Sims B Presentation of the Book “ The Boys of Benning ” Retired Army Colonel Rudy Baker , 1016 Swift Creek Drive , Clayton , presented a copy of the book titled “ The Boys of Benning ” to Commissioner Chad M Stewart and Mrs Virginia Stewart in memory of the late Commissioner Wade M Stewart Mr Baker stated the book was written by fourteen of the graduates from Officer Candidate School at Fort Benning Mr Baker noted he wrote Chapter 2 in the book and that Commissioner Wade Stewart had reviewed the chapter for him prior to submittal Commissioner Chad M Stewart and Mrs Virginia Stewart both thanked Mr Baker for the book Mr Baker also presented a copy of the book to the Public Library of Johnston County and Smithfield in memory of Commissioner Stewart and in honor of all veterans in pageNumber5452 June 3 , 2013 – 10 00 am Continued 4 Public Hearing – Proposed Fiscal Year 2013 - 2014 County Budget Advertised – The Smithfield Herald – May 22 and 29 , 2013 The Chairman opened the public hearing , and stated the purpose of the hearing is to allow public comment on the proposed FY 2013 - 2014 County budget The proposed budget and budget message have been completed and copies are available for distribution County Manager Rick Hester requested the budget message be inserted into the minutes , as follows Fiscal Year 2013 – 2014 Budget Message Dear Board Members The proposed Fiscal Year 2013 - 2014 General Fund Budget is presented at 179 million with a tax rate of 78 cents per 100 valuation If you factor out the debt service increase of 36 million , this proposed budget is less than 1 higher than the current fiscal year’s budget I would like to take a moment and thank the many county employees that assisted me with the budget preparation A special thank you goes to the Finance and Administration staff for helping prepare the final proposed document A few years ago , the Board adopted financial policy guidelines that require the General Fund to maintain a minimum 15 fund balance Based on 10 months of financials , the County’s General Fund reserves for the current Fiscal Year 2012 - 2013 is expected to exceed 15 , and staff projects the proposed General Fund Budget reserves to finish at 15 on June 30 , 2014 Highlights of the Proposed Fiscal Year 2013 - 2014 Budget • The proposed budget includes a 2 pay adjustment for employees effective July 1 , 2013 • Revenue projections for ad valorem tax and sales tax statistical data follow Ad Valorem FY 12 - 13 Budgeted FY 12 - 13 Projected FY 13 - 14 Budgeted 949 million 958 million 975 million Sales Tax FY 12 - 13 Budgeted FY 12 - 13 Projected FY 13 - 14 Budgeted 247 million 258 million 262 million • Staff anticipates the vehicle tax collections to be slightly higher with collections being handled at the time of vehicle registration renewal • As noted earlier , debt service will be 36 million higher than the current fiscal year • Funding for Johnston County Schools is recommended for a total allocation of 50 million • Johnston Community College’s current expense is proposed at 38 million , and capital outlay is proposed at 220,000 • North Carolina Counties continue to be significantly impacted by the State of North Carolina’s decisions to withhold the lottery proceeds • Funding for 24 - hour service at the Thanksgiving EMS station and the associated four new positions that would be needed are included in the proposed budget New Positions Requested and Included in the Proposed Budget • Sheriff’s Office - 8 positions 4 in July and 4 in January • Health Department – 1 position for the WIC ProgramPagePage pageNumber6453 June 3 , 2013 – 10 00 am Continued • Public Utilities Enterprise Fund – 1 position Utility Maintenance Technician • EMS Thanksgiving Station – 4 Positions would be needed if the 24 - hour service is approved as requested above Proposed Fee Adjustments • Public Utilities o Bulk Wastewater Treatment An increase of 015 per 1,000 gallons in the commodity charge is proposed The unit commodity charge for treatment would increase from 265 to 280 per 1,000 gallons o Residential Retail Wastewater Assessment Fee for capacity An increase of 300 per dwelling unit is proposed in the residential wastewater assessment fee The fee would increase from 2,400 to 2,700 o Commercial and Industrial Wastewater Assessment Fee for capacity An increase of 125 per gpd is proposed in the commercial and industrial wastewater assessment fee The fee would increase from 1000 per gpd to 1125 per gpd o Residential Retail water meter fee The fee would increase from 19500 to 21500 per meter The fee is intended to cover the actual material cost of new meters , and meter pricing has increased o Solid Waste Fund No fee increase is recommended at this time , but I would respectfully ask the Board to consider discussing the long range solid waste financial plan in the fall I look forward to discussing the proposed budget with you at your convenience Thank you for your the Board to review their calendars and schedule additional special meetings for the budget consideration at the 6 00 pm meeting Note At the 6 00 pm meeting , the Board scheduled th th th additional budget meetings to be held on June 13 and 19 at 6 00 pm and June 25 at 8 00 am to be held in