Chase – Phase 3 – Wilders Township Highland Rhodes Drive and Emmas Way – Rhodes Estates – Clayton Township Timber Wolf Crossing , Makers Way , Wolf Den Drive – Gray Wolf Creek – Cleveland Township C Proclamation – Litter Sweep Spring 2021 – April 10 - 24 , 2021 , adopted as follows PROCLAMATION SPRING LITTER SWEEP 2021 WHEREAS , the North Carolina Department of Transportation organizes an annual spring statewide roadside cleanup to ensure clean and beautiful roads in North Carolina ; and WHEREAS , the spring 2021 LITTER SWEEP roadside cleanup will take place April 10 - 24 , 2021 , and encourages local governments and communities , civic and professional groups , businesses , churches , schools , families and individual citizens to participate in the Department of Transportation cleanup by sponsoring and organizing local roadside cleanups ; and WHEREAS , Adopt - A - Highway volunteers , Department of Transportation employees , Department of Public Safety – Division of Adult adopted as follows National Public Safety Telecommunicator’s Week April 11 - 17 , 2021 WHEREAS , emergencies can occur at anytime that require police , fire or emergency medical services ; the E - 911 Communications Center was created to provide a vital contribution to the quality of life enjoyed by citizens and visitors to Johnston County ; and WHEREAS , when an emergency occurs , the access to a 911 center dramatically improves the prompt response of police officers , firefighters and paramedics , is critical to the protection of life and preservation of property ; and WHEREAS , the Telecommunicators are trained , prepared and ready ; the safety of our police officers , firefighters and EMS personnel are dependent upon the quality and accuracy of information obtained from citizens who telephone the Johnston County E - 911 Communications Center ; and WHEREAS , Public Safety Telecommunicators are the first and most critical contact our citizens have with emergency services ; and WHEREAS , Public Safety Telecommunicators are the single vital link for our police officers , firefighters and EMS personnel by monitoring their activities by radio , providing them response to the COVID - 19 Pandemic Dr Pearson updated the Board stating it has now been a little over one year since Johnston County had its first positive case She stated the number of positive st cases as of April 1 was 19,300 and the current positivity rate is 56 Dr Pearson stated there has been 210 deaths and they are currently responding to one outbreak and four clusters Dr Pearson stated testing continues as well as the vaccination clinics She noted the Health Department and its partners have administered a total of 33,864 vaccines Dr Pearson stated April is National Public Health Month and she took a moment to express her appreciation to the Health Department staff by reading the following poem she wrote to honor her staff Public Health Week 2021 What is a Super Hero Is It — Someone with strong muscles , a cape , and tights Flying as fast as a speeding bullet — lifting higher and taking flight Or someone with super senses , heat ray vision , and able to shapeshift While investigated cases , provided contact tracing , and testing Working alongside county partners , PHS and National Guardsmen , never resting It is a team that still has work to do providing vaccinations to our residents Through rain , ice , and freezing cold , setting an example that is unprecedented It is answering questions and taking the many COVID related calls In preventive , behavioral , and environmental health , no task is too small It is taking care of our WIC clients and patients , no matter the concern While our admin team and Emergency Management keeps us supplied and paid in turn Emergency Services Director Kevin Hubbard reported the Emergency Services Department continues to support the efforts of the Health Department both in the response to the pandemic as well as the vaccine clinics 4 Public Comments A Comments from Citizen David Johnson David Johnson , 39 Sassafras Lane , Clayton , recalled that he has spoken to the Board at a couple of meetings regarding property he owns at 1621 S Brightleaf Boulevard in Smithfield Mr Johnson reiterated that flooding issues continue at the property due to a culvert underneath the CSX railroad Mr Johnson stated he has tried to resolve the matter through the Town of Smithfield and CSX Railroad but to date he has had no success Mr Johnson stated as a taxpayer , he is coming back to the Board of County Commissioners for help because he has no one else to turn to for assistance Mr Johnson stated the flooding issue is causing his property value to diminish and he is concerned that he will not be able to lease the property to a user in the future The Board discussed the issue with Mr Johnson Chairman Chad M Stewart asked the County Manager to help facilitate contact between all parties to discuss the matter further B Four Oaks Mayor Linwood Parker – Natural Gas Extension to the Four Oaks Business Park Four Oaks Mayor Linwood Parker addressed the Board regarding Economic Development in the County and the need to extend natural gas to the Four Oaks Business Park Mayor Parker spoke on the business park , noting that the first tenant was Becton Dickinson in 2010 , and stated the goal is now to finish building out the park Mayor Parker stated he has been working diligently to try to have natural gas extended to the business park since it is necessary for most manufacturing companies when they are considering new locations Mayor Parker reported that Piedmont Natural Gas has indicated natural gas could be extended provided there is an end user as well as participation to assist with the extension Mayor Parker asked the Board to consider providing assistance with extending natural gas to the Four Oaks Business Park 5 Commuter Rail Study Update Scott Saylor reported that since his retirement from North Carolina Railroad , he has been consulting for Johnston County as it relates to the Commuter Rail Study being conducted by GoTriangle Mr Saylor explained that the study area includes Wake , Durham , and Johnston Counties , primarily western Johnston County He noted that Orange County may be added to the study area at some point in the future Mr Saylor stated they