19 Update Health Director Dr Marilyn Pearson thanked the Board of Commissioners for their continued support as the COVID - 19 Pandemic continues She also thanked all the partners , volunteers , and staff that continue to assist the Health Department with the response Dr Pearson stated the pandemic is not over and they are seeing an increase in the number of positive cases due to the Delta Variant of the virus She stated the number of positive cases for Johnston County now totals over 23,000 and the positivity rate is 108 She stated there have been 248 total deaths and 24 people were hospitalized as of last Friday Dr Pearson stated there have been 89 reinfections and 98 breakthrough cases Dr Pearson stated testing continues and vaccinations are ongoing She encouraged eligible citizens to get vaccinated stating the vaccines are effective Dr Pearson stated while vaccinated individuals can still become infected , the vaccine does help to prevent extreme illness , hospitalization , and death Dr Pearson provided the Board with updated vaccination statistics , stating 39 of Johnston County’s total population has been fully vaccinated She stated the Health Department will continue to hold outreach vaccination clinics and citizens can always receive a vaccine at the Health Department She encouraged everyone to continue social distancing and practicing frequent handwashing Dr Pearson also encouraged masking while indoors , even for those that have been vaccinated because the Delta agent of the virus is very contagious 4 Public Comments A E - mails Received Chairman Chad M Stewart acknowledged an email received Mr Ken Taylor regarding his thoughts on Agenda Item No 5 as well as the Board Information Sheets included with the Appointments information 5 Public Utilities – Asset Management Computerized Maintenance Management System Proposed Project Budget Utilities Director Chandra Farmer , PE , reported the existing Johnston County Water and Sewer Capital Improvements Plan includes a project to implement an asset management program for the County’s expanding and aging infrastructure Ms Farmer explained that as the County’s water and sewer system continues to expand and age , an asset management program is critical for maintaining an asset inventory and better decisions for repair , replacement and rehabilitation based on recorded conditions and on - 2021 fiscal year has been a challenge as Johnston County Tax Administration continued to find our way through how to work in the ever - changing COVID - 19 environment With the assistance of other County departments , we continued to operate on a rotation of some working in the office while the remaining staff teleworked We encouraged remote options for paying taxes and receiving assistance from our office resulting in positive responses for our efforts The vast majority of Johnston County taxpayers timely remitted their 2020 taxes The number of phone payments and online payments increased over previous years and we offered payment plans for current billings to assist those not paying property taxes through their mortgage escrow More than 650 taxpayers used this payment plan option to remit more than 2M in property taxes Collections numbers through January 5 , 2021 , the last day to timely pay 2020 taxes , were somewhat misrepresented as timely mailed payments were received as late as March At fiscal year - end , 340,88281 of the county levy remained outstanding and 57 of that was barred from collection due to bankruptcies or valuation appeals The 2020 levy was Johnston County’s largest to date , surpassing the previous year by more than 8M Personal property and business personal property must be valued annually and during the last year , staff valued 73,746 property items Real estate staff reviewed 4,647 permits to determine value changes and processed 15,014 deed transfers to capture new ownership information Since the 2019 countywide reappraisal , Johnston County has realized an increase of more than 7,000 parcels This is only a partial representation of the tasks performed by staff to close the books on a very busy year for a rapidly growing county I thank the citizens of Johnston County for taking their responsibility of timely tax payment so seriously , without which we could not be so successful To the Commissioners , County management and staff , I thank you for your support and confidence as we strive to ensure the equitable valuation and collection of Johnston County taxes Finally , I commend my staff for remaining focused on the tasks at hand , and providing excellent customer service , while keeping pace with the increasing workload North Carolina General Statute 105 - 373 requires that I provide a settlement of the prior year’s tax collections This settlement is a true and accurate accounting of the 2020 FY 2020 - 2021 taxes and I request that the Johnston County Board of County Commissioners accept this settlement I further request , that as required by North Carolina General Statute 105 - 321 , the Board of Commissioners charge me with the responsibility for collection of 2021 FY 2021 - 2022 taxes Jocelyn S Andrews Johnston County Tax Administrator August 2 , 2021 Motion to Accept the 2020 Tax Settlement and Charge to Tax Administrator to Collect 2021 Taxes Commissioner Patrick E Harris moved the Board accept the above Annual Tax Settlement for 2020 taxes and issue the following charge to the Tax Administrator for collection of 2021 taxes Commissioner Ted G Godwin seconded the motion , which carried by unanimous vote You are hereby authorized , empowered , and commanded to collect the taxes set forth in the tax records filed in the office of the Tax Administrator and in the tax receipts herewith delivered to you , in the amounts and from the taxpayers likewise therein set forth Such taxes are hereby declared to be a first lien upon all real property of the respective taxpayers in Johnston County , and this order shall be a full and sufficient authority to direct , require , and enable you to levy on and sell any real or personal property of such taxpayers , for and on account thereof , in accordance with law Page1331 August 2 , 2021 – 10 00 am Continued 10 Manager Reports and Comments A Federal COVID Stimulus Funds County Manager Rick Hester reported that the County has been allocated 406 million in federal COVID stimulus funding He stated the first 20 million has been received and the remainder will be coming soon Mr Hester recommended the Board consider appropriating 35 million of the funding to be used towards County water , wastewater , and broadband infrastructure projects with the remaining 5 million to be held as non - committed funds with a purpose to be determined Following discussion , the Board took the recommendation under advisement B Water and Sewer Revenue Bonds County Manager Rick Hester stated the bond ratings for the water and sewer revenue bonds were strong and the final interest rate proposals will be coming soon Mr Hester thanked Finance Director Deputy County Manager Chad McLamb , Debt Manager Martha Lasater , and all the Finance staff for their work C Public Safety Center Phase 2 Bids County Manager Rick Hester reported a bid award recommendation for the Public Safety Center Phase 2 construction project will be coming to the Board of Commissioners at the August mid - month meeting 11 Board Reports and Comments A Salaries for Register of Deeds and Sheriff Upon a motion by Commissioner Fred J Smith , Jr , seconded by Commissioner Patrick E Harris , and carried unanimously , the Board voted to set the annual salaries for Sheriff Steve Bizzell at 164,000 and Register of Deeds Craig Olive at 105,000 , based on market salary data provided by the Johnston County Human Resources Department 12 Closed Session – NCGS 14331811 a 3 – Attorney - Client Privilege ; NCGS 14331811 a 4 – Economic Development ; and NCGS 14331811 a 5 – Acquisition of Property Upon a motion by Commissioner Fred J Smith , Jr , seconded by Commissioner Patrick E Harris , and carried by unanimous vote , the Board recessed regular session to sit in closed session for the purposes of consulting with an attorney employed by the Board in order to preserve the attorney - client privilege pursuant to North Carolina General Statute 143 - 31811 a 3 ; to discuss matters relating to the location or expansion of industries or other businesses in the area , pursuant to North Carolina General Statute 143 - 31811 a 4 ; and to establish or instruct staff concerning the negotiation of the price and terms of a contract concerning the acquisition of real property pursuant to North Carolina General Statute 143 -
