opened the meeting with a prayer and asked everyone to keep the victims of the recent mass shooting in Las Vegas in their thoughts and prayers VFW Post 5955 Selma led those in attendance in the Pledge of Allegiance to the American Flag 1 Approval Discussion of Agenda Upon a motion by Commissioner Allen L Mims , Jr , seconded by Commissioner Cookie Pope , and carried by unanimous vote , the Board Alzheimer’s disease is a progressive degenerative disease of the brain causing deterioration in memory and thinking , as well as judgment and reasoning ability ; it also affects behavior , emotions and the ability to perform self - care ; and WHEREAS , more than five million Americans are now living with Alzheimer’s disease and over fifteen million are serving as their caregivers ; and WHEREAS , more than half of all Americans know someone who has or had Alzheimer’s ; and WHEREAS , Alzheimer’s disease affects whole families since it is a long term illness that requires long term care ; and WHEREAS , with early detection and diagnosis , individuals and families can gain access to treatment medications , enroll in critical research trails , and fully participate in planning for the future Sheriff’s Office – 2017 Edward Byrne Memorial Justice Grant Funds Johnston County Chief Deputy Bengie Gaddis presented the following Memorandum from Sheriff Steve Bizzell and informed the Board of Commissioners that the Johnston County Sheriff’s Office has applied for 2017 Edward Byrne Memorial Justice Grant Funds in the amount of 12,36600 Mr Gaddis stated the grant funds will be used to purchase 40 new riot helmets and face shields to replace the old and outdated models for the Patrol Division Mr Gaddis requested the Board to enter the memorandum of official notification of the grant funding into the minutes as part of the rules set forth in obtaining the federal grant funds by the US Department of Justice , Bureau of Justice Assistance and he offered to answer any questions Mr Gaddis stated no County matching funds are required for the grant Chairman Jeffrey P Carver accepted the memorandum of official notification below as part of the minutes 5 50 - 210 Fire Department – Request for Tax Exempt Loan Status Chairman Jeffrey P Carver recused himself from the discussion and vote on this item and turned the meeting over to Vice Chairman Ted G Godwin Finance Director and Assistant County Manager Chad McLamb explained the 50 - 210 Fire Department is requesting the Board to grant them tax exempt loan status so they can borrow up to 167,000 from First Citizens Bank at an interest rate of 214 for five years to purchase a 2018 Ford F550 4x4 Mini Rescue Truck Mr McLamb stated he has reviewed the documentation and recommends the financing from First Citizens Bank with monthly payments 50 - 210 Fire Chief Nathan Burgess offered to answer any questions He stated the new truck will be housed at the new station Chief Burgess reported the new station is complete and they are waiting on the final inspection from the State Upon a motion by Commissioner Chad M Stewart , seconded by Commissioner Larry Wood , and carried by unanimous vote with Chairman Jeffrey P Buffalo Road Booker Dairy Road Improvements North Carolina Department of Transportation Division Engineer Ronnie Keeter requested the Board to adopt a resolution supporting transportation improvements at the intersection of Buffalo Road and Booker Dairy Road Mr Keeter offered to answer any questions The Board welcomed Mr Keeter to the meeting noting he is taking the place of former Division Engineer Tim Little who has been promoted to Chief Engineer Upon a motion by Commissioner Ted G Godwin , seconded by Commissioner Chad M Stewart , and carried by unanimous vote , the Board adopted the following resolution RESOLUTION Buffalo Road Booker Dairy Road Transportation Improvements Whereas , the safety of the motoring public is of utmost importance to the County of Johnston ; and Whereas , certain conditions now exist along Buffalo Road in the vicinity of Booker Dairy Road that create unsafe conditions for motorists , pedestrians , school staff from public and charter schools , and the traveling public during normal and school hours ; and Whereas , the County of Johnston has knowledge that the North Carolina Department of Transportation - Johnston is working on a project that would tend to mitigate the current unsafe and at times congested conditions ; and Whereas , the North Carolina Department of Transportation has requested the support and endorsement of the project from the County of Johnston Now , Therefore , Be It Resolved that Johnston County Board of Commissioners hereby requests the assistance of the North Carolina Department of Transportation to provide a solution to the unsafe and congested conditions in the vicinity of the intersection of Buffalo Road and Booker Dairy Road