inc and Kids Cancer Connection , Inc are dedicated to helping these children and their families ; and WHEREAS , the American Cancer Fund for Children and Kids Cancer Connection provide a variety of vital patient psychosocial services to children undergoing cancer treatment at the North Carolina Childrens Hospital in Chapel States and Canada Mr McLamb stated the certificate is the highest form of recognition in the area of governmental accounting and financial reporting and the County Finance staff has received the certificate for the last 4 years Mr McLamb recognized the Finance Staff members including Assistant Director of Finance Tyson Radford , Debt and Grant Management Analyst Martha Lasater , Accounting Specialist I April Wilkinson , Payroll Supervisor Brenda Guyton not present , and Accountant Internal Auditor Kristy Edwards Mr McLamb praised the staff and stated the recognition would not be possible if it were not for their hard work The Board congratulated and commended Mr McLamb and the Finance Staff for their excellent work and service to the County B Natural Gas Pipeline Project Announcement Economic Development Director Chris Johnson shared a news release with the Board of Commissioners from Duke Energy and Piedmont Natural Gas announcing the selection of Dominion to build and operate a 550 - mile interstate natural gas pipeline from West Virginia , through Virginia and into eastern North Carolina Mr Johnson stated industries are in need of natural gas for their operations and the project will be very beneficial to economic development efforts Mr Johnson stated the Economic Development Office has a great relationship with Duke Energy and would stay in contact with them regarding the project to look out for Johnston County’s best interests Mr Johnson stated he is excited over the project and would keep the Board updated C Technology Services Interruption Workshop Fire Marshal Emergency Management Coordinator Paul Whitehurst stated Johnston County Emergency Services is hosting a Technology Interruption Workshop on Tuesday , September 16 , 2014 from 10 00 am until 3 00 pm to discuss business and operations continuity in the event of power loss or other related infrastructure failure He stated the workshop is being held at the Johnston County Agricultural Building located at 2736 NC Highway 210 in Smithfield Mr Whitehurst stated staff is encouraging members of local government , businesses and community partners to participate in the Teen Drivers – Update to Board on Recent Conference Attendance Cleveland High School Students Allie Pezza and Myrayna Watkins updated the Board on their recent attendance at the National Student Safety Program Team Leadership Conference in Kansas Miss Watkins thanked the Board for their contributions to JoCo Teen Drivers which allowed them to attend the conference She spoke on the activities and speakers at the conference noting it was a great experience Miss Pezza presented a slideshow of photographs taken at the conference and also spoke on some of the activities they participated in noting they won first place in the U - Haul Challenge Miss Pezza stated they received valuable information on how to get involved with the community which JoCo Teen Drivers can use in their efforts to promote teen driving safety She stated they also presented a program at the conference outlining the efforts of JoCo Teen Drivers The students again thanked the Board for their support At the inquiry Graduate from Johnston County Middle College , updated the Board on his recent attendance at the North Carolina Association of County Commissioners Conference in Asheville , North Carolina representing JoCo Teen Drivers Mr McLeod stated they gave a presentation on JoCo Teen Drivers at the conference and since then , Brunswick and Martin Counties have contacted them expressing interest in developing similar programs in their counties Mr McLeod thanked the Board for allowing him to attend the conference Commissioner Ted G Godwin who attended the North Carolina Conference along with Commissioner Tony Braswell stated the students did an excellent job during their presentation Commissioner Godwin added it was a proud moment for him as a Commissioner from Johnston County because the entire State of North Carolina was represented at the conference He stated Mr McLeod as well as Teen Driving Safety Committee Chairman Charlie Parrish did an outstanding job The Board of Commissioners Safety Committee in the audience 5 EMS Advisory Committee – Recommendation for Additional Ambulance Franchises EMS Division Chief Josh Holloman stated the EMS Advisory Committee met on August 18 , 2014 and reviewed requests by Rex Critical Care Transport and UNC - Carolina Air Care for ambulance franchises to provide medical transport services in Johnston County Mr Holloman stated the proposal is for Rex Critical Care Transport to place a unit at the local hospital that will assist with hospital to hospital transports Mr Holloman stated since the local hospital is now a part of the UNC system as is Rex Healthcare , the EMS Advisory Committee feels this would be a good fit for the County He stated the Johnston County EMS Advisory Committee voted to recommend that Rex Critical Care as necessary , to remediate the infiltration Ms Coats stated staff recommends applying for a State Revolving Fund Loan for a potential “ 2015 Sewer Rehab Project ” to include a detailed TV inspection year terms to expire on September 30 , 2017 11 Delinquent Tax Collection Report Tax Administrator Sheila Garner reported on the collection of delinquent taxes for the month of August 2014 She noted in addition to garnishments and bank attachments , six foreclosure complaints were filed resulting in a collection of 1,55316 As of August 29 , 2014 , the Tax Department has collected 831 of the real and personal levy for 2014 Through the NC State Debt Setoff Program , 26 accounts have been paid for a total of 2,55542 as of August 31 , 2014 The next foreclosure sale date is scheduled for September 25 , 2014 The 2014 tax bills were mailed on July 30 , 2014 and a total of 2,644 calls were received in the ten days following the mailing As of August 29 , 2014 there have been 643 payment plans arranged 12 Recreation Open Space Grant Funding Recommendations County Manager Rick Hester stated in accordance with the County’s Open Space Fund Disbursement Policy adopted in April 2014 , the County solicited and received applications for open space recreation projects Mr Hester gave a brief background on the policy He reported 20 applications were received and staff conducted a review of the applications Mr Hester reminded everyone that 2 3 of the total open space funds are to be distributed according to the County high school district boundaries with the remaining 1 3 for County - wide and Cleveland High School Districts because that is where most of the development took place and most of the money was collected from He stated staff tried to be as fair as possible when coming up with the recommendation Mr Hester stated if the Board chooses to award the funds , staff would then contact the applicants notifying them of the award amount and arranging for distribution of funds He noted staff will be offering two methods of distribution , one being the County to reimburse applicants once the entire project has been completed and staff has verified that all invoices have been paid ; or the other being the County to pay the vendors performing the work directly once staff has verified that the work is completed At the inquiry of Commissioner Allen L Mims , Jr , Mr Hester confirmed the Town of Clayton had applied for two projects , one which was located in the Clayton High School District and another which was located in the Corinth Holder High School District Mr Hester stated the project submitted by Johnston Community College is for a ropes course at Howell Woods which he classified as a County - wide project and therefore would use funds from the County - wide distribution Commissioner Cookie Pope asked if the recreation groups would be able to apply for any of the money remaining in the County - wide funds later on Mr Hester stated under the policy , one - third of the total funds were reserved for County - wide projects ; however , the Board could reevaluate that once the current projects are completed Mr Hester stated there may be some people in the audience from the recreation groups that would like to speak Mike Orlowski , representing the Clayton Little League , expressed his appreciation for the open space funds opportunity Mr Orlowski Needed in September The County Manager requested the Board to schedule a special meeting for the purposes of awarding a construction contract for the East Clayton Industrial Area Wastewater
