10 511 Meeting of the Johnston County Board of Commissioners November 5 , 2018 10 00 am The Johnston County Board of Commissioners met in regular session Monday , November 5 , 2018 at 10 00 am in the Commissioners Meeting Room , Johnston County Courthouse Annex , Smithfield , North Carolina The following members were present Present Chairman Jeffrey P Carver , Vice Chairman Ted G Godwin , Cookie Pope , Allen L Mims , Jr , Chad M Stewart , Larry Wood , and Lee Jackson Absent None Also Present County Manager Rick J Hester , Clerk to the Board Paula G Woodard , Finance Officer and Assistant County Manager J Chad McLamb , County Attorney Jennifer J Slusser , and Paralegal Deputy Clerk to the Board Dana Cuddington Chairman Jeffrey P Carver called the meeting to order at 10 00 am and noted that Commissioner Cookie Pope had been delayed and would be arriving to the meeting later Commissioner Ted G Godwin opened the meeting with a prayer American Legion Post 71 Clayton led those in attendance in the Pledge of Allegiance to the American Flag 1 Approval Discussion of Agenda Upon a motion by Commissioner Ted G Godwin , seconded by Commissioner Allen L Mims , Jr , and carried by unanimous vote , the Board approved the agenda postponing the Public Hearing related to a proposed Economic Development Incentive Grant and moving Item No 4 Veterans Services Office – Proclamation for Veterans Day 2018 to become Item No 3 on the agenda Note Original Item No 3 – Recognition of Outgoing Commissioners , was held later in the meeting – see Item No 6 2 Consent Agenda Items Upon a motion by Commissioner Allen L Mims , Jr , seconded by Commissioner Larry Wood , and carried by unanimous vote , the Board approved the consent agenda items as follows A Approval of Minutes – October 1 , 2018 10 00 am and 6 00 pm B Department of Transportation – Additions to System The Board concurred with the Department of Transportation’s recommendation to add the following roads to the State Maintained System Rockport Drive SR 3258 ext and Mosswood Court – Taft Woods East – Section 3 – Wilders Township Radcliffe Court – Lakeside at Flowers Plantation – Wilders Township C Proclamation – National Farm City Week – November 16 - 22 , 2018 adopted as follows NATIONAL FARM - CITY WEEK RESOLUTION NOVEMBER 16 - 22 , 2018 WHEREAS , agriculture has always been a cornerstone of Johnston County’s way of life , we acknowledge that dedicated farmers improve our wellbeing by working to ensure a healthy and abundant agriculture supply To succeed in this important enterprise , our farmers rely on essential partnerships with non - related operations He commended Mr Bryant for his work and dedication to Johnston County Animal Services The Board congratulated Mr Bryant on receiving the award B Recognition of Health Department Employee Kimetha Fulwood Assistant Health Director Steve Strickland recognized Johnston County Health Department Public Health Educator Supervisor Kimetha Fulwood for being selected as one of the four honorees for the Johnston st County Citizens Association’s 41 Annual Tribute to Excellence Award Banquet Mr Strickland stated the Annual Tribute to Excellence Award Banquet is held in recognition of the service that individuals render to the community Mr Strickland spoke on Ms Fulwood’s work and dedication to her community and noted she is the youngest person in the Association’s history to be nominated and receive this honor The Board congratulated Ms Fulwood on the honor C Citizen Comments – William Ragsdale William Ragsdale , 194 Packing Plant Road , Smithfield , addressed the Board regarding the location being considered for a proposed public safety center Mr Ragsdale spoke on his concerns with the site which include access to utilities , zoning and environmental issues as well as possible additional costs that could be involved with site preparation due to wetland areas Mr Ragsdale also stated a public safety center needs to be in a more discreet area of the County , noting if it is constructed at the current identified site , it would be the first thing people would see as they begin to come into Smithfield Mr Ragsdale stated the area being considered is the only area left that the Town of Smithfield has to grow commercially and if a public safety center is constructed there , it would cause surrounding property values to decline Mr Ragsdale encouraged the Commissioners to look at alternative sites and in particular , look at putting the facility at the Johnston County Landfill D Citizen Comments – Ken Taylor Ken Taylor , 1755 Gordon Road , Clayton , addressed the Board and thanked the Commissioners for the mosquito spraying that occurred after Hurricane Florence stating it did make a difference Mr Taylor commented that the County staff