the Board of Commissioners Meeting Room , Johnston County Courthouse 5 Emergency Services – Approval of Fire Services Contracts Fire Marshal Paul Whitehurst presented the new fire services contracts to the Board for their review and consideration , to be effective on July 1 , 2013 Mr Whitehurst explained the fire services contracts are revised and renewed every two years and over the past few months , staff has made necessary revisions to the contracts to reflect current conditions and needs quality of service provided in the past by the Fire Department , within the Fire District sometimes referred to herein as “ primary service area ” and shall provide the necessary equipment , personnel , and those things necessary for furnishing such protection in the Fire District The services shall be in accordance with minimum standards set forth in this agreement and all future amendments adopted in accordance with paragraph 19 of this agreement The Fire Department shall furnish said fire protection without charge to all persons and property located in the Fire District in an efficient and workmanlike manner This provision shall not prohibit the Fire Department from recouping cost and expense from incidents or from entering into contracts with the Federal , State , or local governments or utility companies for the provisions of emergency protection services for a fee 6 The County shall require the Fire Department to furnish all applicable materials and financial statements for the purpose of the annual audit conducted by a CPA in conformity with general accepted accounting principles The Fire Department also agrees to secure and maintain a blanket bond on all persons who have access to or authority to disburse funds belonging to the Fire Department Such blanket bond shall be in the amount of not less than the revenues to be collected by the County in the tax district served by the Fire Department as projected by the County for the upcoming year Proof of such bonding shall be provided to the County prior to the disbursement of any funds by the County to the Fire Department The Fire Department shall follow the applicable statutory procedures for letting of public contracts for fire apparatus , equipment , and construction 7 The Fire Department , during the term of this contract , shall remain incorporated unless existing as a division of a municipal government and do business as a private non - profit corporation under the provisions of the North Carolina Non - Profit Corporation Act A true copy of the Articles of Incorporation , existing By - Laws , and any changes made from time - to - time to either will be filed with the County The Fire Department will adopt By - Laws , which meet all minimum legal requirements of said Act The By - Laws shall vest in a Board of Directors the authority to manage the affairs of the corporation to the extent permitted by said Act The Fire Department Board of Directors shall be representative of the citizens within the Fire District and are encouraged to include non - member citizens 8 In the event of a liquidation or dissolution of the Fire Department , or in the event that the Fire Department is no longer responsible for County - provided fire protection in the Fire Department’s primary service area , the Fire Department will assign all cash , equipment , and assets , real and personal , to the County or to such other entity as may succeed the Fire Department in providing fire protection in the Fire District on behalf of the County 9 Repeated failures to provide protection or meet conditions as contemplated in this contract may result in the County withholding any and all that it will be responsible for its own expenses while responding to a request for mutual aid to another agency within the county The current automatic aid agreement is included in Appendix A of this contract In areas where the fire district has been extended to six miles , the Fire Department agrees to maintain agreements with adjoining districts to respond with a minimum of one apparatus capable schedules for the Board’s approval Behavioral Health Fees , Preventive Health Fees , and Environmental Health Fees Mr Strickland noted the Preventive Health and Environmental Health fees have no changes from the current fiscal year ; however , the Behavioral Health fee schedule is proposed with increases He stated the increases are due to the Behavioral Health services being reviewed by the Division of Public Health’s cost study whereby the Division of Medical Assistance DMA will reimburse the Health Department for the difference in what Medicaid pays for services and what the services actually cost to provide DMA will only reimburse this difference if the Health Department charges the actual cost to provide the service Mr Strickland noted the County received over 1 million this fiscal year from DMA through the cost study He stated if the fees are not adjusted , DMA will no longer reimburse the County Mr Strickland also requested approval of two sliding fee scales which the Health Department uses as a means of adjusting what the client pays for services in the Preventive Health and Behavioral Health Divisions The income rates are provided by the Federal government , who