are currently at the detailed feasibility study point in the study He stated under consideration withinPagePage pageNumber749 April 5 , 2021 – 10 00 am Continued the study is just over 12 rail miles within Durham County , 275 rail miles within Wake County and into Johnston County at the Clayton area it is just over 5 miles with the total system under study being 45 rail miles Mr Saylor stated further phases of the study could include extending it to Selma He noted the North Carolina Department of Transportation is also looking at a commuter rail line running north and south from Wake Forest to Southern Pines and recently other conversations have been taking place regarding Amtrak service Mr Saylor reviewed the following information with the Board PagePage pageNumber850 April 5 , 2021 – 10 00 am Continued At the inquiry of Commissioner Ted G Godwin , Mr Saylor stated the biggest unknown in a project like commuter rail is the construction costs He explained that the necessary assets can be identified , but it is difficult to accurately estimate what those assets will cost at the actual time of construction Mr Saylor continued that this particular system build - out plan is 18 to 20 years so the construction costs have to be inflated based on that period Commissioner Tony Braswell commented that one issue of concern to him is how people will get to their individual places of work from the train stops Commissioner Braswell stated places like Raleigh are spread out and he asked if that was being considered Mr Saylor agreed with Commissioner Braswell that it is an issue to consider and only a percentage of the population will actually use the service because of difficulties with getting to their specific places of work Mr Saylor noted this is being factored within the study Upon a question by Commissioner Butch Lawter , Mr Saylor reported the actual ending point in Clayton has not been narrowed down yet as a decision , but the area around Powhatan Road and NC Hwy 42 has been chosen for evaluation in the study Commissioner Lawter stated that he believes this is the time to look at things from a bigger picture and bring in more of the partners to discuss the options at a future meeting 6 Public Utilities – Clean Water Education Partnership Proposed Agreement Utilities Director Chandra Farmer , PE , explained that the Neuse River Basin - Nutrient Sensitive Waters Management Strategy Neuse Rules outlines requirements for local governments within the Neuse River Basin related to stormwater management She stated in addition to related to public education , the County joined the Clean Water Education Partnership CWEP administered by the Triangle J Council of Governments Ms Farmer continued that CWEP is a cooperative effort between local governments , state agencies and non - profit organizations to protect water quality in the Tar - Pamlico , Neuse and Cape Fear River Basins She stated the partnership aims to protect North Carolina’s waterways from stormwater pollution through public education and outreach CWEPPagePage pageNumber951 April 5 , 2021 – 10 00 am Continued conducts in - person education at local festivals , schools and other community events ; and mass media outreach campaigns through digital , radio television , print and cinema ads in English and Spanish Ms Farmer stated that CWEP’s Committee Commissioner Tony Braswell spoke on the actions from the March 15 , 2021 Board of Commissioners meeting as it relates to the appointment process for the Land Use Plan Steering Committee Commissioner th Braswell stated at the March 15 meeting , there was a motion by Commissioner Fred J Smith , Jr for each Commissioner to select one individual from their respective districts to serve on the Steering Committee and the motion passed Commissioner Braswell indicated that there may have been some confusion and he would like the Board to consider the matter again Appointment Process Motion Commissioner Tony Braswell moved the Commissioners not appoint one individual from their respective districts to serve on the Land Use Plan Steering Committee and instead place all the applicants on a ballot for consideration Commissioner Patrick E Harris seconded the motion Discussion Commissioner Fred J Smith , Jr thanked Commissioner Braswell for bringing the matter to the Board’s attention Commissioner Smith stated he would like the record to show that after his motion carried to allow the Commissioners to select one individual from their districts , he reconsidered Membership Makeup Motion Commissioner Butch Lawter noted that the original plan was to have a Commissioner also sit on the Steering Committee but he would like the Board to reconsider that idea staff on guidelines to select a consultant to study solid waste disposal funding mechanisms Mr Hester stated a Request for Qualifications was issued with Garrett & Moore selected as the consultant Mr Hester stated final negotiations are underway on a contract for services He noted that in addition to analyzing solid waste disposal funding options , the consultant would also work on developing a 20 - year funding plan for the Board to consider 12 Board Reports and Comments A Traffic Safety Concerns Commissioner Tony Braswell noted the number of car accident related fatalities recently and expressed his sympathy to all those that have lost family members and loved ones Commissioner Braswell spoke on his concerns that the driving habits of motorists have changed drastically over the years and noted that fatalities and accidents increased in 2020 despite the COVID - 19 Pandemic Commissioner Braswell stated he would like to see the Chairman send a letter to the Governor and request more assistance with patrolling roadways , especially on the interstates Following discussion , it was the consensus of the Board for staff to work with the Chairman to send a letter to the Governor B Litter and Roadway Trash Commissioner Ted G Godwin noted that at a recent meeting of the Highway 70 Corridor Commission the topic of roadway trash and litter was discussed Commissioner Godwin stated the Department of Transportation recently announced that they have collected 2 million pounds of trash since January Commissioner Godwin stated the General Assembly is proposing some things related to
