10 622 Meeting of the Johnston County Board of Commissioners April 3 , 2017 6 00 pm The Johnston County Board of Commissioners met in regular session Monday , April 3 , 2017 at 6 00 pm in the Commissioners Meeting Room , Johnston County Courthouse Annex , Smithfield , North Carolina The following members were present Present Chairman Jeffrey P Carver , Vice Chairman Ted G Godwin , Cookie Pope , Allen L Mims , Jr , Chad M Stewart , Keith Branch , and Larry Wood Absent None Also Present County Manager Rick J Hester , Clerk to the Board Paula G Woodard , County Attorney Jennifer J Slusser , and Paralegal Deputy Clerk to the Board Dana Cuddington Chairman Jeffrey P Carver called the meeting to order at 6 00 pm and the following business was transacted 1 Public Comment A GoTriangle JCX and CLX Bus Routes – General Public Transportation Concerns In response to citizen concerns from the March 6 , 2017 6 00 pm meeting during Public Comment , Community & Senior Services JCATS Director Neal Davis provided the Board with the following data and cost information if JCATS were to consider continuing the JCX and CLX bus routes that are being discontinued in June Page623 April 3 , 2017 – 6 00 pm Continued Mr Davis reported at this time , there are no known funding sources in place to cover the costs as the two routes received temporary funding as part of the Fortify construction project , but noted that he will be a part of a conference call on April 4 , 2017 with the Department of Transportation and hopes to have more information Mike Charbonneau , Director of Marketing and Communications for GoTriangle , also provided the Board with information concerning average daily ridership numbers Mr Charbonneau clarified that the average daily ridership for the two temporary routes created for Johnston County as part of the Fortify Project are 20 per route for a total of 40 people Donna Wade , 30 Longhorn Drive , Garner , Johnston County , addressed the Board and provided a packet of information regarding general public transportation data and demographics as it relates to population and commuters Ms Wade stated the population will continue to increase along with the traffic and she spoke on the importance of the County finding better and alternate methods of transportation Evan Barnette of 64 Elam Court , Garner , Johnston County , updated the Board with information she has learned since the March 6 , 2017 6 00 pm Commissioners meeting regarding the GoTriangle bus routes Ms Barnette asked how she could be of assistance to bridge the gap in communication in the hopes of looking at more public transportation options in the future Ms Barnette also asked how she can stay informed with regards to meetings and conference calls on the issue Chairman Jeffrey P Carver thanked everyone for the information stating it is good to continue the dialogue Chairman Carver encouraged Ms Barnette and others to stay in touch with the County Manager and or Mr Davis to stay informed B Flowers Plantation – River Dell Elementary School Traffic Transportation Concerns Reid Stephenson with Flowers Plantation and Engineer Bastian Schroeder with Kittelson & Associates , Inc updated the Board with their findings in response to concerned homeowners in Flowers Plantation as well as other citizens in that area for a pedestrian crossing at the River Dell Elementary School Mr Stephenson stated they would like to present a proposal they feel is a safe and reasonable crossing design at the school Mr Stephenson reported the proposal has been reviewed with the North Carolina Department of Transportation and Superintendent Dr Ross Renfrow with Johnston County Schools Mr Schroeder presented the following proposal for a pedestrian hybrid beacon crossing at River Dell Elementary School Page624 April 3 , 2017 – 6 00 pm Continued Mr Schroeder offered to answer any questions Page625 April 3 , 2017 – 6 00 pm Continued Commissioner Keith Branch asked how much time is allowed for a pedestrian to walk across the road with this type of signal and how long does it take for the signal to activate once a pedestrian approaches and pushes the button to cross Mr Schroeder responded that typically the time allowed is seven seconds to cross the road ; however , the time can be expanded at the discretion of the signal engineer Mr Schroeder stated the parameters of the signal control are often set once there has been field observation to monitor the crossing Chairman Jeffrey P Carver thanked Mr Stephenson and Mr Schroeder for the information and noted that STARClayton is on the agenda later in the meeting to discuss their concerns at River Dell Elementary School and they may have questions regarding the proposal 2 Triangle J Council of Governments – Resolution for Economic Development District Triangle J Council of Governments Executive Director Lee Worsley addressed the Board and requested the Commissioners to adopt a resolution supporting the designation of the seven county Triangle J Region as an Economic Development District Mr Worsley thanked Johnston County Economic Development Director Chris Johnson who he stated has been very helpful in conversations and supports the designation Mr Worsley stated an Economic Development District is an administrative designation by