in Johnston County by developing and constructing a plan to mitigate these issues for all parties nd Duly adopted this the 2 day of October , 2017 while in regular session 7 JCATS – Request County Match for Community Transportation Program Grant Funds Neal Davis , Executive Director for Community & Senior Services JCATS , presented a request to the Board to approve a match in the amount of 138,182 for the North Carolina Department of Transportation Community Transportation Program grant for Fiscal Year 2018 - 2019 The total grant from the DOT is 1,189,600 and is the major administrative and capital grant with which JCATS operates The grant consists of the following 1 Current services provided by JCATS 2 Federal State Certifications and Assurances that the system is meeting all regulatory requirements 3 384,442 Administrative expense request - 214,830 JCATS administrative staff - 169,612 other administrative expenses ie utilities , vehicle insurance , computer support , etc - Local match of 57,666 15 included in above 4 805,158 Capital budget request - 767,500 - 12 replacement vehicles - 26,208 - 12 Harris Phase II 2 - way radios - 11,450 for other capital expenses ie vehicle lettering , software , etc - Local match of 80,516 10 included in above PagePage pageNumber6866 October 2 , 2017 – 10 00 am Continued Mr Davis asked for the Board to approve the match in the amount of 138,182 for the Fiscal Year 2018 - 2019 Community Transportation Grant He stated on October 5 , 2017 a public hearing will be held at the Community & Senior Services Office and the application will then be submitted to the Department of Transportation Mr Davis offered to answer any questions At the request of Commissioner Larry Wood , Mr Davis informed the Board that at the recent North Carolina Department of Transportation - Public Transportation Division’s Annual Conference , JCATS was given the Performance Excellence Award in the Community Transportation Category for Peer Group 3 which JCATS belongs to Mr Davis expressed his pride for JCATS and commended all the employees for their work and dedication The Board congratulated Mr Davis and JCATS on the prestigious award Upon a question by Commissioner Ted G Godwin , Mr Davis confirmed the request is up this year from past years He explained the Department of Transportation is now allowing the transportation systems to project the current mileage on vehicles ahead one year instead of requiring a vehicle to already be at a certain mileage before requesting replacement Mr Davis stated this is allowing JCATS the opportunity to replace more vehicles sooner that would normally be well past their prime under the old procedures Mr Davis noted by getting replacement vehicles sooner , it actually saves money in the long term because they do not have as much maintenance costs on older vehicles Commissioner Cookie Pope moved the Board approve the matching requirement for the NC DOT Community Transportation Program grant for FY 2018 - 2019 for JCATS in the amount of 138,182 Commissioner Ted G Godwin seconded the motion , which carried by unanimous vote 8 Emergency Services – Update on Hurricane Matthew Grants Director of Emergency Services Kim Robertson updated the Board on grant opportunities associated with Hurricane Matthew Ms Robertson stated the first grant that staff applied for is a Hazard Mitigation Grant where homes can be purchased , elevated , or reconstructed She noted within this program over 3,000 homes were submitted statewide and only 788 have been approved Ms Robertson reported for acquisitions , staff submitted 30 homes with only 12 receiving approval She noted three elevations were approved and provided the Board with a general location of all the properties affected Ms Robertson stated one unmet needs reconstruction project was approved and all together , a total of 3 million is being sought under this program Ms Robertson also reported the Town of Smithfield has applied for funding under the same program She stated the Town submitted 27 properties with 10 being approved Ms Robertson also reported that staff submitted an unmet needs grant through the State of North Carolina Disaster Recovery Act of 2017 She explained this program offers rehabilitation for temporary rental assistance as well as repair reimbursements The total amount of funding applied for under this program is 386,000 Ms Robertson stated another grant opportunity that was brought to the attention of staff is being administered through Johnston - Lee - Harnett Community Action She explained this program involves the North Carolina Housing Finance Agency which is a self - supporting public agency that finances affordable housing opportunities for North Carolina victims that suffer housing losses and whose needs cannot be met by the market Ms Robertson stated staff referred the families that they knew of