10 354 Meeting of the Johnston County Board of Commissioners September 7 , 2021 10 00 am The Johnston County Board of Commissioners met in regular session Tuesday , September 7 , 2021 at 10 00 am in the Commissioners Meeting Room , Johnston County Courthouse Annex , Smithfield , North Carolina The following members were present Present Chairman Chad M Stewart , Vice Chairman Larry Wood , Tony Braswell , Ted G Godwin , Patrick E Harris , RS “ Butch ” Lawter , Jr , and Fred J Smith , Jr Absent None Also Present County Manager Rick J Hester , Clerk to the Board Paula G Woodard , Finance Officer and Deputy County Manager J Chad McLamb , County Attorney Jennifer J Slusser , and Paralegal Deputy Clerk to the Board Dana Cuddington Chairman Chad M Stewart called the meeting to order at 10 00 am Commissioner Ted G Godwin opened the meeting with a prayer VFW Post 5886 Smithfield led everyone in the Pledge of Allegiance to the American Flag 1 Approval Discussion of Agenda Upon a motion by Commissioner Tony Braswell , seconded by Commissioner Patrick E Harris , and carried by unanimous vote , the Board approved the agenda as presented 2 Consent Agenda Items Upon a motion by Commissioner Larry Wood , seconded by Commissioner Butch Lawter , and carried by unanimous vote , the Board approved the consent agenda items as follows with the removal of the August 2 , 2021 6 00 pm minutes A Approval of Minutes – August 2 , 2021 10 00 am ; August 16 , 2021 ; and August 23 , 2021 B Department of Transportation – Additions to System The Board concurred with the Department of Transportation’s recommendation to add the following roads to the State Maintained System River Mist Trail SR 3520 ext – Prestwood – Wilders Township Weatherstone Lane , Oldstone Way , Rockwater Way , and Iron Gate Drive – Stoneridge Farm – Phase 1 – O’Neals Township C Proclamation – Child Passenger Safety Week and National Seat Check Saturday , adopted as follows CHILD PASSENGER SAFETY WEEK 2021 PROCLAMATION WHEREAS , children are Johnston County’s most precious resource ; and WHEREAS , between 2008 and 2017 there has been a 15 percent decline in the number of child motor vehicle traffic fatalities ; and WHEREAS , children 2 to 5 years of age using safety belts instead of child safety seats or booster seats are four times more likely to suffer a serious head injury in a crash ; and WHEREAS , when installed and used correctly , child safety seats and safety belts can prevent injuries and save young lives ; and WHEREAS , child safety seats can reduce fatal injury by up to 71 percent for infants and 54 percent for toddlers ages 1 to 4 ; and WHEREAS , research from the National Highway Traffic Safety Administration shows 59 percent of child restraint systems are installed incorrectly ; and WHEREAS , all 50 States , the District of Columbia , and our Territories have laws requiring the use of child safety seats for small children ; andPage355 September 7 , 2021 – 10 00 am Continued WHEREAS , as we meet the challenge of the COVID - 19 pandemic , child passenger safety technicians in Johnston County continue to help parents keep their children safely seated during Child Passenger Safety Week and beyond by offering appointments at local checking stations ; and WHEREAS , FOR ALL OF THESE REASONS , and for the well - being of our kids , Johnston County is committed to working closely with parents and safety advocates to help reduce the number of young lives lost on our roadways Our goal is to educate parents and caregivers on how to properly install and use child safety seats Parents and caregivers are urged to take advantage of the free services provided by child passenger safety technicians and ensure their children are getting the very best protection NOW , THEREFORE , We , the Johnston County Board of Commissioners , do hereby proclaim September 19 - 25 , as Child Passenger Safety Week and September 25 , as National Seat Check Saturday We urge everyone to help reduce injuries and the tragic loss of life by buckling up themselves and placing children in car seats on every trip , every time th Adopted this the 7 day of September , 2021 D Proclamation – 2021 Fall Litter Sweep – September 11 - 25 , 2021 , adopted as follows PROCLAMATION FALL LITTER SWEEP 2021 WHEREAS , the North Carolina Department of Transportation organizes an annual fall statewide roadside cleanup to ensure clean and beautiful roads in North Carolina ; and WHEREAS , the FALL LITTER SWEEP roadside cleanup encourages local governments and communities , civic and professional groups , businesses , churches , schools , families and individual citizens to participate in the Department of Transportation cleanup by sponsoring and organizing local