Holder District and he asked the Board to consider adjusting the boundaries so that his property can be located in the Zebulon “ Wakelon ” District which has a better insurance rating and would allow him to achieve a savings in homeowners insurance premiums Mr Tredway stated he has spoken with Zebulon Fire Chief Chris Perry who indicated that the Zebulon Fire Department would most likely be the responding Fire Department in the event of a fire at his residence because the Zebulon Fire Department is closer to his property than the Corinth - Holder Fire Department The Board took Mr Tredway’s request under advisement until the matter could be discussed later in the meeting with staff 5 Public Hearing – Economic Development Incentive Grant Advertised – The Smithfield Herald – November 20 , 2013 The Chairman opened the public hearing for the purposes of receiving public comment on a proposal for the County to provide economic development incentives to a company that is considering the expansion of facilities in Johnston County Economic Development Director Chris Johnson explained that Coca - Cola is considering a 45 million equipment expansion at their facility in Clayton and has requested an incentive grant from the County He reported the company also considered other locations for the equipment expansion Mr Johnson stated Coca - Cola has increased their employment at the Clayton facility by approximately 100 employees over the last year and have a lot of plans for North Carolina in the future Mr Johnson stated the Johnston County Economic Development Incentive Committee met with company representatives and due to the fact that no new jobs are proposed with the equipment expansion , the Committee is recommending a modified incentive grant for the new equipment investment only at five years , based on the following percentages Year 1 – 50 ; Year 2 – 40 ; Year 3 – 30 ; Year 4 – 20 and Year 5 – 10 Mr Johnson introduced Coca - Cola representative Robert Wheeler who is the company’s Director of Property Tax Planning and Compliance Mr Wheeler thanked the Board of Commissioners for considering the incentive grant for Coca - Cola He reported since the company moved to the Clayton facility , their overall employment has increased and they do not see that changing Mr Wheeler stated the equipment expansion will help Coca - Cola better meet the needs of their customers He offered to answer any questions Commissioner Ted G Godwin asked if the new equipment would displace any existing jobs Mr Wheeler stated the new equipment would not displace any existing jobs and because the equipment is computerized , they may have to hire individuals that are trained in computer systems to run the equipment County Manager Rick Hester stated if the Board chooses to approve an incentive grant based on the Incentive Committee’s recommendation , the total grant to the company would be approximately 40,000 over the five year term Economic Development Advisory Board Chairman Allen Wellons stated Coca - Cola for their equipment expansion at the Clayton facility at the recommended terms by the Johnston County Economic Development Advisory Board Incentive Committee 6 Disabled American Veterans Chapter 44 – Request for Funding for New Van Rudy Baker , Chairman of the Johnston County Veterans Services Advisory Board , stated the Disabled American Veterans DAV Chapter 44 is requesting funding from the County in the amount of 15,000 so they can purchase a new van Mr Baker stated the older van at the Chapter is a 2004 model with 163,000 miles and their second van is a 2007 model with 80,000 miles He reported the total cost of the new van is 27,26650 with the Chapter’s share being 15,000 which they do not have Mr Baker stated the deadline to apply for the new van is December 6 , 2013 and if that deadline is missed there will not be another opportunity to apply for a new van until 2015 Mr Baker reported the County has helped with the purchase of vans in the past and he asked the Board to consider allocating 15,000 to purchase the new van Commissioner Ted G Godwin stated as a veteran he is certainly supportive of their needs ; however , he asked about the ridership capacity and questioned if perhaps a smaller vehicle could be purchased to meet the needs at a lower cost Mr Baker stated the Chapter advised him that the 12 - passenger van being requested is the size they need to meet the ridership capacity Commissioner Chad M Stewart asked who makes the decisions as to when the vans are no longer suitable Commissioner Stewart also asked when a new van is purchased , what happens to the older van Mr Baker stated the Durham VA maintains the vans and they have determined that the expense of maintaining the 2004 van exceeds the cost of a new vehicle He stated the Durham VA approached the Chapter and offered to cost share the new