H Member in Johnston County , informed the Board that she will be the Johnston County Delegate for the 2018 North Carolina Association of County Commissioners Youth Voice Summit Miss Allen stated she is a rising senior currently homeschooled as well as dually enrolled at Johnston Community College Miss Allen continued that she has been active in 4 - H for nine years currently serving in the Explorers Club and the Curious Crew Club Miss Allen reported she has held many officer positions within 4 - H and is currently serving as the Junior Leader of the Explorers Club and the Secretary of Curious Crew Club Miss Allen also stated she has participated in State 4 - H trips since 2015 and was inducted as the County Council President at 14 years old Miss Allen stated she is scheduled to be inducted as the President of the Southeast District later this month and her goal is to become the State 4 - H President and be inducted into the NC 4 - H Honor Club before she ages out Miss Allen stated she is very excited to be this year’s delegate for the Youth Voice Summit representing Johnston County Miss Allen shared the following information with the Board about 4 - H in Johnston County The Board thanked Miss Allen for the information and wished her good luck in the upcoming Youth Voice Summit Page368 July 9 , 2018 – 10 00 am Continued 4 Public Comments A Recognition of Stakeholders for Opioid Grant with the Health Department Steve Strickland , Assistant Health Director with Johnston County Public Health , announced that the County has received grant funds in the amount of 56,51700 from the North Carolina Department of Health & Human Services , Division of Mental Health , Developmental Disabilities and Substance Abuse Services for the Opioid Action Plan Implementation Initiative Mr Strickland spoke on the initiative stating the grant funds will be useful in helping to cut down on opioid abuse in Johnston County Mr Strickland noted that only 12 grants were awarded out of 99 applications submitted and he introduced Health Department staff members Kimetha Fulwood and Mary Banks who wrote the grant application Mr Strickland recognized the following stakeholders who will be helping with the grant initiative Clayton Police Chief Blair Myhand ; Johnston County EMS Employees Billy Langston , Brad Baker , Ashley Hall , and Barbara Ahern ; Cheryl Viracola with Community Care of Wake and Johnston Counties ; and Vera Reinstein with Alliance Behavioral Healthcare Mr Strickland thanked those that have volunteered their time to work on this initiative B Recognition of Audience Members Chairman Jeffrey P Carver recognized Johnston County Commissioner Elect Patrick Harris as well as Duke Energy Representative Marty Clayton in the audience C Citizen Comments – Ken Taylor Ken Taylor , 1755 Gordon Road , Clayton , addressed the Board and spoke on a situation recently where he found a wallet in his driveway Mr Taylor reported he contacted the Johnston County Sheriff’s Office and had expected to have to take the wallet to the Sheriff’s Office himself ; however , he was pleasantly surprised when the Sheriff’s Office dispatched a deputy to his home to retrieve the wallet and informed him that they would attempt to get the wallet back to its rightful owner Mr Taylor stated he feels this is a good service provided by the Sheriff’s Office and he wanted to make sure and tell the Board of Commissioners Mr Taylor also inquired about an animal cruelty matter recently reported on by WTSB Radio Mr Taylor commented that he thought the County’s animal control ordinance had been revised a few years ago to help with such situations and he asked if the Commissioners had looked into the matter to see what else could have been done Mr Taylor stated he would like to make sure that future instances do not happen and he offered his assistance with future ordinance amendments County Manager Rick Hester reported he had received the file regarding the case and the situation has been addressed 5 Public Hearing – Adoption of Johnston County School Bond Order and Call for Referendum Advertised – The News & Observer Friday Zone Edition – June 8 , 2018 Director of Finance and Assistant County Manager Chad McLamb explained the purpose of the public hearing is to solicit public comment on the validity of the 61 Million School Bond Order introduced at the June 4 , 2018 meeting , and the advisability of issuing bonds Mr McLamb stated following the public hearing , staff requests the Board to adopt the 61 Million School Bond Order , and to adopt a resolution calling for a referendum on November 6 , 2018 , establishing the question for the ballot , and directing the Clerk to make the necessary publications and to deliver a certified copy of this resolution to the Board of Elections At the request of County Manager Rick Hester , Debt Manager Martha Lasater spoke on the language that would be included on the referendum ballot Chairman Jeffrey P Carver opened the public hearing at 10 15 am and invited anyone to speak or ask questions on the proposed bond referendum There were no citizen comments received There being no further comments , the Chairman closed the public hearing at 10 17 am PagePage pageNumber5369 July 9 , 2018 – 10 00 am Continued After consideration of the public hearing , Commissioner Allen L Mims , Jr , moved the adoption of the Bond Order entitled BOND ORDER AUTHORIZING THE ISSUANCE OF 61,000,000 GENERAL OBLIGATION SCHOOL BONDS FOR THE PURPOSE OF FINANCING THE ACQUISITION , CONSTRUCTION AND EQUIPPING OF SCHOOL FACILITIES and further for the adoption of the following RESOLUTION CALLING FOR REFERENDUM ON 61,000,000 GENERAL OBLIGATION SCHOOL BONDS , PROVIDING FOR NOTICE OF SUCH REFERENDUM AND PUBLICATION OF BOND ORDER AS ADOPTED WHEREAS , the Board of Commissioners of Johnston County the “ Board ” has today adopted a Bond Order entitled “ BOND ORDER AUTHORIZING THE ISSUANCE OF 61,000,000 GENERAL OBLIGATION SCHOOL BONDS FOR THE PURPOSE OF FINANCING THE ACQUISITION , CONSTRUCTION AND EQUIPPING OF SCHOOL FACILITIES ” ; and WHEREAS , NCGS § 159 - 18 Hydraulic Improvements Project – Revised Loan Offer Acceptance Upon a motion by Commissioner Ted G Godwin , seconded by Commissioner Cookie Pope , and carried by unanimous vote , the Board recessed regular session to sit as the Elevation Water District Board Sitting as the Elevation Water District Board Utilities Director Chandra Farmer , PE , reported that in March 2018 , the Elevation Water District Board accepted a loan offer for the District’s proposed 2017 - 2018 Hydraulic Improvements project She stated the project is included in the County’s approved 2017 Capital Improvements Plan and includes approximately 10,700 LF of 12 ” water main in the vicinity of Raleigh , Woodall -
