establishing the Nan Ogburn Cullman Education Endowment for Johnston County and approved an agreement between the County and the North Carolina Community Foundation for administration of the endowment The endowment was made possible by a legacy gift from Smithfield native Nan Ogburn Cullman in the amount of 2 million to benefit the public school system Chairman Jeffrey P Carver welcomed and introduced Kate Cullman Hedges , daughter of the late Nan Ogburn Cullman Chairman Carver stated Mrs Cullman raised her children in New York , but her roots were in Johnston County and she always brought her family here to spend time on the family farm , which Mrs Hedges still owns and now brings her own children there Chairman Carver also noted that Mrs Cullman’s father served on the Johnston County Board of Education for a number of years Chairman Carver spoke on the generosity of the legacy gift by Mrs Cullman and expressed the County’s sincere appreciation to Mrs Hedges and her entire family Chairman Carver stated the gift will be used to provide scholarships for students preferably in the Smithfield - Selma High School District , the area in which Mrs Cullman lived as a child , and it is hoped to begin granting scholarships by February Chairman Carver thanked the Johnston County staff as well as the North Carolina Community Foundation for working together to establish the endowment Chairman Carver asked Commissioner Keith Branch , a former Johnston County Board of Education Member and Smithfield - Selma High School Graduate , to read the resolution that was adopted in June , as follows BOARD OF COMMISSIONERS OF JOHNSTON COUNTY R E S O L U T I O N TO CONVEY FUNDS TO CREATE THE Nan Ogburn Cullman Education Endowment for Johnston County WHEREAS , Mrs Nan Ogburn Cullman , an accomplished singer and world explorer , was born in Smithfield , North Carolina and began her singing career at the age of 15 when she won a scholarship to attend the Juilliard School in New York She performed throughout her life and was also an inveterate supporter and leader of many cultural and civic organizations ; andPage777 July 10 , 2017 – 10 00 am Continued WHEREAS , Mrs Cullman was an enthusiastic traveler who took up mountaineering and other extreme travel pursuits in her 40 ’ s which led to adventures such as riding camels with the Tuareg tribe through the mountains of southern Algeria , hiking through Bhutan , climbing to the Mount Everest base camp from both the Nepalese and Tibetan sides , reaching the summit of Mount Kilimanjaro and even hiking in the Dolomites while in her 80 ’ s ; and WHEREAS , Mrs Cullman , who died on May 18 , 2015 , bequeathed to Johnston County , North Carolina a generous gift of two million dollars for the benefit of its public school system ; and WHEREAS , Johnston County through its Board of Commissioners is of the opinion that the generous gift should be used to establish a perpetual endowment to provide support for public educational purposes in Johnston County , in keeping with Mrs Cullman’s intent ; and WHEREAS , Johnston County through its Board of Commissioners is of the opinion that such endowment can be best administered by the North Carolina Community Foundation , Inc , a North Carolina nonprofit corporation and 501 c 3 tax - exempt organization whose mission includes administering endowments and charitable funds to benefit North Carolina communities ; and WHEREAS , the North Carolina Community Foundation which is the umbrella organization of the Johnston County Community Foundation has been in existence since 1988 , currently administers over 220 million in charitable grantmaking funds and possesses the experience and expertise needed to properly administer an endowment , including expertise in areas such as grantmaking , scholarship administration , financial investment and management , as well as in - depth knowledge of the applicable state and federal laws applicable to each of these areas ; and WHEREAS , in accordance with Mrs Cullman’s wishes and those of her family , and in tribute to the manner in which she lived her life , the Board of Commissioners desires to create an endowment with the North Carolina Community Foundation for the purpose of awarding grants to enhance student learning in three areas the Arts , Travel , and Leadership with preference that may be given to grant requests from the Smithfield - Selma High School district , the area of Johnston County where Mrs Cullman lived as a child ; and WHEREAS , the Board of Commissioners desires to create this endowment , which will benefit Johnston County students for generations to come , in memory and appreciation of Johnston County native , Mrs Nan Ogburn Cullman BE IT THEREFORE RESOLVED , that the Board of Commissioners of Johnston County hereby authorizes the establishment of the Nan Ogburn Cullman Education Endowment for Johnston County the “ Endowment ” with the North Carolina Community Foundation for the purpose of awarding Arts , Travel , and Leadership grants to the public school system with said endowment to be advised by a committee comprised of objectively - qualified individuals , as described in the Endowment Agreement with the Foundation , who also will be charged with developing specific criteria and application guidelines to administer the award of grants BE IT FURTHER RESOLVED , that Johnston County , through its Board of Commissioners , hereby authorizes the North Carolina Community Foundation , its officers and agents to accept additional contributions to the Endowment on behalf of Johnston County , and further authorizes its own qualified officers or staff to execute and deliver to the Foundation any instruments or documents necessary or useful to effect the authorization , establishment , use and continued maintenance of this Endowment th ADOPTED on the 5 day of June , 2017 , by the Johnston County Board of Commissioners at a meeting duly called and held , at which a quorum was present and acting throughout The Board presented a framed original of the resolution to Mrs Hedges Mrs Hedges stated it is a privilege to attend the meeting and personally thank the Commissioners for the resolution and for the Board’s outstanding stewardship of her mother’s gift through the establishment of the Nan Ogburn Cullman Education Endowment Mrs Hedges spoke on her mother’s early education in Johnston County stating it was that Johnston County education that allowed her to attend the Julliard School of Music in New York at the age of 15 as well as go on to climb the world’s most challenging mountains Mrs Hedges stated on behalf of her father Hugh Cullman , sister Alexandra Haslingden , and brother Hugh Cullman , Jr , they sincerely Driving Safety Committee Chair Steve Matthews Teen Driving Safety Committee Chairman Bobby Blinson