10 787 Meeting of the Johnston County Board of Commissioners July 10 , 2017 6 00 pm The Johnston County Board of Commissioners met in regular session Monday , July 10 , 2017 at 6 00 pm in the Commissioners Meeting Room , Johnston County Courthouse Annex , Smithfield , North Carolina The following members were present Present Chairman Jeffrey P Carver , Vice Chairman Ted G Godwin , Cookie Pope , Allen L Mims , Jr , Chad M Stewart , Keith Branch , and Larry Wood Absent None Also Present Assistant County Manager and Finance Director J Chad McLamb , Clerk to the Board Paula G Woodard , County Attorney Jennifer J Slusser , and Paralegal Deputy Clerk to the Board Dana Cuddington Chairman Jeffrey P Carver called the meeting to order at 6 00 pm and the following business was transacted Announcement Regarding Rezoning Case 17 - 10 CASE 17 - 10 Rezoning Petition Petition to rezone a 1759 acre tract located on NC Hwy 210 at its intersection with Cross Creek Lane in Pleasant Grove Township from Agricultural Residential AR to Community Business CB Tax ID 13C03026D Owner Alejandro Mejia Vega and Nohemi Estrada Vega Applicant True Line Surveying Chairman Jeffrey P Carver announced that Case 17 - 10 had been withdrawn by the applicant and would not be heard 1 Public Comment None 2 Public Hearing Rezoning and Special Use Requests Advertised – The Smithfield Herald – June 28 and July 5 , 2017 Certified letters were mailed to adjoining property owners on June 26 , 2017 Notices were posted at the locations on May 1 , 2017 for Cases 17 - 08 and 17 - 10 Case 17 - 08 Petition to rezone a 3615 - acre tract located off Brogden Road SR 1007 in Smithfield Township from Agricultural Residential AR to Industrial 2 – Special Use District I2 - SUD Tax ID 15M14033 Owner Jimmy and Sylvia Whitley Applicant Jimmy Ray Whitley Planning Director Berry Gray reported the applicant for Case 17 - 08 telephoned staff earlier in the afternoon and requested to table the rezoning petition until further notice Upon a motion by Commissioner Cookie Pope , seconded by Commissioner Keith Branch , and carried unanimously , the Board tabled Case 17 - 08 until further notice by the applicant The public hearing for case 17 - 08 will be re - advertised once staff has been notified by the applicant that they wish to proceed 3 Call for Public Hearing – Proposed Road Name Change Planning Director Berry Gray requested the Board to schedule a public hearing for the August 7 , 2017 6 00 pm Board of Commissioners Meeting for the purposes of receiving public comment on a proposed road name change Mr Gray presented the following information for the request Background NC DOT has performed a safety project along US Hwy 70 , Princeton which is responsible for the separating of an existing public road Section 18 - 52 of the Johnston County Code of Ordinances requires that a public hearing be held in the event of a road name change The Homeowners Association of Lakeview Estates has provided the Planning Department with a proposed name Reasons for Adjustments A different name is needed for the new segment so that new 911 addresses can be issued for emergency service response Having several road segments with thePage788 July 10 , 2017 – 6 00 pm Continued same name can cause significant confusion for emergency responders The Princeton Fire Department has made staff aware of their concerns regarding the two road segments with the same name Action Needed The Planning Department is requesting that the Commissioners schedule a public hearing to change the name of the affected road segment as identified below 1 New Name Segment of Pondfield Road south of US Hwy 70 ; Change to Shoreline Drive Chairman Jeffrey P Carver scheduled the public hearing to be held at the August 7 , 2017 6 00 pm Board of Commissioners meeting 4 Planning Activity Report Planning Director Berry Gray presented and reviewed the following Planning Activity Report for the month of June 2017 Monthly Activity Report – June 2017 CPB REZONINGS Proposed for June 2017 Special Use Straight Zoning Totals Approved 2017 Cases 2 0 2 10 Total Acres 86 0 86 16781 SUBDIVISIONS Approved Approved 2017 2016 Proposed Re - submittals Major Subdivisions 19 20 3 Total Lots 614 1,057 27 Total Acres 728 86991 5052 Open Space Acres 13772 4697 Fee - in - Lieu 124,400 244,000 10,800 Minors 98 64 Total Lots 149 106 Total Acres 40316 32844 Valid Lots 11,239 Adjustments 210 added , 34 removed never developed or recorded Commissioner Allen L Mims , Jr requested Mr Gray to contact the municipalities and request the subdivision information from them noting that some of the towns have a lot of activity going on and it would be helpful to have that information 5 Manager Reports and Comments None 6 Board Reports and Comments At the request of Commissioner Ted G Godwin , the Board briefly discussed growth in the area of Johnston County on NC Hwy 210 from Lassiter Road back to McGee’s Crossroads and how it has impacted traffic and road infrastructure in the area There being no further business , Commissioner Cookie Pope moved the Board adjourn Commissioner Ted G Godwin seconded the motion , which carried by unanimous vote The meeting adjourned at 6 06 pm Jeffrey P Carver , Chairman Paula G Woodard , Clerk to the BoardPage
