fire department interested At the inquiry of Commissioner Tony Braswell , Chief Ellington stated they will not need a tax rate increase to pay for the new truck He stated the purchase has been in and Strategic Plan Discussion Economic Development Director Chris Johnson provided the Board with an update on the Economic Development Office activities He reported the office has been busy and they are responding to at least one Request for Information each week from outside agencies Mr Johnson noted the office has an excellent database and product inventory and many times Johnston County is evaluated through the website even without staff’s knowledge Mr Johnson stated he is continuing to call on existing industries in Johnston County and he has been visiting with all the municipalities in the County to keep them involved and to make sure the County has quality sites available He thanked the municipalities for their willingness to work with the office Mr Johnson stated when he was first approached about becoming the Economic Development Director he was asked to create a list of goals and objectives He continued that one of those goals was to develop strategic plan or roadmap for the County to determine what direction Economic Development needs to go in the future He noted the needs are different across the entire County which must be indentified to determine the best recruiting methods Mr Johnson introduced Mr Ted Abernathy of Economic Leadership LLC and presented a proposal for Mr Abernathy to help create such a plan for Johnston County He stated Mr Abernathy has an extensive background in Economic Development having served as Vice President for the Research Triangle Regional Partnership and he has developed many strategic plans for other counties Mr Johnson stated the proposal is flexible , but does make sure the municipalities , chambers of commerce , Economic Development Advisory Board , and Board of Commissioners are all involved Mr Abernathy stated the proposal presented to the Board is not for a full strategic plan , but is rather a strategic action agenda which will determine what the most significant needs are for the County and thenPagePage turnaround time than a full - fledged strategic plan Mr Abernathy reported he is familiar with Johnston County’s economy stating it is very diverse but strong Mr Abernathy noted he has just finished working with the Department of Commerce on a similar strategic action agenda Commissioner Ted G Godwin spoke on his support for the strategic action agenda and commented that he is familiar with Mr Abernathy’s work and believes he is the best one for the job Commissioner Tony Braswell noted the proposal calls for a final presentation to stakeholders and he asked who would make up that group Mr Johnson stated the Board of Commissioners can determine the makeup of the stakeholders or he could present the final product to the Board of Commissioners at a future meeting and then go out and present it throughout the County Motion to Approve Agreement with Economic Leadership LLC Commissioner DeVan Barbour stated he does not always support these types of studies ; however , in this case he believes this is a tool that is needed for Economic Development Commissioner Barbour moved the Board approve the agreement between the County and Economic Leadership LLC to develop a strategic action agenda for Johnston County Economic Development Commissioner Ted G Godwin seconded the motion Discussion Chairman Jeffrey P Carver noted there have been some that felt the County has not placed as much importance on Economic Development as it should have in the last few years ; however , he stated the County was working during that time to control expenses and replenish the fund balance which is why the County did not have a full - time Director during those years Chairman Carver stated the economy is picking up and now is the time to have a roadmap for the future He stressed that the Board did not forget about Economic Development and its importance for the County Commissioner Cookie Pope asked Mr Johnson and Mr Abernathy to include the agriculture community when looking at the strategic action agenda and touch base with the Johnston County Cooperative Extension Office Vote The motion carried by unanimous vote 6 Public Utilities – Requests for Enforcement of Erosion and Sediment Control Ordinance Public Utilities Director Chandra Coats , PE , explained that Johnston County’s Erosion and Sediment Control Ordinance became effective on December 1 , 2013 and several towns within the County have expressed interest in the County enforcing the ordinance within their jurisdictions to replace the current State enforcement She reported both the Towns of Clayton and Pine Level have passed joint Resolutions for Erosion and Sediment Control Enforcement requesting Johnston County to enforce the ordinance within their respective planning jurisdictions and staff respectfully requests the Board of Commissioners to consider the two joint resolutions Ms Coats offered to answer any questions Commissioner Tony Braswell asked if any other towns would be requesting the County to enforce the ordinance on their behalf Ms Coats stated a few other towns have expressed interest , but the County has only received these two formal requests at this time Commissioner DeVan Barbour asked if additional staff would be needed Ms Coats reported at present , the County has sufficient staff in place to handle these two towns ; however , the County may have to reevaluate Town of Pine Level agrees to indemnify and hold Johnston County , its employees , agents , and contractors harmless from any and all claims for liability , loss , injury , damages to persons or property , cost or attorney’s fees resulting from any action brought against Johnston County , its employees , agents , contractors and Commissioners arising as a result of these services performed on behalf to the Town of Pine Level that are the subject matter of this Agreement , except where such claims result from actionable acts of negligence by Johnston County ADOPTED by the Board of Commissioners of the Town of Pine Level , North Carolina , meeting in regular session on the 12th day of December 2013 , and by the Board of Commissioners of Johnston County meeting in regular rd session on the 3 day of February , 2014 7 Finance – Resolution Providing for the Issuance of Up to 19 Million General Obligation Public Improvement Bonds , Series 2014 Debt and Grant Management Analyst Martha Lasater requested the Board to adopt a resolution giving approval to move forward with selling the first 19 million of the General Obligation Bonds that were approved by the citizens in November