the US Economic Development Administration to say that the Triangle J Council of Governments will be the primary contact for the member governments in the region Mr Worsley stated the designation would also allow Triangle J to access US Economic Development Administration funding to help the member governments on a variety of economic development issues Mr Worsley clarified that the designation is not an effort to try to get into economic development recruitment as that is the County’s role with Mr Johnson , but rather it will allow Triangle J to offer support and assistance with the US Economic Development Administration Mr Worsley stated there is no money being requested from the County , just the resolution in support At the inquiry of Commissioner Ted G Godwin , Mr Worsley stated he does not see any downside to the designation as it will help Triangle J further assist the member governments Upon a motion by Commissioner Ted G Godwin , seconded by Commissioner Cookie Pope , and carried by unanimous vote , the Board adopted the following resolution RESOLUTION SUPPORTING DESIGNATION OF THE 7 COUNTY TRIANGLE J REGION AS AN ECONOMIC DEVELOPMENT DISTRICT Whereas , Johnston County is located in the Triangle J Region of North Carolina ; and Whereas , In November 2012 , the Triangle J Council of Governments Board of Delegates unanimously adopted The Triangle J Region Comprehensive Economic Development Strategy CEDS for the seven county Triangle J Region planning area comprised of Chatham , Durham , Johnston , Lee , Moore , Orange , Wake Counties and their municipalities ; and Whereas , the Board of Delegates of Triangle J Council of Governments has directed that Triangle J should undertake activities that further economic development and social welfare in the Triangle J Region planning area and to promote economic development and job creation by carrying out community and economic development initiatives as outlined in the adopted CEDS ; and Whereas , Portions of the seven Counties within the Triangle J Region meet all applicable measures of economic distress for unemployment and per capita income as provided in 13CFR 3013 for the 24 - month period ending February 2017 and the region has experienced job losses that qualify through US EDA under special need ; and Whereas , the Triangle J Council of Governments is seeking Economic Development District EDD designation for the Triangle J Region planning area through the United States Economic Development Administration ; and Whereas , the designation of the Triangle J Region planning area as an EDD will further the community and economic development interests of the seven - county region and greatly enhance implementation of our regional CEDS by coordinating efforts to create jobs , build an entrepreneurial economy and attract reinvestment in communities throughout our region – large , small , urban and rural PagePage pageNumber5626 April 3 , 2017 – 6 00 pm Continued Now , Therefore , Be it Resolved , that the Johnston County Board of Commissioners , as duly elected and authorized representatives of the people of Johnston County , do hereby support the designation of the seven - county Triangle J Region planning area , comprised of Chatham , Durham , Johnston , Lee , Moore , Orange , Wake Counties and their municipalities , as an Economic Development District through the US Economic Development Administration rd Adopted the 3 day of April , 2017 3 Public Hearing Rezoning and Special Use Requests Advertised – The Smithfield Herald – March 22 and 29 , 2017 Certified letters were mailed to adjoining property owners on March 20 , 2017 Notices were posted at the locations on February 6 , 2017 for Cases 04 - 30 MOD and 17 - 02 The Chairman opened the Special Use Hearing for Case 04 - 30 MOD Case 04 - 30 MOD Petition to add Automotive Repair - Mechanical to an existing Special Use Permit on a 078 acre parcel located at Middle Creek Commons at the intersection of NC Hwy 42 W and NC Hwy 50 N in Cleveland Township The current zoning is General Business - Special Use District and is currently vacant Tax ID 06D02016U Owner Barnett Middle Creek , LLC Applicant Spencer B Terry III , PE Special Use Permit To allow for a commercial shopping center for office , restaurant , retail , gas station , fast food , and Automotive Repair - Mechanical Those wishing to speak on Special Use Case 04 - 30 MOD were sworn in by the Clerk to the Board Planning Director Berry Gray introduced the special use case and stated the petition is to add Automotive Repair - Mechanical to an existing Special Use Permit on a 078 acre parcel located at Middle Creek Commons at the intersection of NC Hwy 42 W and NC Hwy 50 N in Cleveland Township Mr Gray entered the fact sheet , supporting documents in the agenda packet , and introduced the following summary of evidence into the record A pre - application consultation was held with the applicant for Case 04 - 30 MOD on January 3 , 2017 At that time , the applicant was informed of the following ? If approved , applicant must provide to the Planning Office a Site Plan for their review and approval ? Applicant must comply with the requirement of the Johnston County Land Development Code regarding landscaping , buffering and fence or any additional