Personal Real Property 46196 Tax releases - Personal Real Property 21501 Motor Vehicle releases refunds 30440 Recommended by Tax Administrator Sheila Garner Approved by Finance Director J Chad McLamb Page692 June 5 , 2017 – 10 00 am Continued 3 Resolution – The Nan Ogburn Cullman Education Endowment for Johnston County County Attorney Jennifer Slusser presented a resolution to the Board establishing the Nan Ogburn Cullman Education Endowment for Johnston County as well as an agreement between the County and the North Carolina Community Foundation for administration of the endowment Ms Slusser explained the endowment is proposed to be established through a legacy gift from Smithfield native Nan Ogburn Cullman Ms Slusser continued that Johnston County received a very generous gift from Mrs Cullman in the amount of 2 million for the benefit of the public school system Ms Slusser spoke on the research that was done to determine the best use of the gift , noting staff consulted with the Cullman Family , advisors , auditors , and many others during this process Ms Slusser stated through that research , staff’s opinion is that the gift would be best administered through the North Carolina Community Foundation , a nonprofit corporation whose mission is administering endowments and charitable funds to benefit North Carolina Communities Ms Slusser stated the North Carolina Community Foundation administers over 220 million in charitable grant making funds and has the experience and expertise needed to properly administer the endowment She stated the Foundation administers endowments in areas such as grant making , scholarship administration , financial investment and management , and has in - depth knowledge with the applicable State and Federal laws Ms Slusser stated in accordance with Mrs Cullman’s wishes , the wishes of her family , and in order to give tribute to the manner in which Mrs Cullman lived her life , staff proposes the creation of the endowment with the North Carolina Community Foundation as a perpetual endowment The purposes of the endowment would be awarding grants to enhance student learning in three areas arts , travel , and leadership with preference that these grants be given priority from the Smithfield - Selma High School District , the area of Johnston County in which Mrs Cullman lived as a child Ms Slusser stated in creating this endowment it will benefit Johnston County students for generations to come in memory and appreciation of Mrs Cullman Ms Slusser explained that if approved , the funds would be transferred to the North Carolina Community Foundation , whereupon an advisory committee would be created who would be responsible for administering the grant Ms Slusser reviewed the proposed membership of the committee as follows ? 1 member of the Johnston County Board of Commissioners , as named by the Board of Commissioners , who shall serve as Chair of the advisory committee ; ? 1 representative of the Johnston County Principals Association , as named by that organization ; ? 1 representative of the Johnston County Education Foundation , as named by that organization ; ? 1 representative of the Johnston County Arts Council , as named by that organization ; ? A principal or guidance counselor of Smithfield - Selma High School or its successor high school ; ? 1 representative of the Nan Ogburn Cullman family , if available ; ? 1 objectively - qualified member of the Johnston County Community Foundation Advisory Board of Directors , as named by that organization’s President Ms Slusser introduced Beth Boney - Jenkins with the North Carolina Community Foundation and stated Ms Jenkins has been a tremendous asset to staff in working through the process of creating the endowment and determining how best to invest the funds in such a way that they would benefit the public schools and the students of Johnston County for years to come Ms Slusser offered to answer any questions Chairman Jeffrey P Carver stated the endowment has taken over a year to create and noted that Mrs Cullman’s daughter will be in Johnston County soon and she is very pleased Commissioner Allen L Mims , Jr commented that he thinks the endowment is a great way to administer the gift noting he has served on the local affiliate for the North Carolina Community Foundation in the past and they do great work Johnston County Schools Superintendent Dr Ross Renfrow stated they appreciate being able to collaborate on something that they see as a very honorable and prestigious opportunity Chairman Carver agreed and noted Mrs Cullman always said that she got her start right here in Johnston County and Smithfield Chairman Carver stated Mrs Cullman then went on to The Julliard School and did some very incredible things in her life Page693 June 5 , 2017 – 10 00 am Continued Upon a motion by Commissioner Ted G Godwin , seconded by Commissioner Cookie Pope , and carried by unanimous vote , the Board adopted a resolution for the Nan Ogburn Cullman Education Endowment and approved the agreement with the North Carolina Community Foundation for administration of the endowment , as follows BOARD OF COMMISSIONERS OF JOHNSTON COUNTY R E S O L U T I O N TO CONVEY FUNDS TO CREATE THE Nan Ogburn Cullman Education Endowment for Johnston County WHEREAS , Mrs Nan Ogburn Cullman , an accomplished singer and world explorer , was born in Smithfield , North Carolina and began her singing career at the age of 15 when she won a scholarship to attend the Juilliard School in New York She performed throughout her life and was also an inveterate supporter and leader of many cultural and civic organizations ; and WHEREAS , Mrs Cullman was an enthusiastic traveler who took up mountaineering and other extreme travel pursuits in her 40 ’ s which led to adventures such as riding camels with the Tuareg tribe through the mountains of southern Algeria , hiking through Bhutan , climbing to the Mount Everest base camp from both the Nepalese and Tibetan sides , reaching the summit of Mount Kilimanjaro and even hiking in the Dolomites while in her 80 ’ s ; and WHEREAS , Mrs Cullman , who died on May 18 , 2015 , bequeathed to Johnston County , North Carolina a generous gift of two million dollars for the benefit of its public school system ; and WHEREAS , Johnston County through its Board of Commissioners is of the opinion that the generous gift should be used to establish a perpetual endowment to provide support for public educational purposes in Johnston County , in keeping with Mrs Cullman’s intent ; and WHEREAS , Johnston County through its Board of Commissioners is of the opinion that such endowment can be best administered by the North Carolina Community Foundation , Inc , a North Carolina nonprofit corporation and 501 c 3 tax - exempt organization whose mission includes administering endowments and charitable funds to benefit North Carolina communities ; and WHEREAS , the North Carolina Community Foundation which is the umbrella organization of the Johnston County Community Foundation has been in existence since 1988 , currently administers over 220 million in charitable grantmaking funds and possesses the experience and expertise needed to properly administer an endowment , including expertise in areas such as grantmaking , scholarship administration , financial investment and management , as well as in - depth knowledge of the applicable state and federal laws applicable to each of these areas ; and WHEREAS , in accordance with Mrs Cullman’s wishes and those of her family , and in tribute to the manner in which she lived her life , the Board of Commissioners desires to create an endowment with the North Carolina Community Foundation for the purpose of awarding grants to enhance student learning in three areas the Arts , Travel , and Leadership with preference that may be given to grant requests from the Smithfield - Selma High School district , the area of Johnston County where Mrs Cullman lived as a child ; and WHEREAS , the Board of Commissioners desires to create this endowment , which will benefit Johnston County students for generations to come , in memory and appreciation of Johnston County native , Mrs Nan Ogburn Cullman BE IT THEREFORE RESOLVED , that the Board of Commissioners of Johnston County hereby authorizes the establishment of the Nan Ogburn Cullman Education Endowment for Johnston County the “ Endowment ” with the North Carolina Community Foundation for the purpose of awarding Arts , Travel , and Leadership grants to the public school system with said endowment to be advised by a committee comprised of objectively - qualified individuals , as described in the Endowment Agreement with the Foundation , who also will be charged with developing specific criteria and application guidelines to administer the award of grants PagePage pageNumber5694 June 5 , 2017 – 10 00 am Continued BE IT FURTHER RESOLVED , that Johnston County , through its Board of Commissioners , hereby authorizes the North Carolina Community Foundation , its officers and agents to accept additional contributions to the Endowment on behalf of Johnston County , and further authorizes its own qualified officers or staff to execute and deliver to the Foundation any instruments or documents necessary or useful to effect the authorization , establishment , use and continued maintenance of this Endowment th ADOPTED on the 5 day of June , 2017 , by the Johnston County Board of Commissioners at a meeting duly called and held , at which a quorum was present and acting throughout Agreement Creating the NAN OGBURN CULLMAN EDUCATION ENDOWMENT FOR JOHNSTON COUNTY A Field of Interest Endowment This Endowment Agreement “ Agreement ” is made this ___ day of _________________ , 2017 , between the North Carolina Community Foundation , Inc , a North Carolina nonprofit corporation and community foundation Foundation , and the Johnston County Board of Commissioners to create a Field of Interest Endowment Endowment of the Foundation to benefit a charitable field of interest and geographic region All persons and organizations making contributions to this Endowment shall be bound by the terms of this Agreement 1 Name of Fund The name of the Endowment shall be the NAN OGBURN CULLMAN EDUCATION ENDOWMENT FOR JOHNSTON COUNTY Any recipient of distributions from the Endowment shall be advised that such benefits are from such Endowment 2 Initial Contribution Upon delivery of this Agreement , Donor has transferred and delivered to the Foundation all right , title and interest to the property described in Exhibit A as the initial contribution to the Endowment The Foundation acknowledges receipt of the contribution and agrees to hold and administer the Endowment as provided herein 3 Gift to Foundation ; Foundation Documents Control The Endowment , including all investment income , capital gains and subsequent contributions , are the Foundations property This Agreement and the Endowment shall be governed by North Carolina law and the Foundations governing instruments including the Articles of Incorporation , Bylaws , Resolutions and procedures of its Board of Directors as updated from time to time Donor acknowledges receipt of a current copy of the Foundation’s “ Charitable Giving Guide Policies and Procedures for Donors ” This