She also requested the Board to adopt the accompanying Capital Project Ordinance The Chairman introduced the following resolution , a summary of which had been provided to each Commissioner , a copy of which was available with the Clerk to the Board and which was read by title RESOLUTION PROVIDING FOR THE ISSUANCE OF UP TO 19,000,000 GENERAL OBLIGATION PUBLIC IMPROVEMENT BONDS , SERIES 2014 BE IT RESOLVED by the Board of Commissioners the “ Board ” of the County of Johnston , North Carolina the “ County ” Section 1 The Board has determined and does hereby find , declare and represent a 1 That an order the “ School Bond Order ” authorizing not exceeding 57,000,000 General Obligation School Bonds the “ School Bonds ” was adopted by the Board for the County on August 5 , 2013 , which School Bond Order was approved by the vote of a majority of the qualified voters of said County who voted thereon at a special referendum duly called and held on November 5 , 2013 a 2 That none of the School Bonds have been issued , that no notes have been issued in anticipation of the receipt of the proceeds of the sale of said School Bonds , and that it is necessary to issue at this time 18,500,000 of said School Bonds in accordance with the provisions of Section 2 of this resolution a 3 That the maximum period of usefulness of the facilities to be financed with the proceeds of said School Bonds to be issued is estimated as a period of 40 years from March 4 , 2014 , the date of said School Bonds , as hereinafter provided , and that such period expires on March 4 , 2054 b 1 That an order the “ Community College Bond Order ” authorizing not exceeding 7,000,000 General Obligation Community College Bonds the “ Community College Bonds ” was adopted by the Board for the County on August 5 , 2013 , which Community College Bond Order was approved by the vote of a majority of the qualified voters of said County who voted thereon at a special referendum duly called and held on November 5 , 2013 b 2 That none of the Community College Bonds have been issued , that no notes have been issued in anticipation of the receipt of the proceeds of the sale of said Community College Bonds , and that it is necessaryPage1812 February 3 , 2014 – 10 00 am Continued to issue at this time 500,000 of said Community College Bonds in accordance with the provisions of Section 2 of this resolution b 3 That the maximum period of usefulness of the facilities to be financed with the proceeds of said Community College Bonds to be issued is estimated as a period of 40 years from March 4 , 2014 , the date of said Community College Bonds , as hereinafter provided , and that such period expires on March 4 , 2054 Section 2 Pursuant to the School Bond Order , there shall be issued bonds of the County in the aggregate principal amount of 18,500,000 Pursuant to the Community College Bond Order , there shall be issued bonds of the County in the aggregate principal amount of 500,000 The Bonds issued pursuant to this Section 2 shall be designated “ Public Improvement Bonds , Series 2014 ” and dated their date of delivery the “ Bonds ” The Bonds shall be stated to mature subject to the right of prior redemption as hereinafter set forth annually , February 1 , 400,000 2016 through 2019 , inclusive , 500,000 2020 through 2022 , inclusive , 1,400,000 2023 through 2033 , inclusive , and 500,000 2034 ; provided , however , and notwithstanding the foregoing principal amortization schedule , the Chairman or Vice - Chairman of the Board , County Manager or Director of Finance , respectively , each acting on behalf of the County , may determine in connection with the sale of the Bonds that , in lieu of the serial maturities set forth above , that one or more maturities of the Bonds will be issued as term bonds with annual installments of principal , together with such other changes to the remaining serial maturities of the Bonds , all as specified by the Chairman or Vice - Chairman of the Board , County Manager or Director of Finance , respectively , either before or after the opening of bids The Bonds shall bear interest at a rate or rates to be determined by the Local Government Commission of North Carolina at the time the Bonds are sold , which interest to the respective maturities thereof shall be payable on August 1 , 2014 or such other date as is designated by the County Manager or the Director of Finance in connection with the sale of the Bonds and semiannually thereafter on February 1 and August 1 of each year or other semiannual dates designated by the County Manager or the Director of Finance in connection with the sale of the Bonds until payment of such principal sum Section 3 Each Bond shall bear interest from the interest payment date next preceding the date on which it is authenticated unless it is a authenticated upon an interest payment date in which event it shall bear interest from such interest payment date or b authenticated prior to the first interest payment date in which event it shall bear interest from its date ; provided , however , that if at the time of authentication interest is in default , such Bond shall bear interest from the date to which interest has been paid The principal of and the interest and any redemption premium on the Bonds shall be payable in any coin or currency of the United States of America which is legal tender for the payment of public and private debts on the respective dates of payment thereof Section 4 The Bonds initially will be issued by means of a book - entry system with no physical distribution of bond certificates to be made except as hereinafter provided Initially one fully registered bond certificate for each stated maturity of the Bonds in the aggregate principal amount of the Bonds of such stated maturity and registered in the name of the Securities Depository Nominee defined below , a nominee of the Securities Depository defined below , name of such other depository or its nominee in exchange for the outstanding Bonds , and all references in this resolution to any predecessor Securities Depository or Securities Depository Nominee shall thereupon be deemed to mean such other depository or its nominee If the County does not identify another qualified Securities Depository to replace the predecessor Securities Depository , the County will deliver replacement Bonds in the form of fully registered certificates in the denomination of 5,000 or any whole multiple thereof “ Certificated Bonds ” in exchange for the outstanding Bonds , as required by the predecessor Securities Depository and others Upon the request of the Securities Depository , the County may also deliver one or more Certificated Bonds to any participant of
