Commissioners Meeting Room , Johnston County Courthouse Annex , Smithfield , North Carolina The following members were present Present Chairman Jeffrey P Carver , Vice Chairman Tony Braswell , Cookie Pope , Allen L Mims , Jr , DeVan Barbour , Ted G Godwin , and Chad M Stewart Absent None Also Present County Manager Rick J Hester , Clerk to the Board Paula G Woodard , Finance Officer and Assistant County Manager J Chad McLamb , County Attorney David F Mills , and Paralegal Deputy Clerk to the Board Dana Cuddington Chairman Jeffrey P Carver called the meeting to order at 10 00 am Commissioner Cookie Pope opened the meeting with a prayer Commissioner Ted G Godwin led those in attendance in the pledge of allegiance to the American flag 1 Approval Discussion of Agenda Commissioner DeVan Barbour requested to add a discussion regarding the NC Fast and NC Tracks Programs at Social Services after Public Comment Upon a motion by Commissioner Allen L Mims , Jr , seconded by Commissioner Tony Braswell , and carried by unanimous vote , the Board approved the agenda as presented with the addition of the NC Fast and NC Tracks Programs discussion after Public Comment 2 Consent Agenda Items Upon a motion by Commissioner Allen L Mims , Jr , seconded by Commissioner Cookie Pope , and carried by unanimous vote , the Board approved the consent agenda items as follows A Approval of Minutes – February 3 , 2014 10 00 am and 6 00 pm ; and February 21 , 2014 B Sheriff’s Office – Approval of Jail Health Plan Per the request of Sheriff Steve Bizzell the Board approved the Jail Health Plan as is required annually by the North Carolina Jail Inspector C Order to Advertise Tax Liens Pursuant to NCGS § 105 - 369 a and b1 , the total amount of unpaid real estate taxes for 2013 is 4,698,13583 as of January 31 , 2014 To satisfy the requirement of NCGS § 105 - 369 b1 , notices of unpaid delinquent taxes were sent via US mail to the owners of record as of January 7 , 2014 At the request of Tax Administrator Sheila Garner , the Board authorized the Tax Department to advertise the liens for the delinquent 2013 tax bills D Call for Public Hearing – Fire Service Districts Updates Packers in Johnston County and their loyalty to traditions that have made them a family favorite in eastern North Carolina Carolina Packers was founded in Smithfield by John A Jones , Sr and a group of local businessmen in 1940 and has grown through the years providing an excellent product as well as employment opportunities for many citizens Mr Johnson stated not only does Carolina Packers promote their product , but they promote Johnston County as their hometown in their advertising Economic Development Advisory Board Chairman Allen Wellons presented Carolina Packers with the award and thanked them for their presence in Johnston County Mr Wellons stated he grew up with Carolina Packers hotdogs and he is glad to see the new industry appreciation program is starting with a local family industry Mr Johnson introduced company representatives Johnny Hayes , Kent Denning , and Jimmy Butler in attendance Mr Denning thanked the Commissioners and the Economic Development Advisory Board for the award on behalf of the Jones Family and the employees of Carolina Packers The Board of Commissioners expressed their appreciation to Carolina Packers and commended them for their success throughout the years B Visit from Senator Brent Jackson Senator Brent Jackson addressed the Board and offered his office’s assistance to the Commissioners as well as the citizens of Johnston County Commissioners Cookie Pope and Tony Braswell stressed that the distribution of the Education Lottery Funds to the counties is a top priority of Johnston County as well as the # 1 goal of the North Carolina Association of County Commissioners Legislative Goals Committee , which Commissioner Pope serves on Commissioner Pope noted that even though Johnston County has not received the total lottery distribution in the last few years , the County has continued to look after the educational infrastructure needs with the support of the citizens through the General Obligation Bond Referendums The Commissioners expressed their concerns to Senator Jackson over the Education Lottery Funds and how important those funds are towards repaying the debt to build new schools in Johnston County Commissioner Braswell spoke on the overcrowding issues at some of the schools in the County and commented that because the County did not receive the full lottery distribution as was promised , it caused a two year delay in continuing to build much needed new schools to ease that overcrowding Commissioner Braswell reiterated the growing counties in North Carolina need this additional revenue for building new schools The Board asked Senator Jackson to continue to voice the concerns of the counties to the North Carolina General Assembly on the need to receive the lottery distributions in full Senator Jackson acknowledged that he understood and has been aware of the concerns over the lottery funds and would continue to voice those concerns to the General Assembly C Comments from Research Triangle Park President & CEO Bob Geolas Research Triangle Park President & CEO Bob Geolas addressed the Board and spoke on the recent activities at the Research Triangle Park RTP as well as plans for the future He stated the RTP has begun repurchasing several hundred acres in the Park with the intent to redevelop that acreage to provide amenities and services that are currently lacking He stated they also intend to build new space to allow new companies to locate in the Park and grow Mr