managed to complete the project in a short amount of time and he encouraged the County to spend some time now focusing on lessons learned from that project He stated perhaps the next time , the County could apply what was learned and improve communications as well as how to address environmentally sensitive areas better Mr Taylor spoke on an event he attended over the weekend hosted by Johnston Community College for donor appreciation He spoke on the amount of support the College receives stating it is wonderful to see Mr Taylor also spoke on the services that Johnston Community College provides and he thanked the Commissioners for their support to the College PagePage pageNumber5515 November 5 , 2018 – 10 00 am Continued Mr Taylor informed the Board of his concerns regarding Wise Road in Johnston County He stated the dead - end section of the road has become a trash dump as well as an illegal impromptu target shooting location Mr Taylor stated he has been working with the Department of Transportation to get a load of asphalt removed which was dumped there some time ago and he also asked the Sheriff’s Office to look at the area Mr Taylor reported he picked up high powered rifle casings near the dead - end section recently and noted the end of pavement barrier was covered in bullet holes which is a safety concern Mr Taylor stated the road needs to be closed off to the public past the second drive Mr Taylor commented that even though the Public Hearing for a proposed Economic Development Incentive Grant was postponed , in looking at how it was originally written in the agenda packet , as a taxpayer he did not feel as if he had enough information on the project to be able to properly comment Mr Taylor stated he feels the public should at least know what the industry would be doing , what type of facility would be constructed and how long that construction would take , the specific location being considered , other miscellaneous project parameters , and any possible environmental impacts Mr Taylor also stated he is not comfortable with the idea of paying companies his tax dollars to locate in Johnston County Mr Taylor encouraged the Board to consider holding such public hearings at the 6 00 pm meetings to allow citizens that work during the day to have the opportunity to attend in the evening and comment if they have an interest Mr Taylor also encouraged the Board to consider not taking action on such requests at the same meeting as when the public hearing is held , but rather hold the public hearing one month to allow for public comment and then vote on the matter the next month Chairman Jeffrey P Carver thanked Mr Taylor for his comments and clarified that with regards to incentives given to industries that choose to locate in Johnston County , the County does not spend the citizens ’ tax dollars for the incentive grants Chairman Carver explained that for example , if an industry pays 100 in taxes and the County grants back to the company 80 cents on that 100 , then no citizens ’ tax dollars have been spent Chairman Carver assured Mr Taylor that the Board will allow citizens to be heard regarding such projects County Attorney Jennifer Slusser further explained that while the appropriation for the incentive grant may come from the County’s General Fund , that appropriation is only made after the company has made their investment , complied with all other project parameters , and paid their taxes Commissioner Chad M Stewart stated he understood and agreed with Mr Taylor’s comments regarding holding public hearings in the evening Commissioner Ted G Godwin thanked Mr Taylor for his involvement with County Government , stating that Mr Taylor makes all of us better 5 Alliance Behavioral Healthcare Update Alliance Behavioral Healthcare Senior Vice President and Community Relations Officer Ann Oshel addressed the Board Ms Oshel stated the merger between Johnston County and Alliance became official on July 1 , 2018 and she thanked the County staff for their assistance , stating they are glad to be serving the citizens of Johnston County Ms Oshel stated they look forward to Commissioner Lee Jackson serving on their Board of Directors Ms Oshel reported they are now fully staffed in Johnston County with employees that provide care coordination for those with mental illness , substance use disorders , and intellectual developmental disabilities Ms Oshel stated they have a fulltime Housing Specialist dedicated to Johnston County as well as a Community Outreach and Education Specialist dedicated to building strong community relations She noted they have participated in over 30 community events talking to citizens about how to access their services Ms Oshel reported they also have an Individual and Family Affairs