who could apply for this assistance directly to Johnston - Lee - Harnett Community Action which in turn submitted the paperwork on their behalf Ms Robertson informed the Board that staff has further applied for funding under the Unified Hazard Mitigation Assistance Program which Johnston County qualifies for because the County has its own adopted Hazard Mitigation Plan She reported funds under this program are used to mitigate the risk of future flood damage , reduce service interruptions , and reduce the risk of wastewater spills Ms Robertson stated the County is participating with the Town of Smithfield and the Town of Princeton for this funding for a special needs generator along with culvert improvements and it is hoped to obtain 12 million in total funding Ms Robertson noted that in the past , when FEMA has paid 75 then the State has agreed to pick up the matching amount of 25 She cautioned that staff is unsure if the State will pick up the 25 this time and if not , there is the potential that the County would have to match the grant in an amount of 300,000 Ms Robertson stated one final opportunity for grant funding is being sought under the Community Development Block Grant CDBG program to help with buy - outs Ms Robertson stated there are still seven families that need assistance and staff hopes to be able to receive CDBG funds to cover those needs She stated the Public Utilities Department is also applying for CDBG funding through a different division and they will bePagePage pageNumber7867 October 2 , 2017 – 10 00 am Continued requesting a special meeting to hold a public hearing on their project Ms Robertson asked if Emergency Services could also be included in a separate public hearing during that special meeting for their CDBG project Utilities Director Chandra Farmer , PE , explained that in September , the Governors Disaster Recovery Office requested the State Water Infrastructure Authority to prioritize up to 10 million under the CDBG Infrastructure Program for 46 of the lesser impacted disaster counties that were associated with Hurricane Matthew Ms Farmer reported the Utilities Department has a project which is eligible to apply for a grant under this program Ms Farmer stated the Selma Equalization & Wastewater Pump Station sustained flood damage during Hurricane Matthew in addition to experiencing a sewer overflow She stated staff would like to submit a grant application under the CDBG Infrastructure Program to replace the electrical control building and provide additional capacity at the site Ms Farmer stated in order to proceed with the proposed project the County must hold a public hearing and adopt a resolution to apply for the grant assistance prior to the end of October Ms Farmer stated the proposed project details and budget would be presented at the public hearing and she requested the Board to schedule a special meeting to hold the public hearing in late October Following discussion , the Board scheduled the special meeting for the public hearings to be held on Monday , October 23 , 2017 at 5 30 pm in the Commissioners Meeting Room 9 Department of Solid Waste Services – Purchase Contract Approval – Service Truck Rick Proctor , Director for the Department of Solid Waste Services , requested the Board to approve a purchase contract with Capital Ford , Inc of Raleigh for the purchase of a 2018 Ford F550 4x4 Truck Chassis with heavy duty crane body via North Carolina State Contract # 070A Mr Proctor explained the contract price for the assembled service truck is 113,580 and funding for the purchase was allocated in the Fiscal Year 2017 - 2018 budget He reported the truck will be used to service heavy equipment and other vehicles and he offered to answer any questions Commissioner Allen L Mims , Jr moved the Board approve the purchase contract with Capital Ford , Inc of Raleigh for the purchase of a 2018 Ford F550 4x4 Truck Chassis with heavy duty crane body via North Carolina State Contract # 070A in the amount of 113,580 Commissioner Larry Wood seconded the motion which carried by unanimous vote 10 Public Utilities – Water Treatment Plant Expansion – Capital Project Budget Ordinance Utilities Director Chandra Farmer , PE , reported Johnston County has received a Notice of Intent to Fund the proposed 20 MGD WTP Expansion from NCDEQ Division of Water Infrastructure DWI She explained that based on current usage and demand projections , additional supply to meet the peak day may be necessary field as well as taking photographs of properties She reported work has mostly been completed in the eastern part of the County and they are now focusing efforts mainly in the western part of the County Ms Garner stated a lot of work is being done to evaluate the sales data in the County and she noted sales have picked up in the County over the last two years She offered to answer any