document provides more detailed information about the Foundations current policies and procedures respecting such matters as administration , investment and distributions of Foundation component funds These policies and procedures are subject to change at the Foundation’s discretion 4 Purposes The Endowment shall be devoted to charitable uses benefiting public education in Johnston County with a preference that may be given to uses benefiting public school students in the Smithfield Selma High School attendance district Should the time come when this charitable use , in the judgment of the Foundations Board of Directors , has become unnecessary , undesirable , impracticable , incapable of fulfillment , or inconsistent with the charitable needs of the community served by the Foundation , the Endowment shall be redirected to the most similar cause as can be determined by the Foundations Board of Directors 5 Distributions As provided by the Foundation’s current policies and procedures , a distribution is made annually Generally , the principal is not distributed , thus building a permanent and growing support for this charitable cause Should a distribution above the annual amount approved by the Foundation be requested by the Advisory Committee , the Foundation’s current policy on such extraordinary distributions will apply However , Donor and the Foundation agree that at no time will the Foundation allow more than 10 of the balance of the fund to be distributed In accordance with federal law , the Foundation , in its discretion , may distribute all or any part of the Endowment at any time for any authorized purpose and consistent with the terms set forth herein 6 Advisory Committee Donor designates and recommends the following committee of seven 7 individuals to consult with , advise , and make grant recommendations to the Foundation with respect to any distribution of income and or principal from the Endowment ? 1 member of the Johnston County Board of Commissioners , as named by the Board of Commissioners , who shall serve as Chair of the advisory committee ; qualified volunteer member named by the Advisory Board of the Johnston County Community Foundation , an affiliate of the Foundation In accordance with the Internal Revenue Code IRC , the Foundation shall consider and evaluate all such grant recommendations , but the Foundation shall not be bound by any such recommendation 7 Entire Agreement ; Changes This Agreement contains the entire agreement between the Foundation and Donor This Agreement may only be amended in the absolute and sole discretion of the Foundation and in accordance with the Foundation’s standard policies and procedures IN WITNESS WHEREOF , Donor and North Carolina Community Foundation , Inc have caused this Agreement to be duly executed , sealed and delivered , as of the day and year first written above 4 Public Comments A Industry Appreciation Award – Broadslab Distillery , Benson , North Carolina The Board of Commissioners and the Johnston County Economic Development Advisory Board recognized Broadslab Distillery of Benson for their commitment to Johnston County by honoring the company with the County’s Industry Appreciation Award which is presented to Johnston County industries quarterly Economic Development Director Chris Johnson spoke on the legacy of moonshining in the Broadslab area of Johnston County and stated Broadslab Distillery’s line of products have captured not only the true heritage of moonshine , but has also preserved the craft , skills , and techniques of over five generations Mr Johnson introduced Benson Chamber of Commerce Executive Director Loretta Byrd Ms Byrd introduced Broadslab Distillery Owner Jeremy Norris and spoke on his dream for the distillery and how he made that dream come true Ms Byrd stated the Benson Chamber is very fortunate to have Mr Norris as a member noting he does many wonderful things to support the southern end of Johnston County She stated Mr Norris is an amazing man and has put them on the map Mr Norris thanked everyone for the recognition noting the County , the Chamber , and the Visitors Bureau all have been very supportive of the business The Board thanked Mr Norris for his work and contributions to the County B Johnston County Water Treatment Plant Staff – 2016 AWOP Award Tiffani Hawley with the North Carolina Department of Environmental Quality – Public Water Supply Section presented a 2016 North Carolina Area Wide Optimization Award to the Johnston County Water Treatment Plant system staff Ms Hawley stated the awards are given each year to water systems that demonstrate outstanding turbidity removal which is a key test of drinking water quality The Area Wide Optimization Program is the State’s effort to enhance the performance of existing surface water treatment facilities She congratulated the staff on receiving the award At the request of Utilities Director Chandra Coats , the Johnston County Water Treatment Plant Staff introduced themselves as follows Lab Manager Debra Cutler , Water Plant Superintendent James Davis , Water Wastewater Manager Dan Wall , and Chief Water Plant Operator Steve Beale Ms Coats stated the award was made possible by the employees and she is very proud of the staff The Board thanked the employees for their excellent work for the County PagePage pageNumber7696 June 5 , 2017 – 10 00 am Continued C Recognition of Youth Summit Delegate from Johnston County The Board welcomed and recognized Lincoln Parrish as this year’s 4 - H Youth Summit Delegate who will be attending the North Carolina Association of County Commissioners Conference Youth Summit being held