Specialist who is dedicated to advocacy and supporting those who are on journeys of recovery Ms Oshel continued her remarks by reviewing the following activities with the Board ? School Safety Grant – In collaboration with Johnston County Public Schools , Alliance Behavioral Healthcare was recently awarded a School Safety Grant for this academic year focusing on improving safety in public schools Alliance was awarded a total of 38,43090 to help fund an evidenced - based training program PREPaRE School Crisis Prevention & Intervention Curriculum for school personnel that focuses on how to establish and serve on school safety and crisis response teams Funds will also be used to implement a multi - media campaign to better identify students in crisis and how to access care Funds are nonrecurring and are awarded by the NC Department of Public Instruction PagePage pageNumber6516 November 5 , 2018 – 10 00 am Continued ? FEMA Crisis Counseling and Outreach Grant – Following Hurricane Matthew , FEMA awarded the State of NC a Crisis Counseling Outreach grant that provided both group and neighborhood outreach to persons and families impacted by the storm As part of the Hurricane Florence disaster recovery , the State has once again been awarded this grant which will provide Johnston and Cumberland Counties with access to supportive counseling and a child specialist This grant expires at the year anniversary of Hurricane Florence ? Drug Disposal Pouches – Alliance Behavioral Healthcare has partnered with Mallinckrodt Pharmaceuticals to make 30,000 drug deactivation pouches available across the four - county Alliance region in central North Carolina These pouches will allow individuals to safely dispose of expired or unneeded medications , especially opioid pain medications and other narcotics , at home to prevent misuse , abuse and addiction The pouches are patented technology to neutralize the active ingredients in opioid painkillers and other organic drugs in pill , liquid and transdermal patch forms In addition to distributing the pouches at local community events in Johnston County , Alliance will also be distributing large quantities to our local community partners through the Johnston Opioid Task Force ? Education and Training Priorities for FY 2019 o Youth and Adult Mental Health First Aid o Access to Care Overview of Alliance o Alliance Housing Programs and Fair Housing ? Community Needs & Gap Assessment – Alliance has completed its annual assessment of provider capacity , community needs and service gaps that inform our strategic plan for improving accessibility and effectiveness of care and supports There were 85 respondents from Johnston County Notable needs include improved access to care and addressing social determinants of health Alliance will host a community conversation regarding the results of this assessment ? Transportation Pilot – Alliance has entered into a contract with Logisticare which will provide a transportation option for persons who are scheduled for an urgent or emergent appointment 8 - 48 hours Ms Oshel thanked the Commissioners for allowing Alliance to provide an update to the Board and she offered to answer any questions Commissioner Cookie Pope arrived to the meeting Ms Oshel reported Alliance has extended their contract with Johnston County EMS for transports and she stated they have been great to work with The Board thanked Ms Oshel for the update 6 Recognition of Service for Outgoing Commissioners Recognition for Commissioner Lee Jackson Chairman Jeffrey P Carver stated Commissioner Lee Jackson was appointed in December of 2017 to fill a vacancy on the Board of County Commissioners and quickly became an integral part of the team Chairman Carver continued that with Commissioner Jackson’s financial expertise , he provided the County with advice and guidance regarding many issues , one of which was the recent merger of Johnston County Mental Health with Alliance Behavioral Healthcare and the County sincerely appreciates Commissioner Jackson’s willingness to continue to represent Johnston County as a citizen representative on the Alliance Board Chairman Carver stated this past year has been very busy and the County has been blessed that Commissioner Jackson was able to be a part of numerous important issues that will see the County continue to grow Chairman Carver stated even though Commissioner Jackson will no longer be serving on the Board , the County hopes to still call on his knowledge and willingness to help The Board presented Commissioner Jackson with the following plaque of appreciation PagePage pageNumber7517 November 5 , 2018 – 10 00 am Continued WITH SINCERE GRATITUDE AND APPRECIATION FOR DEDICATED SERVICE LEE JACKSON JOHNSTON COUNTY COMMISSIONER 2017 - 2018 Commissioner