2018 The Board scheduled a public hearing for the June 5 , 2017 10 00 am meeting to allow public comment on the proposed budget for FY 2017 – 2018 D Proclamation – Children’s Mental Health Awareness Day – May 4 , 2017 , adopted as follows PROCLAMATION National Children’s Mental Health Awareness Day WHEREAS , addressing the complex mental health needs of children , youth , and families today is fundamental to the future of Johnston County , North Carolina ; and WHEREAS , the need for comprehensive coordinated mental health services for children , youth , and families places upon our community a critical responsibility ; and WHEREAS , it is appropriate that a day should be set apart each year for the direction of our thoughts toward our children’s mental health and well - Personal Real Property 79472 Tax releases - Personal Real Property 59225 Motor Vehicle releases refunds 1,03208 Recommended by Tax Administrator Sheila Garner Approved by Finance Director J Chad McLamb 3 Public Comments A Recognition of Johnston County Finance Department County Manager Rick Hester recognized the Johnston County Finance Department for once again being awarded the Certificate of Achievement for Excellence in Financial Reporting by the Government Finance Officers Association of the United States and Canada The Certificate of Achievement is the highest form of recognition in the area of governmental accounting and financial reporting and its attainment represents a significant accomplishment The Board congratulated and commended the Finance Department PagePage pageNumber5644 May 1 , 2017 – 10 00 am Continued B Citizens Support for Mountains to Sea Trail Gary Ridout , 10 British Court , Smithfield , addressed the Board and spoke in support of the Mountains to Sea Trail efforts Mr Ridout stated he represents the people that ride bicycles on the greenways and they are hoping to see the trails extended He spoke on the benefits of having more greenways in the County Mr Ridout recognized several people in the audience who also support the efforts and offered their assistance to help promote more greenways in the County 4 Public Hearing – Economic Development Incentive Grant Advertised The Smithfield Herald – April 19 , 2017 The Chairman opened the public hearing for the purposes of receiving public comment on a proposed economic development incentive grant Chairman Jeffrey P Carver called on staff for an explanation of the proposed grant Economic Development Director Chris Johnson presented a draft resolution to the Board authorizing an economic development incentive grant for Selma Precision Technologies , LLC Mr Johnson explained that Selma Precision Technologies plans to reopen the former Sona Precision Forge plant which closed last year in Selma Mr Johnson thanked the Town of Selma and their Economic Developer Planner Julie Maybee for their work on the project Mr Johnson introduced company officials Vinay Upadhyay and Pradeep Chauhan of The Warm Group on behalf of Selma Precision Technologies He stated the company has purchased the facility and are currently assessing the existing equipment , but they plan to invest approximately 12 million in new equipment Mr Johnson explained the proposed incentive grant would be for five years at 50 based on the net new investment for business personal property and 38 jobs He noted also that the Town of Selma has been working with Grants Consultant Skip Green on various grant opportunities for the project Mr Johnson stated the proposed incentive grant has been reviewed by the County Attorney and received a recommendation for approval from the Economic Development Advisory Board Mr Johnson offered to answer any questions Mr Vinay Upadhyay , Director of Business Strategies and Growth for Selma Precision Technologies , stated they purchased the facility out of a Chapter 7 bankruptcy in December of 2016 Mr Upadhyay explained that initially they planned to purchase the equipment and ship it back to India ; however , due to the persuasion of Selma Mayor Cheryl Oliver , Ms Maybee , and Mr Johnson they decided it would be better to restart the facility in Selma Mr Upadhyay stated they are happy to be in Selma and look forward to better opportunities in the future There being no further comments , the Chairman closed the public hearing Upon a motion by Commissioner Allen L Mims , Jr , seconded by Commissioner Cookie Pope , and carried unanimously , the Board adopted the following resolution RESOLUTION OF THE JOHNSTON COUNTY BOARD OF COMMISSIONERS AUTHORIZING INCENTIVES FOR ECONOMIC DEVELOPMENT WHEREAS , Selma Precision Technologies , LLC the Company has planned to expand its industrial and commercial operations Facility in the County in exchange for the grant by the County of certain economic incentives set forth below and in the Project Summary attached to this resolution the Incentives ; WHEREAS , North Carolina General Statute 158 - 71 a authorizes the County to make appropriations to aid and encourage the location of manufacturing enterprises , industrial and commercial plants within the County and other purposes which will increase the population , taxable property and business prospects of the County ; and WHEREAS , the Board has determined that granting the Incentives in exchange for the commitment of the Company to locate and operate the Facility in Johnston County would be beneficial to the County’s efforts to increase economic opportunities for its residents , its population , ad valorem tax revenues , sales tax revenues , and business prospects in general , including the creation of a substantial number of jobs ; and WHEREAS , the Board has , pursuant to the notice and hearing requirements of North Carolina General Statute 158 - Public Library of Johnston County & Smithfield – NC Kids Digital Library Margaret Marshall , Director for the Public Library of Johnston County & Smithfield , addressed the Board regarding a new initiative called the NC Kids Digital Library Ms Marshall reported the NC Kids Digital Library is a new library consortium that enables the sharing of children’s eBooks , audio books , and