in August in Durham County Mr Parrish provided the Board with a brief background on his involvement with 4 - H in Johnston County The Board congratulated Mr Parrish on being chosen as this year’s delegate 5 Public Hearing – Proposed Fiscal Year 2017 - 2018 County Budget Advertised – The Smithfield Herald – May 24 , 2017 The Chairman opened the public hearing for the purposes of allowing public comment on the proposed Fiscal Year 2017 - 2018 County budget The proposed budget and budget message have been completed and copies made available for distribution County Manager Rick Hester requested the budget message be inserted into the minutes , as follows Johnston County Fiscal Year 2017 – 2018 Budget Message Dear Board Members , The proposed Fiscal Year 2017 - 2018 General Fund budget is presented at the current 78 cents property tax rate The proposed 220 million budget is 4 higher than the adopted current Fiscal Year 2016 - 2017 General Fund budget Based on the April 30 , 2017 financial analysis and projections , the June 30 , 2018 fund balance percentage is anticipated to exceed 20 , which is in compliance with the Board’s adopted Financial Policy Guidelines Johnston County is a great place to do business and the continued expansion of local industries and businesses is anticipated Increases in building permit activity and sales tax revenue are proof the local economy is improving Tens of thousands of people traveling through Johnston County stop every day and stay in hotels , shop and dine at local restaurants Recent statistics from the US Census show Johnston County is one of the fastest growing counties in the southeastern part of the United States The County’s population is 192,000 and is expected to top 200,000 by early 2019 The first debt payment for the 30 million capital improvement program for Johnston County Schools is included in the proposed budget These projects were recently identified by Johnston County Schools for renovations and updates for some of the older schools Discussions are underway for a potential bond referendum in 2018 No formal plan or approvals have taken place at this point The Johnston County Board of Commissioners , working closely with Johnston County Schools and Johnston Community College , have planned and built more than 450 million in new projects since the 1999 bond referendums A tremendous thank you goes to the voters in Johnston County that passed all five referendums since 1999 by a 3 1 margin It is important to note that the property tax rate has never been raised during this 18 - The proposed budget includes a 19 pay adjustment in July and funds for performance pay adjustments up to 11 in the fall based on employee reviews Funds have also been included to transition into a restructured longevity pay program details of the first year proposal are included in the “ Supporting Documentation ” section of the budget document Finally , funds are budgeted to continue addressing salary compression as well as any necessary reclassifications ? Funds to begin the management and operation of Selma EMS have been included It is anticipated that 25 positions will be needed for this transition I would respectfully request the authority to add any additional positions above the 25 during this transition if needed I would certainly keep the Board informed ? Johnston Community College President Dr David Johnson addressed the Board and thanked the Commissioners for their support noting the College has had a great year Dr Johnson reported the College had 928 graduates this year and of those , 67 were early college middle college students having received their associate degrees before they actually received their high school diplomas Dr Johnson continued that of the graduates , 33 transferred to other higher education institutions with the remaining graduating from technical programs He spoke on the positive impact the graduates are having on the economy by going on to work or in the case of the early college middle college students , are two years closer to entering the workforce Dr Johnson also spoke on the need to remain vigilant regarding campus improvements noting the College staff has done a tremendous job of improving the aesthetic appeal , but they still have a long way to go Dr Johnson thanked the Board for their past consistent stream of capital and operational funding , stating they have made great strides recovering from the long list of deferred maintenance projects ; however , there is more work to be done and he requested the Board to consider additional funding Dr Johnson stated the College does not stack their budget request in anticipation that they will be allocated less funds and still come out where they need to be He stressed that their requested budget is based on their actual needs going into next fiscal year Dr Johnson stated the proposed 31 increase is very much appreciated , but it leaves a difference in the amount of 190,000 from their request that they could use to further improve the aesthetic appeal of the campus and welcome students to a clean , safe , and well - kept learning environment Dr Johnson spoke on the enrollment numbers noting that in the fall of 2016 , 1,835 Johnston County residents enrolled at other community colleges with most of those attending community colleges in counties within commuting distance such as Wake , Nash , Edgecombe , and Wayne Counties He reported of that number , 1,197 enrolled at Wake Tech due to a variety of reasons such as location and different programming Dr Johnson also stated for some that attend Wake Tech it is perhaps due to Johnston Community College’s facilities