Meeting of the Johnston County Board of Commissioners January 7, 2013 10:00 a.m. The Johnston County Board of Commissioners met in regular session Monday, January 7, 2013 at 10:00 a.m. in the Commissioners' Meeting Room, Johnston County Courthouse Annex, Smithfield, North Carolina. The following members were present: Present: Chairman Jeffrey P. Carver, Vice Chairman Tony Braswell, Cookie Pope, Allen L. Mims, Jr., DeVan Barbour, and Ted G. Godwin Absent: Wade M. Stewart Also Present: County Manager Rick J. Hester, Clerk to the Board Paula G. Woodard, Finance Officer J. Chad McLamb, County Attorney David F. Mills, and Paralegal /Deputy Clerk to the Board Dana Cuddington Chairman Jeffrey P. Carver called the meeting to order at 10:00 a.m. Commissioner Cookie Pope opened the meeting with a prayer. Commissioner Ted G. Godwin led those in attendance in the pledge of allegiance to the American flag. Chairman Carver noted that Commissioner Wade M. Stewart was absent due to illness. 1. Appointments 273 Upon a motion by Commissioner Allen L. Mims, Jr., seconded by Commissioner Cookie Pope, and carried by unanimous vote, the Board appointed Gina Sasser to the Nursing Home /Adult Care Home Community Advisory Board to serve an initial term ending June 30, 2014. 11. Delinquent Tax Collection Report Tax Administrator Pat Goddard reported on the collection of delinquent taxes for the month of December 2012. She noted in addition to garnishments and bank attachments, two foreclosure complaints were filed. As of December 31, 2012, the Tax Department has collected 76.02% of the real and personal levy for 2012, and 73.73% of the motor vehicle levy. Through the NC State Debt Setoff Program, 74 accounts have been paid for a total of $11,210.06 as of December 31, 2012. The next foreclosure sale date is scheduled for January 30, 2013. Ms. Goddard reported the 2013 tax listing forms were mailed on December 31, 2012 and January 7, 2013 is the last day to pay 2012 tax bills without interest. 12. Manager Reports and Comments A) Federal Drug License for Animal Services County Manager Rick Hester apologized to Commissioner Allen L. Mims, Jr. for giving him inaccurate information regarding Johnston County Animal Services' Federal Drug License application status. Mr. Hester stated that Commissioner Mims had reported the information he received from staff in a previous Board meeting; however, it was later learned that the information was incorrect. Mr. Hester apologized for any confusion. B) 2012 Annual Statement on the Secondary Road Construction Program The County Manager submitted a copy of the 2012 Annual Statement on the Secondary Road Construction Program to the Board that was received from the North Carolina Department of Transportation. 13. Board Reports and Comments A) 2013 Annual Work Session Chairman Jeffrey P. Carver asked the Board to consider several dates in February /March for a work session and asked everyone to bring their calendars back to the 6:00 p.m. meeting for further discussion. Note: At the 6:00 p. m. meeting, the Board tentatively scheduled March 1, 2013 for the 2013 Annual Work Session and instructed staff to finalize and confirm details /location and report back to the Board. B) 2013 Chairman Appointments Chairman Jeffrey P. Carver stated that he had previously e- mailed the Commissioners regarding his thoughts for the 2013 Board Appointments. Following no comments from the Commissioners, Chairman Carver asked the Clerk to prepare the list of 2013 appointments for submittal at the 6:00 p.m. meeting. There being no further business, Commissioner Cookie Pope moved the Board adjourn. Commissioner Allen L. Mims, Jr. seconded the motion, which carried by unanimous vote.