videos across the State of North Carolina She stated the North Carolina Public Library Directors Association together with OverDrive and the State of North Carolina has created this new digital resource sharing service with over 5,000 items now available to younger readers via 85 regional , county and municipal libraries in North Carolina through OverDrive’s digital reading platform Ms Marshall stated the materials are now instantly available for every child , at home and everywhere Ms Marshall spoke on how the program works stating that over 1,000 titles are available with simultaneous initiative to make sure children have access to materials that will enhance their reading levels The Board thanked Ms Marshall for the information 6 Mountains to Sea Trail - Update Regional Trails Specialist Smith Raynor with the North Carolina State Parks presented an update to the Board on the Mountains to Sea Trail progress Ms Raynor reported approximately 642 miles have been completed on the Mountains to Sea Trail and they are now focusing their efforts on the coastal plain area of the State as well as connecting the in - between areas Ms Raynor spoke on the benefits of regional trails and stated approximately 4 million from the Connect NC Bonds is available to assist with land easement acquisition for trail development on a first come first serve basis Ms Raynor presented 2017 – 10 00 am Continued Ms Raynor informed the Board that they only work with willing landowners and if a landowner does not support the trail then they go around their property She reported they still have a number of landowners to contact , but are making progress Ms Raynor also spoke on the section sponsors who are responsible for building their part of the trail once the property has been acquired stating the sponsors decide what surfaces will be used for their portion and what uses are allowed on the trail Ms Raynor stated the only restriction they have on state trails is for recreational motorized traffic , but hiking must be allowed on all state trails Upon a question by Commissioner Allen L Mims , Jr , Ms Raynor stated section sponsors are responsible for the maintenance of the trail which includes cleanup after a storm She explained that generally volunteer groups perform most of the cleanup , but they report to a section sponsor who either removes debris after a storm or authorizes the volunteers to do the cleanup Richard Hibbits of Raleigh , speaking on behalf of the bicycle group known as the “ Selma Cyclepaths ” , stated their group is composed of over 100 bicycle riders and to date they have raised over 12 million for multiple sclerosis research Mr Hibbits thanked the Board for receiving the information from Ms Raynor and spoke in support of the Mountains to Sea Trail Mr Hibbits also thanked the citizens of Johnston County for their courtesy to bicycle riders noting that riders are not treated as well by motorists in Wake County Mr Hibbits spoke on the changing landscape of Johnston County due to the residential growth and he encouraged the Board to continue trail development Wingate Lassiter of Smithfield addressed the Board in support of the Mountains to Sea Trail Mr Lassiter stated he realizes that the maintenance of greenways is an issue and he encouraged the Board to speak with other towns cities such as the Town of Smithfield , Town of Clayton , or City of Raleigh to draw on their knowledge of best maintenance practices Mr Lassiter spoke on how the Town of Smithfield had cleaned up their portion of the trail after Hurricane Matthew noting he was pleasantly surprised on how fast the Town restored their portion after the storm The Board thanked everyone for sharing the information 7 Health Department – Environmental Health Fee Schedule Changes Health Director Dr Marilyn Pearson requested the Board to approve changes to the Environmental Health Fee Schedule to be effective Fiscal Year 2017 - 2018 Dr Pearson reported the Johnston County Board of Health approved the proposed changes at their April 4 , 2017 meeting Dr Pearson stated staff compared what neighboring counties charge and noted that Johnston County’s fees are lower than most of the surrounding counties She stated with the continued growth in the County and the demand for services increasing , staff wants to be able to meet those demands in a timely manner She noted the revised fees if approved , would be applicable for new applications beginning July 1 , 2017 Dr Pearson called on Environmental Health Director Todd Ramsey to further explain the proposed fee changes Mr Ramsey reviewed the proposed changes to the fee schedule with the Board He stated the last Environmental Health fee change for plan reviews and permits was in 2005 and noted that most other counties review their fee schedules every three to five years Mr Ramsey stated Environmental Health is now a part of the Fee Committee within the overall Health Department and will review the schedule annually Mr Ramsey spoke on the proposed fee changes in comparison to surrounding counties stating staff tried to come up with a schedule that was in the middle Mr Ramsey noted most of the local community would not see these new fees until next year or when they have a new establishment At the inquiry of Commissioner Allen L Mims , Jr , Mr Ramsey stated the fee schedule should be based on what it costs to provide the service ; however , this time he was tasked with getting Johnston County’s fee schedule to be more comparable with surrounding counties Dr Pearson stated if the fee schedule were revised to actually cover the cost of the services , then it would be twice the amount staff is currently proposing Mr Ramsey agreed with Dr Pearson and stated in the future it is staff’s hope that by reviewing the fee schedule more often , the fees can be revised all along to better reflect the actual cost of the service without causing “ sticker shock ” to the customers At the request of Commissioner Keith Branch , Mr Ramsey reported for some of the permits , such as the mobile food units , those permits are mandated by the State of North Carolina and