not being adequate enough to attract those students which is why he stresses upon the fact that the campus aesthetics is a primary marketing tool Dr Johnson noted there was an in - migration of 918 students to Johnston Community College which does help to balance the numbers Dr Johnson stated the remaining 190,000 would give the College the opportunity to contract certain services such as evening housekeeping which he feels could provide better services and allow the College to shift those current in - house evening positions to daytime housekeeping , maintenance , and grounds needs Dr Johnson concluded his remarks by requesting the Board to consider allocating the additional 190,000 in that it would make a big difference at the College He offered to answer any questions Upon a question by Commissioner Keith Branch , Dr Johnson stated a lot of the students that commute out of County to Wake Tech do so because those that live in the Cleveland area of the County are simply just as close if not closer to the Wake Tech campus He also stated that programming attributes to the out - migration noting Wake Tech offers programs that Johnston Community College does not , such as the dental assisting program Dr Johnson also explained that in some cases , students enroll at other colleges if they are not able to get into programs at Johnston Community College , such as the nursing program At the inquiry of Commissioner Chad M Stewart , Dr Johnson reported the College utilizes a data generating service to track the enrollment numbers of Johnston County citizens attending other institutions Commissioner Cookie Pope agreed that campus aesthetics are important and she complimented the arboretum’s landscaping Johnston County Schools Johnston County Schools Superintendent Dr Ross Renfrow addressed the Board and thanked the Commissioners for their continued support to Johnston County Schools as well as for the partnership that allows great things to happen in the school system each and every day Dr Renfrow spoke on the recent 30 million capital improvements project and how the list of improvements within that project have positively impacted the school system He thanked the Board for working with Johnston County Schools on the capital improvements stating they tremendously appreciate seeing that list of projects come to fruition and they look forward to otherPage1700 June 5 , 2017 – 10 00 am Continued future plans Dr Renfrow reported Johnston County Schools is the second fastest growing school district in North Carolina and for the first time in history , the enrollment numbers started and finished with over 35,000 students this year He continued that Johnston County Schools is the seventh largest district in the State and he believes their growth confirms that people like what they are getting in Johnston County in terms of an education Dr Renfrow reiterated his appreciation to the Commissioners stating it is apparent that education is a priority Dr Renfrow spoke on the budget request from Johnston County Schools in comparison to what has been proposed in the County Manager’s budget proposal Dr Renfrow stated he is aware of the difference in the numbers and he asked the Board to consider allocating whatever can be afforded to Johnston County Schools Dr Renfrow stated they intend to be fiscally responsible with any additional funds and plan to put it towards resources that will impact education in a positive manner for every student Dr Renfrow spoke on the reset program and how they are narrowing some of the central positions by putting 51 positions back in the schools in the hopes it will make a big difference with teaching and learning every day Dr Renfrow also spoke on the amount of work done each day by the principals , assistant principals , and teachers noting that they would like to put any additional funds that can be afforded towards a supplement He offered to answer any questions Commissioner Allen L Mims , Jr asked Dr Renfrow if he knew how the discussions are going at the State budget level Dr Renfrow responded that he was in Raleigh last week and negotiations are beginning to take place between the House and Senate Dr Renfrow stated he hopes to know something definite as far as compensation st for public schools from the State by July 1 He stated from their initial estimates in looking at what the House and the Senate have both proposed in their budgets , there are approximately 2 million in mandates that will increase the school’s budget Dr Renfrow stated teacher pay increases have been proposed by both the State and the House but so far , neither can agree on what the number or method should be At the inquiry of Commissioner Ted G Godwin , Dr Renfrow explained the 51 positions that will be put back in the schools will affect all schools in the County with each school receiving at least one of the positions He stated of the 51 positions , 43 will be teaching and learning coaches assigned to the schools and the remaining 8 will be operations directors assigned to the eight feeder patterns Dr Renfrow explained the operations directors will take non - instructional duties off the principals ’ duties to allow the principals to be lead learners in their schools Dr Renfrow spoke on the importance of having good principals in the schools and how their leadership affects the entire organization The Board briefly discussed the reset program mentioned by Dr Renfrow , what it entailed , and how it will affect schools and staff Dr Renfrow stated the reset program is about being responsible , holding people accountable , and challenging employees to be the best they can