Geolas informed the Board that he wants the RTP to support the local communities and find ways to help get the assets and resources being developed locally in the hands of companies looking at North Carolina Mr Geolas offered the use of an office at RTP for Johnston County to use as it chooses at no cost Commissioner Ted G Godwin noted he has been reading about the light rail proposal and stated he would like for Johnston County to have a seat at the table for those discussions Mr Geolas office space D Kidsville News Of Johnston County Amy Wilkins of 2105 Cooper Branch Road , Clayton , presented a copy of the most recent edition of Kidsville News Of Johnston County to the Board Ms Wilkins explained the publication is free and suitable for students in grades Kindergarten through Fifth Grade She stated it is a valuable resource for helping children with reading skills and noted many teachers are using the publication in their classrooms Ms Wilkins noted there is a limited distribution to the schools due to funding and she asked the Commissioners to help spread the word to generate interest and support Ms Wilkins stated they need more advertisers and sponsors to get the publication out to more children The Board thanked Ms Wilkins for the information 4 NC Fast and NC Tracks Discussion Commissioner DeVan Barbour expressed his concerns regarding the implementation of the NC Fast and NC Tracks programs at the Department of Social Services Commissioner Barbour stated there are delays with people receiving their benefits and staff has been working weekends because of issues that have not been resolved by the State Commissioner Barbour stated the situation could impact the budget and is affecting the employees at DSS Commissioner Barbour commended the DSS employees for their dedication and hard work trying to work through the problems He recognized Director of Social Services Tina Corbett and Geneva Ray who has been heading up the NC Fast transition at Social Services Commissioner Barbour stated Johnston County was a pilot county for the programs and there have been many issues with implementation He noted instead of things getting better , unfortunately they are continually getting worse Commissioner Barbour gave examples of some of the problems being encountered with the programs and stated he wanted to make the Board aware of the issues because he is sure they will begin receiving complaints Commissioner Barbour spoke on the delays in benefits because of the problems and how they are affecting the citizens Commissioner Ted G Godwin asked how the Board could help the situation Ms Ray asked the Board to continue to support the staff and stand by them as they continue to work long hours and weekends trying to deal with the issues She stated the staff’s focus remains on the citizens and getting their benefits to them , especially with medical care Commissioner Chad M Stewart asked Ms Ray and Ms Corbett to let the employees know that the Board is appreciative of their efforts and support their work Patrick Harris , 701 Crescent Drive , Smithfield , stated his perspective is from the healthcare provider standpoint and he agreed that there are major issues with the NC Tracks program Mr Harris reported on the delays that healthcare facilities are experiencing receiving Medicaid payments from the NC Tracks program and how it is affecting those facilities Mr Harris stated they have met with the legislative delegation over the issues , but he stressed it is a major problem 5 Neuse Riverkeeper Foundation – Request to Waive Landfill Tipping Fees for Spring Cleanup Matthew Starr of the Neuse Riverkeeper Foundation requested the Board to consider waiving the landfill tipping fees on the day of the 2014 Annual Neuse River Spring Cleanup which is scheduled for April 26 , 2014 , for trash collected in Johnston Utilities – Buffalo Road Wastewater Force Main Director of Public Utilities Chandra Coats , PE , explained the County has experienced two failures recently on a segment of 12 ” ductile iron wastewater force main along Buffalo Road between the US 70 by - pass and Booker Dairy Road The failures have resulted in sewer overflows to a direct tributary to the Neuse River Ms Coats reported when repairing the line , staff discovered the pipe failures appear to be a result of corrosion of the ductile iron material She stated the original main was installed in 1977 and appears to have corrosion along the high points of the line due to the presence of hydrogen sulfide gas Ms Coats stated staff recommends replacement of approximately 5,700 LF using AWWA C - 900 PVC pipe with 16 ” in lieu of the existing 12 ” line to accommodate anticipated growth from the Selma area Ms Coats reported the estimated replacement cost is 530,000 and the project is eligible for funding through the State Emergency Loan program administered by the North Carolina Department of Environment and Natural Resources Division of Water Infrastructure The loan has terms of 20 years with 0 interest and the County should be eligible for approximately 475,000 in loan funds , which will pay for replacement with a 12 ” main Ms Coats stated since the proposed replacement will be an upsized main , the County will be responsible for the project balance which is estimated to be 55,000 which staff proposes to fund the 55,000 from the sewer fund 68 Ms Coats noted a line item was included in the Fiscal Year 2013 - 2014 budget for developer upsizing ; however , it appears that no developer upsizing projects will be constructed this fiscal year Ms Coats requested the Board to adopt a resolution authorizing the
