14 , 2012 The Board adopted the following proclamation declaring the week of April 8 - 14 , 2012 as National Public Safety Telecommunicator’s Week in Johnston County National Public Safety Telecommunicator’s Week April 8 - 14 , 2012 WHEREAS , emergencies can occur at anytime that require police , fire or emergency medical services ; the E - 911 Communications Center was created to provide a vital contribution to the quality of life enjoyed by citizens and visitors to Johnston County ; and WHEREAS , when an emergency occurs , the access to a 911 center dramatically improves the prompt response of police officers , firefighters and paramedics , is critical to the protection of life and preservation of property ; and WHEREAS , the Telecommunicators are trained , prepared and ready ; the safety of our police officers , firefighters and EMS personnel are dependent upon the quality and accuracy of information obtained from citizens who telephone the Johnston County E - 911 Communications Center ; and WHEREAS , Public Safety Telecommunicators are the first and most critical contact our citizens have with emergency services ; and WHEREAS , Public Safety Telecommunicators are the single vital link for our police officers , firefighters and EMS personnel by monitoring their activities by radio , providing them information and insuring their safety ; and WHEREAS , Public Safety Telecommunicators of the Johnston County E - 911 Communications Center have contributed substantially to the apprehension of criminals , suppression of fires and treatment of patients ; and WHEREAS , each Telecommunicator has exhibited compassion , understanding and professionalism during the performance of their job ; and WHEREAS , National Telecommunicator’s Week will serve to recognize the Telecommunicators of Johnston County who provide a vital public safety service NOW THEREFORE BE IT RESOLVED , that the Board of Commissioners of the County of Johnston , hereby proclaim and declares the week of April 8 – 14 , 2012 as National Telecommunicator’s Week in Johnston County , in honor of the men and women whose diligence and professionalism keep our County and citizens safe nd Adopted this the 2 day of April , 2012 Page773 April 2 , 2012 – 10 00 am Continued C Proclamation – Older Americans Month – May 2012 The Board adopted the following proclamation declaring the month of May 2012 as Older Americans Month in Johnston County Older Americans Month May 2012 Theme Never Too Old to Play A Proclamation Whereas , Johnston County includes over 17,000 citizens aged 65 and older ; and Whereas , Community & Senior Services of Johnston County is committed to helping all individuals maintain their health and independence in later life ; and Whereas , the older adults in Johnston County have an important role in sharing knowledge , wisdom , and understanding of the history of our community through interactions with children , youth , and adults from other generations ; and Whereas , the fruits of knowledge and experience can be effectively transferred from generation to generation through meaningful social interactions ; and Whereas , their interactions with family , friends , and neighbors across generations enrich the lives of everyone involved ; and Whereas , our community can provide opportunities to enrich citizens young and old by • Emphasizing the value of including elders in public and family life ; • Creating opportunities for older Americans to interact with people of different generations ; and • Providing services , technologies , and support systems that allow older adults to participate in social activities in the community Now Therefore , We , the Johnston County Board of Commissioners , hereby proclaims May 2012 to be Older Americans Month in Johnston County and we urge every citizen to take time this month to engage with our older citizens through enjoyable social interactions such as sports , games , contests , and other forms of play nd Adopted this the 2 day of April , 2012 D Proclamation – Litter Sweep Spring 2012 – April 14 , 2012 through April 28 , 2012 The Board adopted the following proclamation supporting the NCDOT 2012 Spring Litter Sweep for April 14 , 2012 through April 28 , 2012 in Johnston County PROCLAMATION SPRING LITTER SWEEP 2012 WHEREAS , the North Carolina Department of Transportation organizes an annual spring statewide roadside cleanup to ensure clean and beautiful roads in North Carolina ; and WHEREAS , the spring 2012 LITTER SWEEP roadside cleanup will take place April 14 through April 28 , 2012 , and encourages local governments and communities , civic and professional groups , businesses , churches , schools , families and individual citizens to participate in the Department of Transportation cleanup by sponsoring and organizing local roadside cleanups ; and WHEREAS , Adopt - A - Highway volunteers , Department of Transportation employees , Department of Correction inmates and community service workers , local government agencies , community leaders , civic and community organizations , businesses , churches , schools , and environmentally concerned citizens conduct annual local cleanups during LITTER SWEEP and may