van if the Chapter could fund the 15,000 Mr Baker reported the 2004 van is titled to the Durham VA and once it is surplused , the Durham VA will title the van back to the Chapter Mr Baker stated it is within the Board of Commissioners ’ discretion , but he recommends the funds from the sale of the surplus van come back to the County , although he knows the Chapter would prefer to keep the funds for operating expenses Mr Baker reported once the application is submitted for the new van , it may be a few months before it is approved At the inquiry of Commissioner DeVan Barbour , Mr Baker stated the Chapter discussed whether or not they needed handicap accessibility equipment on the new van and determined that at this time there is not enough demand to require that extra equipment to justify the extra cost involved Mr Baker stated when a veteran needs transport that requires handicap access , the Chapter makes the appropriate arrangements and noted that he has helped transport veterans in his personal vehicle in those situations when needed County Manager Rick Hester stated if the Board chooses to approve the request , he would ask that the funds be allocated from capital outlay Mr Hester stated if the funds are not needed until next budget year , then he could include them as a budgeted item for FY 2014 - 40 440 Rebuilding Project Wally Bowman , Division Engineer with Division 5 , North Carolina Department of Transportation , provided the Board with a brief overview of the I - 40 440 Rebuilding Project He stated the contract has been awarded and work will begin this month with the project completed in segments Mr Bowman explained when the work begins the traffic lanes will be reduced to accommodate the construction and he cautioned there will be traffic bottlenecks during the construction period He stated transit services will be offered to help mitigate the congestion during the construction Mr Bowman encouraged the use of alternate routes and alternate work schedules to avoid traveling during the most congested traffic times Richard Walls , Deputy Secretary for Transit , North Carolina Department of Transportation , addressed the Board He introduced Triangle Transit Authority Representatives Deborah Ross , Chief Legal Counsel ; Laurie Barrett , Director of Transit Partnerships ; and Lauren Parker , Manager of Marketing as well as Phillip Vereen of the Public Transit Division with the Department of Transportation Mr Walls stated together the Department of Transportation and the Triangle Transit Authority have been working on alternate bus routes to help mitigate the expected traffic issues He presented the following information to the Board and discussed the planned bus services and new vanpool options that will be offered Page0710 December 2 , 2013 – 10 00 am ContinuedPage1711 December 2 , 2013 – 10 00 am ContinuedPage2712 December 2 , 2013 – 10 00 am Continued Commissioner DeVan Barbour asked what are the anticipated increased travel times during the construction period Mr Bowman stated it is difficult to determine exactly how much time may be added to a commuter’s route and it will depend greatly upon the time of day a person is traveling He stated as much as 30 or 45 minutes could be added to a commuter’s drive time if they are traveling during peak rush hours while it may only increase 10 during off - peak times Commissioner Barbour asked if there were contingency plans for emergency vehicles Mr Bowman stated there will be a system in place allowing the Department of Transportation to communicate directly with the emergency personnel and advise them of congested areas and travel times so they can make decisions on where to transport Commissioner Barbour stressed the importance of making sure plans are in place to handle emergencies Mr Bowman reported on a pilot program in Durham County known as the “ bus - on - shoulder ” program where the transit buses were allowed to travel on the paved shoulder at a difference of speed by 15 mph if trafficPage3713 December 2 , 2013 – 10 00 am Continued was experiencing delays He stated the program was so successful that they will be expanding the service on I - 40 He noted the buses are allowed to travel on the paved shoulders up to the work zone , but not through the work zone Mr Bowman stated the emergency responders can also use the paved shoulders if needed Mr Bowman stated they have allocated up to 12 million trying to find alternatives to mitigate traffic during the construction period He added they are optimistic about the bus services and appreciate the partnership with the Triangle Transit Authority as well as the City of Raleigh on the initiative Upon a question by Commissioner Allen L Mims , Jr , Mr Bowman stated the new bus services are planned for the construction period only Mr Walls added that even though the bus services