roadside cleanups ; and WHEREAS , Adopt - A - Highway volunteers , Department of Transportation employees , Department of Public Safety – Division of Adult Correction inmates , community service workers , local government agencies , community leaders , civic and community organizations , businesses , churches , schools , and environmentally concerned citizens conduct annual local cleanups during FALL LITTER SWEEP and may receive certificates of appreciation for their participation ; and WHEREAS , the great natural beauty of our state and a clean environment are sources of great pride for all North Carolinians , attracting tourists and aiding in recruiting new industries ; and WHEREAS , the cleanup will increase awareness of the need for cleaner roadsides , emphasize the importance of not littering , and encourage recycling of solid wastes ; and rd WHEREAS , the 2021 FALL LITTER SWEEP will celebrate the 33 Anniversary of the North Carolina Adopt - 19 Pandemic Dr Pearson stated the pandemic is ongoing and cases are continuing to increase with the Delta variant of the virus She stated the number of positive cases for Johnston County now totals over 28,000 and the positivity rate is 15 She stated there have been 280 total deaths with 10 of those occurring in the last seven days Dr Pearson reported there has been 152 reinfections and 420 breakthrough infections She stated the hospital system is at capacity with 72 people currently hospitalized for COVID and noted that six of those patients were vaccinated Dr Pearson stated the hospital has suspended non - emergent surgical cases at this time because of the number of COVID patients they are admitting Dr Pearson stated testing continues and vaccinations are ongoing She encouraged eligible citizens to get vaccinated as well as continue wearing masks , practicing social distancing , and frequent handwashing Dr Pearson provided the Board with updated vaccination statistics , stating 42 of Johnston County’s total population has been fully vaccinated Dr Pearson stated there is now an additional vaccination from Moderna and Pfizer that has been approved for those considered immunocompromised She noted the booster vaccination is not yet approved Dr Pearson also spoke on the monoclonal antibodies treatment and the criteria for eligible positive cases to receive that treatment She stated the monoclonal antibodies treatment has been shown to decrease hospitalizations , severe illness , and deaths At the inquiry of Commissioner Patrick E Harris , Dr Pearson spoke on the booster vaccine and that once approved , she thinks eventually there will be a vaccine for COVID similar to the annual flu vaccine Dr Pearson stated she hopes that eventually a vaccine will be developed that would address both the flu and COVID together At the request of Commissioner Larry Wood , Dr Pearson stated staff could compile and share more detailed data such as the age of those hospitalized with the Board Dr Pearson also reviewed the specific criteria involved with those who are immunocompromised as it relates to the additional vaccine Upon discussion by the Board , Chairman Chad M Stewart stated that he understands everyone has grown weary of all the recommendations regarding masks and social distancing and while no one is expected to follow all the recommendations , he thinks what Dr Pearson is trying to say is that if everyone could at least practice some of the recommendations when possible , it may help improve the situation ERA Program Finance Director and Deputy County Manager Chad McLamb provided an update to the Board on the Emergency Rental Assistance Program Mr McLamb recalled that with the Board’s approval after a Request for Qualifications was issued and responses reviewed , the County contracted with Yardi Systems , Inc for the administration of the Emergency Rental Assistance Program , which is funded through state and federal appropriations intended to assist households that are unable to pay rent or utilities Mr McLamb reported that Yardi will be opening the portal today for Johnston County citizens to apply for the assistance and staff is confident that the program will be operated in a timelier manner to help the citizens get this assistance as soon as possible He noted that prior to contracting with Yardi , the County staff was able to process 1,679,000 in assistance for citizens in need Mr McLamb reminded everyone that the Emergency Rental Assistance Program administered through Yardi provides assistance with rent for both landlords and tenants as well as utilities Mr McLamb stated press releases would be going out notifying the citizens of the assistance and providing information on how to apply PagePage pageNumber7360 