be every day Dr Renfrow also updated the Board on the summer school program and the changes to that program for middle and high schools this year Harbor , Inc Kay Johnson , Executive Director for Harbor , Inc , stated April 2017 marked one year that she has been the Director for Harbor and she spoke on the challenges the shelter has experienced over the year , especially when the new shelter facility was flooded after Hurricane Matthew Ms Johnson continued that she is excited to say Harbor is back in their new shelter and they are currently accepting clients Ms Johnson reported Harbor has seen an increase in family violence , particularly in 2015 - 2016 with over 1,600 individuals served in their program She stated in 2016 , Harbor assisted 875 clients with domestic violence protective orders and sheltered 250 individuals Ms Johnson stated the average time individuals are sheltered is about 45 nights , but noted that during that time , Harbor is also assisting them with employment and personal goal setting to help victims become stronger She stated Harbor also has a child advocacy program to help children that are suffering from trauma because they are seeing the manifestation of family violence not only in the home and the community , but also in the school system Ms Johnson spoke on their family support group program which connects people with resources in the County to assist individuals with identifying the traits and characteristics of family violence while helping them to cope and understand the detriment of family violence on their children and family as a whole Ms Johnson stated the needs are great , but they are excited about the future She commended the team at Harbor stating many of them have been with Harbor for over 10 years and they come with experience , expertise , and a passionPage2701 June 5 , 2017 – 10 00 am Continued for helping those dealing with family County Finance Corporation the “ Corporation ” or one or more other third parties pursuant to North Carolina General Statutes 160A - 20 , as amended , the proceeds of which would be used to finance all or a portion of the costs of i expanding , rehabilitating , renovating and equipping various existing public school facilities , ii the acquisition of any necessary rights - of - way and easements related to each of the foregoing and iii various real and personal property improvements related to each of the foregoing collectively , the “ 2017 Projects ” Under said one or more installment financing contracts , the County would secure the repayment by the County of the moneys advanced pursuant to such one or more installment financing contracts by granting a lien on or a security interest in all or some portion of the 2017 Projects and or in all or some portion of the real property on which such 2017 Projects are located The plan of financing was described in the notice of public hearing published in The Herald on May 24 , 2017 the “ Notice ” The Board of Commissioners first ratified and approved the designation of the meeting as a public hearing on the proposed plan of financing , the publication of the Notice and the call of the public hearing It was then announced that the Board of Commissioners would immediately hear anyone who might wish to be heard on such matter No one appeared , either in person or by attorney , to be heard on such matter or the advisability of the plan of financing and the Clerk to the Board of Commissioners announced that no written CAROLINA , SERIES 2017A BE IT RESOLVED by the Board of Commissioners the “ Board ” of the County of Johnston , North Carolina the “ County ” , that pursuant to Section 132 of Chapter 159 of the General Statutes of North Carolina , the following capital project ordinance is hereby adopted Section 1 The projects authorized include 1 construction of a new restroom locker room facility at Smithfield - Selma High School , 2 replacement of all or a portion of the roofs at 8 existing schools in the County , 3 replacement of HVAC controls at 5 existing schools , 4 chiller replacements or additions at 3 existing schools , and 5 replacement of a portion of the bleachers at the Clayton High School football field the “ Projects ” The Projects are to be financed with proceeds of up to 30,500,000 Johnston County Finance Corporation Limited Obligation Bonds County of Johnston , North Carolina , Series 2017A the “ Series 2017A LOBs ” Johnston County Public Schools will conduct and manage the school projects Section 2 The officers of the County are hereby directed , along with the officers of Johnston County Public Schools , to proceed with the Projects within the terms of the Indenture of Trust pursuant to which the Series 2017A LOBs are issued , an Installment Financing Contract between the Johnston County Finance Corporation and the County related to the Series 2017A sufficient specific detailed accounting records to satisfy state and federal regulations and the terms of the Indenture of Trust and the Installment Financing Contract related to the Series 2017A LOBs Section 6 Funds may be advanced from the County’s General Fund for the purpose of making payments for project expenses to Johnston County Public Schools Reimbursements from financing proceeds will be requested in an orderly and timely manner Section 7 The Director of Finance is hereby directed to report annually on the financial status of each project element in Section 3 and the total revenue received Section 8 Copies of this capital project ordinance shall be furnished to the Clerk to the Board , the Budget Officer and the Director of Finance for direction in carrying out this project