are only planned during the construction period , he does believe there will be an interest in the ridership numbers to see if people can be conditioned to use bus services more often He stated the target date to begin the bus service is December 16 , 2013 , but noted that date may be adjusted Mr Walls reported the bus service will be free during the first month to generate interest and after that the express route rates will apply Chairman Jeffrey P Carver asked for the ridership numbers to be shared with the Board once they are available Triangle Transit Chief Legal Counsel Deborah Ross informed the Board that Triangle Transit only has the authority to go ten miles into Johnston County per General Statutes and she has been working with County Attorney David Mills She stated Triangle Transit feels this is a good opportunity to provide some services in Johnston County and they will be glad to share any data with the Board Triangle Transit Director of Transit Partnerships Laurie Barrett provided the Board with a draft of the schedule for the new bus service Ms Barrett noted they already have nine existing vanpools coming out of Johnston County and are hoping to add three more She explained how the vanpool system works Mr Bowman introduced Kim Patterson as the Public Information Officer with the Department of Transportation assigned to the project and stated they will be glad to meet with the Board anytime He thanked the Board for the opportunity to present the information 10 Capital Area Workforce Development – New Requirements Laws Update Pat Sturdivant , Executive Director with the Capital Area Workforce Development Board , presented an update to the Board regarding new laws and requirements that will impact the adult and dislocated worker services in Johnston County Ms Sturdivant gave an overview of the background and accomplishments of the Capital Area Workforce Development Board , as follows Who We Are Capital Area Workforce Development is a public - Enhanced technology job matching , job search , screening , etc … Collocation of WIA and Wagner Peyser • Integrated model requires colocation • Currently two locations in Smithfield - NC Div Workforce Solutions 224 Peedin Road - Capital Area One - Stop 300 S Third Street • Capital Area Workforce Development Board’s service provider will be required to hold the lease on the One - Stop Center • Colocation requires at least 10,000 square feet Ms Sturdivant reported the entity that receives the bid to provide local services will be required to hold the lease on the one - stop facility She stated based on the staffing needs within Johnston County a facility of approximately 10,000 square feet in size will be required which they have been proactive in searching Ms Sturdivant offered to answer any questions Commissioner Ted G Godwin asked who are the other groups that may apply for the contract to offer the local services during the competitive bid process , noting Johnston County Job Training has provided the services since 1974 Ms Sturdivant stated she is anticipating one major competitor with Johnston County Job Training , known as ResCare Workforce Services who won the bid in Wake County Ms Sturdivant noted one advantage Johnston County Job Training has is that Ms Oakley and her staff have already begun to implement some of the new integrated services County Manager Rick Hester reported he does have some concerns about holding the lease on the one - stop center even though the cost would be federally funded Mr Hester added his concerns were that the County would be required to sign a lease that it was not involved in negotiating Mr Hester stated as he understands , the new law requires the provider to hold the lease Ms Sturdivant clarified the new law requires the co - location of the two organizations in Johnston County ; however , it was the decision of the Capital Area Workforce Development Board that the provider would hold the lease At the request of Mr Hester , Director of Johnston County Job Training Ramell Oakley provided the Board with a brief background on the services that are provided locally Ms Oakley reported Johnston County Job Training serves as the Workforce Investment Act Adult and Dislocated Worker contractor as well as serves as the lead entity of the Johnston County Workforce Center She stated they are responsible for managing the center and providing primary staffing Ms Oakley stated they also assist people with developing resumes , how to carry out job searches , how to use technology in job searches , as well as assist employers with finding workers and implementing on - the - job training Ms Oakley stated they hold job fairs , workshops , and assist with the Career Expo at the McKimmon Center in Raleigh each year At the inquiry of Commissioner Allen L Mims , Jr , Ms Oakley stated Johnston County Job Training