September 7 , 2021 – 10 00 am Continued Mr McLamb also reported that the Community Development Block Grant – COVID funds are being managed in - house and those funds assist with mortgage payments Mr McLamb stated the County received 900,000 for the CDBG program and has issued over 363,000 to eligible citizens to date He encouraged citizens to apply for those funds as well Mr McLamb thanked the Department of Social Services staff as well as Finance staff members Kristy Wall , Sarah Gaylor , and Martha Lasater for their work on these programs At the inquiry of Commissioner Patrick E Harris , Mr McLamb stated funding for these two programs comes from the federal and state government He noted Yardi would be paid for their services from a portion of the federal funds Mr McLamb stated he will be giving monthly updates to the Board on these programs 4 Public Comments A Recognition of Johnston County Fire Marshal Adam Stanley Emergency Services Director Kevin Hubbard recognized Johnston County Fire Marshal Adam Stanley for recently being named Instructor of the Year by the North Carolina Society of Fire Rescue Instructors Mr Hubbard stated Mr Stanley teaches many hours each year in Johnston County and across the State of North Carolina and the County is fortunate to have someone with his knowledge on staff Mr Stanley stated he could not do what he does without the support of the Board of Commissioners , his co - workers and all the County staff , and his family Commissioner Patrick E Harris commented that without a supporting family , individuals like Mr Stanley could not contribute as much as they do and he thanked Mr Stanley’s family The Board congratulated and applauded Mr Stanley for this honor 5 Emergency Services – Resolution for Firefighters Week in Johnston County Fire Marshal Adam Stanley requested the Board to adopt a resolution declaring the week of September th 5 - 11 , 2021 as Firefighters Week in Johnston County Mr Stanley noted that this year is the 20 anniversary of the 911 attacks on America and he spoke on the importance of recognizing not only firefighters , but all first responders , EMS personnel , 911 - Emergency Agenda Items th Chairman Chad M Stewart recalled that at the August 16 meeting , Commissioner Fred J Smith , Jr had suggested that , since the Board now meets twice a month , unless an item on the agenda is an emergency or something that requires immediate action , for the Board to take agenda requests as informational items when they are first presented and then deliberate on those items until the next meeting whereupon action could be taken Chairman Stewart noted the Board took the request under advisement to be discussed again Commissioner Ted G Godwin stated he sees merit in the idea , but is unsure about having a policy where every item is carried over until the next meeting Commissioner Butch Lawter stated there are items that can be considered routine which he does not believe should be carried over Commissioner Lawter continued that he does feel there are the more significant items where it would be good to have a process in place so the public would know that the Commissioners would receive the information at one meeting , take the next two weeks to deliberate , and vote on the matter at the next meeting Commissioner Lawter stated he thinks there is value in having more time to talk with staff and process certain issues Commissioner Tony Braswell suggested taking items individually as they come so if there is a matter that the Board feels it needs more time on , then a motion could be made to carry that item over to the next meeting Page3366 September 7 , 2021 – 10 00 am Continued Commissioner Lawter stated if he were someone coming to the Board with an item on the agenda , he would like to know that there is a process whereby that item would be carried over and not voted upon immediately Commissioner Lawter stated he does not believe two weeks is a lot of time and it would allow the Board more time to review matters and have more discussion before a decision is made Commissioner Smith stated he thinks the practice is simply good governance and noted that because of work schedules and previous obligations , it would allow the Commissioners more time to study matters Commissioner Smith stated if an item requires immediate attention , then staff would inform the Board a decision is needed at the time the item is presented At the inquiry of Commissioner Larry Wood , Commissioner Smith stated it should be normal customary practice for matters other than routine items , such as consent agenda items , to come before the Board and then the Board have two weeks to study the matter before coming back and casting a better -
