10 781 Meeting of the Johnston County Board of Commissioners April 2 , 2012 6 00 pm The Johnston County Board of Commissioners met in regular session Monday , April 2 , 2012 at 6 00 pm in the Commissioners Meeting Room , Johnston County Courthouse Annex , Smithfield , North Carolina The following members were present Present Chairman Allen L Mims , Jr , Vice Chairman Jeffrey P Carver , Cookie Pope , Wade M Stewart , DeVan Barbour , and Tony Braswell Absent W Ray Woodall Also Present County Manager Rick J Hester , Clerk to the Board Paula G Woodard , and County Attorney David F Mills Chairman Allen L Mims , Jr called the meeting to order at 6 00 pm and the following business was transacted 1 Public Comment A Comments from Chuck Fager Opposition to Tolling on Interstate 95 Chuck Fager , 223 Hillside Avenue , Fayetteville , North Carolina , addressed the Board regarding his opposition to the proposed tolling of Interstate 95 in North Carolina Mr Fager reported he has also taken his concerns to the Cumberland County Board of Commissioners as well as the Fayetteville City Council and he noted there is some interest by those boards in possibly adopting a resolution in opposition , which he will continue to pursue NC Stop Torture Now Quaker House Update Mr Fager also provided the Board with a written summary of recent events that his organization believes indicates the accountability of those who kidnap and abuse detainees domestically and internationally B Comments from Ralph Stewart – Opposition to Tolling on Interstate 95 Ralph Stewart , 625 Stewart Road , Four Oaks , North Carolina , expressed his concerns regarding the proposed tolling of Interstate 95 2 Manager Reports and Comments A Recognition of Emergency Services County Manager Rick Hester recognized Emergency Services Director Kim Robertson and her staff on their recent response to a bus fire on Interstate 95 Mr Hester stated the bus was transporting youths to an athletic event in Myrtle Beach He noted no one was hurt and he commended the staff for their response Ms Robertson briefed the Board on the recent bus fire and recognized Darrell Alford , Emergency Management Coordinator , for his work on responding to the accident and helping to shelter the youths and their parents until a new bus could be sent to pick up the group Ms Robertson also recognized Johnston County Schools , the Micro Original Free Will Baptist Church , and the Red Cross for providing assistance 3 Board Reports and Comments - None There being no further business , Commissioner Cookie Pope moved the Board adjourn Commissioner Jeffrey P Carver seconded the motion , which carried by unanimous vote The meeting adjourned at 6 10 pm Allen L Mims , Jr , Chairman Paula G Woodard , Clerk to the BoardPage