receive certificates of appreciation for their participation ; and WHEREAS , the great natural beauty of our state and a clean environment are sources of great pride for all North Carolinians , attracting tourists and aiding in recruiting new industries ; and WHEREAS , the cleanup will increase awareness of the need for cleaner roadsides , emphasize the importance of not littering , and encourage recycling of solid wastes ; and th WHEREAS , the 2012 spring cleanup will celebrate the 24 Anniversary of the North Carolina Adopt - Cheryl L Oliver was appointed to fill an unexpired term ending February 28 , 2013 At - Large Representative Allen H Wellons was reappointed for a two year term to expire on April 30 , 2014 7 Delinquent Tax Collection Report Tax Administrator Pat Goddard reported on the collection of delinquent taxes for the month of March 2012 She noted garnishments and bank attachments resulted in a collection of 10,62474 As of March 30 , 2012 the Tax Department has collected 9706 of the real and personal levy for 2011 , and 8502 of the motor vehicle levy Through the NC State Debt Setoff Program , 1,173 accounts have been paid for a total of 128,50841 as of March 30 , 2012 The next foreclosure sale date is scheduled for April 25 , 2012 Ms Goddard reported the tax liens are being advertised in the local newspapers and the Board of Equalization and Review will convene on April 24 , 2012 for appeals 8 Manager Reports and Comments A Resolution – Education Lottery Funds County Manager Rick Hester noted that a draft resolution has been prepared for the Board to consider regarding the restoration of education lottery funds Chairman Allen L Mims , Jr asked if the Board had any questions on the resolution Chairman Mims reported that he along with the County Manager recently met with representatives from the North Carolina Association of County Commissioners regarding the matter Chairman Mims stated the lottery was put to a vote by the citizens based on the promise that the revenue would go towards school construction ; however , the State is now using those funds towards other expenses Chairman Mims stated the Association has suggested the County adopt the resolution Mr Hester reported if the resolution is adopted , staff would forward it to the North Carolina Association of County Commissioners as well as the local legislative representatives and the head of each Chamber Upon a motion by Commissioner DeVan Barbour , seconded by Commissioner Jeffrey P Carver , and carried by unanimous vote , the Board adopted the following resolution RESOLUTION REQUESTING THE RESTORATION OF EDUCATION LOTTERY FUNDS FOR JOHNSTON COUNTY WHEREAS , the State of North Carolina in the last two fiscal years , has reduced the amount of lottery funds received by or expected to be received by Johnston County to support the capital needs of the Johnston County Schools by as much as 4,400,000 ; andPagePage pageNumber9780 April 2 , 2012 – 10 00 am Continued WHEREAS , Johnston County now faces a serious shortfall in lottery funding for school bond debt service for school facilities that was entered into for a term of 20 years with the approval of the Local Government Commission and was voted on 3 to 1 by the citizens of Johnston County , based on the lottery allocations in place ; and WHEREAS , Johnston County has done a good job of balancing its finances , even being one of the fastest growing counties and school systems in the State ; and furthermore , Johnston County has good bond ratings based on Financial Policy Guidelines that were adopted by the Board of Commissioners , all of which is in jeopardy due to the State using lottery funds to supplement their expense of teacher salaries ; and WHEREAS , based on the State’s actions , Johnston County now faces critical budgetary constraints as it attempts to balance the payment of school debt services with funding school capital needs ; and WHEREAS , Johnston County needs the lottery funds budgeted by Johnston County to pay the debt service which is now due ; moreover , Johnston County does not have additional resources to cover the loss from the State’s decisions ; and WHEREAS , the decisions of the State to withhold the funds from Johnston County will have a negative impact on Johnston County youth , Johnston County Schools , and all the citizens of Johnston County ; and WHEREAS , it is the desire of the Johnston County Board of Commissioners that the North Carolina Association of County Commissioners lobby for the Governor to work with the State Legislature to restore the education lottery funds back to the designated counties so that they all may meet the school needs of their respective communities NOW , THEREFORE , BE IT RESOLVED by the Johnston County Board of Commissioners that it hereby requests the North Carolina Association of County Commissioners to lobby for the Governor and the State Legislature to work together to restore past lottery funds as well as provide all future lottery allocation funds to Johnston County and to adhere to the lottery allocations as voted on by the citizens of this great State nd Adopted this the 2 day of April , 2012 9 Board Reports and Comments A Reminder -