has worked with Johnston Community College on various grant partnerships in the past to help with worker training Ms Oakley commented they have also helped many Johnston Community College students find work The Board thanked Ms Sturdivant and Ms Oakley for the information 11 Emergency Services – Approval of Fire Insurance District Boundaries Fire Marshal Emergency Management Coordinator Paul Whitehurst explained that over the past two years Johnston County Emergency Services has been working with the Fire Departments and GIS Department to update the current fire district maps He reported the purpose of the revision is to maximize the five mile coverage of properties in the County , identify areas within the five to six mile coverage area , and identify properties over six miles from a fire station Additionally , the boundaries for each district have been aligned toPage6716 December 2 , 2013 – 10 00 am Continued follow the parcel lines instead of the current method which utilizes a written description based on a point to point plot of district Mr Whitehurst continued the map approval will be a two step process First , to expedite the process for submitting the revised maps to the Department of Insurance for approval and submission to the rating bureau , staff requests the Board to adopt a resolution approving the revised boundaries as the Fire Insurance Districts for Johnston County He stated the second step will be for the Board to approve the maps as Service Districts which staff will request at the March or April 2014 Board meeting after public hearings are held Mr Whitehurst stated if approved as the Fire Insurance Districts , an addendum will be required to the current Fire Department Contract which will be submitted for approval at the February 2014 Board of Commissioners meeting The proposed addendum has been drafted by the County Attorney and submitted to the Fire Focus Group and Fire Departments for consideration and review Mr Whitehurst briefly explained the proposed maps and offered to answer any questions Mr Whitehurst stated there are still some areas classified as “ unprotected ” according to insurance companies ; however , he clarified that the Fire Departments still respond to those areas in the event of a fire Commissioner Allen L Mims , Jr recalled Mr Lane Tredway’s request during Public Comment regarding moving his property into the Wakelon District and asked Mr Whitehurst for a recommendation Mr Whitehurst explained that during the process of reviewing the boundaries , the goal of the revision was to adjust the boundaries to maximize the five mile coverage area Mr Whitehurst stated as it is currently proposed , Mr Tredway’s property would be located within the Corinth - Holder Fire Insurance District because his property is within the five mile coverage area of that District even though his property is close to the Wakelon District Mr Whitehurst noted that Corinth - Holder is currently rated a 9S ; however , he has spoken with the Corinth - Holder Fire Chief who reports they are getting ready to try and lower their rating in the near future Mr Whitehurst stated he understands Mr Tredway’s concerns , but he cautioned the Board against moving boundaries to relocate individual properties to neighboring districts because it could affect other properties in the process and create confusion with the boundary lines Mr Whitehurst stated he feels confident that Corinth - Holder will lower their rating based on their current equipment inventory and improvements they have made Commissioner Ted G Godwin asked if there were situations in the proposed revisions that would negatively impact citizens Mr Whitehurst stated staff has made every effort to avoid such situations and has worked closely with the Fire Departments and the County GIS Department through the course of many meetings to prevent negative impacts Commissioner Chad M Stewart stated he has been involved along with Commissioner Tony Braswell in some of the meetings and he noted a lot of work has gone into the revision process Commissioner Stewart commended the staff for all their work and noted that when working with that many Fire Departments as well as all the citizens it is impossible for everyone to be completely satisfied , but he feels confident staff has done their best Commissioner Chad M Stewart moved the Board adopt the resolution approving the Fire Insurance Districts for Johnston County as listed below , seconded by Commissioner Ted G Godwin , and carried by unanimous vote RESOLUTION PROVIDING FOR THE DESIGNATION OF FIRE INSURANCE DISTRICTS IN JOHNSTON COUNTY , NORTH CAROLINA WHEREAS , pursuant to NC General Statute § 153A - 233 , counties may designate fire districts or parts of existing districts and prescribe the boundaries thereof for insurance grading purposes “ Fire Insurance Districts ” ;