recognized Mr Steve Matthews for his service as the immediate past Chairman of the Teen Driving Safety Committee Mr Blinson explained that Mr Matthews has opened an additional personal business location in Wilmington , North Carolina and with that new business opportunity he stepped down as Chairman of the Committee Mr Blinson presented a plaque of appreciation to Mr Matthews in recognition of his support , leadership , and all that he has done for JoCo Teen Drivers in Johnston County Mr Matthews thanked everyone for the recognition and the Board of Commissioners for all they do for Johnston County Mr Matthews stated he sincerely appreciates all that has been done for the teenage drivers noting it is a very important issue for him Mr Matthews stated even with his new location in New Hanover County , he still plans to have locations in Johnston and Wayne Counties and he will continue to support Johnston County anyway he can Mr Matthews stated even though he is stepping down as the Chairman , he is turning the Committee over to a very well qualified individual in Bobby Blinson Commissioner Keith Branch stated he would like to take a moment of personal privilege , noting he has known Mr Matthews for a long time Commissioner Branch explained that he and Mr Matthews have done a lot of things together over the years through business as well as their service on the Clayton Chamber of Commerce and he has come to know Mr Matthews as someone that can be counted on Commissioner Branch stated many times when someone is successful , the general public just expects that person to come to the table and do things for others , but he can personally attest that Mr Matthews is always supportive and can be depended on Commissioner Branch stated he sincerely appreciates everything that Mr Matthews has done for not only his family , but for the Clayton community and Johnston County 5 Public Comments None 6 Register of Deeds – Refund of Excise Tax County Attorney Jennifer Slusser presented a request for refund of overpayment of revenue stamps from Becker Law Offices , PC Pursuant to NCGS § 105 - 22837 , the request must be made within six 6 months after the date the tax was paid and must explain why the taxpayer believes a refund is due Sharon Wright with Becker Law Offices presented a request for refund of 24000 Ms Slusser explained a General Warranty Deed was inadvertently recorded with excise taxes in the amount of 60000 paid to the Johnston County Register of Deeds The revenue stamps were incorrectly listed as 60000 , and should have been 36000 Ms Slusser advised that the request meets the statutory requirements for refund and she recommends approval in the amount of 24000 Commissioner Ted G Godwin moved the Board approve the refund in the amount of 24000 to Becker Law Offices , PC Commissioner Cookie Pope seconded the motion which carried by unanimous vote 7 Public Utilities – Resolutions for Proposed Wastewater Loan Grant Applications Director of Utilities Chandra Coats , PE , requested the Board to adopt resolutions authorizing the submittal of funding applications for the following projects for the fall round of loan and grant assistance administered through the NCDEQ Division of Infrastructure No Project Name adopted the two following resolutions RESOLUTION BY JOHNSTON COUNTY BOARD OF COMMISSIONERS WHEREAS , The Federal Clean Water Act Amendments of 1987 and the North Carolina the Water Infrastructure Act of 2005 NCGS 159G have authorized the making of loans and grants to aid eligible units of government in financing the cost of construction of a wastewater collection system project and WHEREAS , Johnston County has need for and intends to construct a wastewater collection system project described as McGee’s Crossroads Sewer Upgrade – Phase 2 , Middle Creek Interceptor and WHEREAS , The Johnston County intends to request state loan assistance for the project , NOW THEREFORE BE IT RESOLVED , BY THE Board of Commissioners OF Johnston County That Johnston County , the Applicant , will arrange financing for all remaining costs of the project , if approved for a State loan award That the Applicant will adopt and place into effect on or before completion of the project a schedule of fees and charges and other available funds which will provide adequate funds for proper operation , maintenance , and administration of the system and the repayment of all principal and interest on the debt That the governing body of the Applicant agrees to include in the loan agreement a provision authorizing the State Treasurer , upon failure of the Johnston County to make scheduled repayment staff for their work and dedication Ms Garner stated the staff has worked diligently to keep things running smoothly which has been a challenge this year due to the extended leave of two employees Ms Garner stated the staff has enthusiastically met the challenges and was able to increase the collection rate , of which she is very proud At the request of Ms Garner , the staff members introduced to switching over to the new RMV system Summary I’m very pleased to report that for fiscal year FY 2016 - 2017 , excluding registered motor vehicles , Johnston County has achieved an increase in the collection rate from 9984 to 9988 According to a publication provided by the NC Department of State Treasurer , for fiscal year ending June 30 , 2016 , the average statewide collection rate excluding registered motor vehicles was 9872 The average collection rate was 9910 in our population group of counties greater than 100,000 in population For FY 2015 2016 , the highest collection rate in our grouping was 9988 ; Johnston County ranked number two with a collection rate of 9984 Johnston County is very fortunate to have citizens who make it a priority to pay their taxes timely For FY 16 - 17 , 9049 of taxes owed were paid timely This is an increase of 049 over the previous year Prompt payment of property tax allows for the lowest possible rate to be enjoyed by all citizens I would like to thank our citizens who promptly pay their taxes and assure them that the tax office will do everything legally possible to collect taxes from those taxpayers who do not pay their tax bills On January 6 , 2017 , delinquent taxes totaled 10,389,33718 Collections Staff immediately began investigating delinquent accounts , contacting taxpayers and employing collections remedies to secure payment of those delinquent taxes As of June 30 , 2017 , the remaining unpaid balance was 129,98064 ; of this amount 60,42176 in taxes were legally protected from enforcement Page2785 July 10 , 2017 – 10 00 am Continued I’d like to congratulate our collections staff for their hard work and enthusiasm while reaching their goal of a collection rate of 9988 , and for their commitment for continuous improvement