Jackson stated he appreciates his time serving as a Commissioner and commented that he believes most people are unaware of the amount of time and effort it takes to serve on a Board of Commissioners Commissioner Jackson stated the Board has worked well together and he hopes it will continue to do so with the three incoming Commissioners so that Johnston County can continue to be the best place to live and work that there is Commissioner Chad M Stewart stated he has enjoyed serving with Commissioner Jackson and agreed with the Chairman that Commissioner Jackson brought a great amount to the Board within a short amount of time Commissioner Stewart also stated the one thing he admires most about Commissioner Jackson is his love for Johnston County Commissioner Ted G Godwin stated he found Commissioner Jackson to be a very positive addition to the Board and he will be missed County Manager Rick Hester thanked Commissioner Jackson for all his assistance to the County staff Recognition for Commissioners Cookie Pope and Allen L Mims , Jr Chairman Carver stated Commissioner Allen L Mims , Jr was elected in 1998 and Commissioner Cookie Pope in 1994 He continued that since that time , in addition to countless committees and other related county government functions too numerous to count , when combined together , they have attended roughly 1,400 County Commissioner meetings Chairman Carver stated in the time since both Commissioners Pope and Mims were elected , the County has grown tremendously and has seen the construction of more than 500 million in new school and community college projects He noted that Johnston County’s population has grown from 93,384 in 1994 to an estimated 196,708 in 2017 Chairman Carver stated Commissioners Pope and Mims have been directly involved with successful economic development Mims , and Jackson stating she sincerely appreciates their service to the County and in particular , all their support to the Utilities Department over the years Ms Farmer reported that Johnston County has received a loan offer from the NCDEQ Division of Water Infrastructure DWI for the proposed McGee’s Crossroads Sewer Upgrade project She explained the proposed project includes approximately 25,000 LF of 8 ” and 16 ” force main , approximately 9,000 LF of 27 ” gravity sewer main , a 1,000 gpm upgradeable to 1,700 gpm wastewater pump station and upgrades to the existing McGee’s Crossroads wastewater pump station Ms Farmer stated the proposed project will allow for additional wastewater capacity at McGee’s Crossroads and include a new regional wastewater pump station to provide additional capacity in existing infrastructure in portions of the Cleveland area The proposed project is identified in the “ Johnston County Public Utilities 2017 Capital Improvements Plan adopted Supporting Traffic Improvements – NC Hwy 96 and NC Hwy 42 Intersection Commissioner Ted G Godwin presented a draft resolution to the Board and explained that recently there have been some traffic improvements at the intersection of NC Hwy 39 and NC Hwy 42 that involved a traffic circle Commissioner Godwin reported all the feedback he has received from the locals in that area has been positive for the most part He stated the Department of Transportation is proposing a similar safety project at the intersection of NC Hwy 96 and NC Hwy 42 and have requested a resolution in support to assist them with obtaining funding for the project Commissioner Godwin read the resolution aloud for the audience Commissioner Cookie Pope asked if a public hearing would be held in the area to allow citizens to comment Page3523 November 5 , 2018 – 10 00 am Continued Commissioner Godwin confirmed the Department of Transportation would hold a public hearing in the area for the project He noted a WHEREAS , the North Carolina Department of Transportation promotes the safety and wellbeing of the traveling public for motorists across the State through new roadways , improvements to existing roadways and continual roadway maintenance ; and WHEREAS , the Johnston County Board of Commissioners considers the safety of the motoring public along streets and roadways within the County to be of the utmost importance ; and WHEREAS , the Department of Transportation’s Highway Safety Improvement Program has identified the intersection of NC Hwy 96 and NC Hwy 42 for investigation due to the number and severity of crashes ; and WHEREAS , the Department of Transportation , Highway Division 4 seeks to improve the intersection of NC Hwy 96 and NC Hwy 42 by constructing a roundabout using federal safety funds and installing an all - way stop as an interim treatment with support of these improvements from the County ; and WHEREAS , this project would be considered to improve the