requirements as approved by this Board ? Applicant will be notified in writing of the Board’s decision ? Mechanical 2 The Special Use Permit shall expire with the violation of any Special Use Condition 3 Submission of a detailed site plan for review and approval by the Planning and Zoning Department Staff 4 Submission of a unified sign plan for review and approval by Planning and Zoning Staff 5 Where applicable all driveways streets shall align with driveways streets on opposing sides of thoroughfares 6 Installation of a 2 x Class C buffer along the southern property line and installation of a 15 x Class C buffer along the remaining property lines 7 Stormwater Plan must be updated to include the additional uses Items in bold are additions to the existing special use conditions Mr Gray stated the outparcel is a part of the shopping center and is the last outparcel to be built upon Mr Gray stated the area is located within a designated “ Primary Growth Area ” on the County’s Comprehensive Land Use Plan which denotes an area in which high levels of growth pressures currently exist or are anticipated near term Additionally , the site is located within a “ Community Centers ” Commercial activity node Mr Gray offered to answer any questions Applicant Spencer Terry , Engineer with Carolina Land Development Group , stated the proposed use would be a Meineke Car Care Center He stated the use would be low impact and utilities are already on site Mr Terry offered to answer any questions At the inquiry of Commissioner Allen L Mims , Jr , Mr Terry stated Meineke would be using the entire 078 acre site and he reviewed the overall plans for the use Upon a question by Commissioner Chad M Stewart , Mr Terry stated the regular hours of operation would be Monday through Friday 8 00 am to 5 00 pm Mr Terry stated there are no plans for any overnight vehicles inside or outside of the building as Meineke does not want that responsibility for insurance reasons There being no further public comments , the Chairman closed the public comment portion of the hearing Mr Gray reported the Planning Board recommended approval of the special use permit modification based on the information presented in the fact sheet along with the findings of fact , summary of evidence , and special use conditions There being no further comments , the Chairman recessed the Special Use Hearing for Case 04 - SUD Tax ID 16L05035 Owner Penny Margaret Lynch and Deborah Lynch Cross Revocable Trust Applicant Theresa Daughtry Planning Director Berry Gray stated the petition is to rezone 1676 acres out of a 727 acre tract located at 1075 Lynch Road in Wilders Township from Agricultural Residential to General Business – Special Use District Mr Gray noted the special use request associated with the rezoning is to allow for an events center He stated the site is currently vacant and used for agricultural purposes The surrounding land uses are zoned Agricultural Residential and used for agricultural and residential purposes as well as Planned Unit Development and vacant The area is located within a designated “ Secondary Growth Area ” on the County’s Comprehensive Land Use Plan which denotes areas in which low to moderate levels of growth pressures are anticipated over the next 20 years In addition , the site is situated between “ Community Center ” and “ Neighborhood Center ” activity nodes Trent Lassiter , 44 Batten Road , Selma , explained they currently own The Farm outdoor event and concert hall located near Selma He reported the subject site would be a second location that would offer a facility mainly for wedding use on the weekends Mr Lassiter stated there may be some corporate events during the week He stated there will be no outdoor concerts or a stage In response to a question from Commissioner Larry Wood , Mr Lassiter stated at their current facility , they are booked up and are hoping this second location will provide an alternative to customers they are currently having to turn away PagePage pageNumber8629 April 3 , 2017 – 6 00 pm Continued Commissioner Keith Branch asked would there be any outdoor music such as for weddings that may be held outside Mr Lassiter stated there are no plans for a concert stage or concert series Mr Lassiter stated he cannot say that a wedding will not have a small band on the outdoor patio , but in those instances the facility would follow the County’s regulations for light and noise At the inquiry of Commissioner Chad M Stewart , Mr Lassiter stated the building is planned for approximately 14,000 square feet and the use would occupy roughly half of the site for the building and parking Lisa Bland , 56 Somers Lane , Clayton , spoke in support of the rezoning Ms Bland stated she lives in the Flowers Plantation area and the proposed use is needed to accommodate small events There being no further public comments , the Chairman closed the public comment portion of the hearing Mr Gray reported the Planning Board recommended approval of the rezoning and adoption of a Resolution for the Statement of Consistency as submitted in the agenda packet There being no further comments , the Chairman closed the Rezoning Hearing for Case 17 - 02 Commissioner Keith Branch seconded the motion which carried by unanimous vote RESOLUTION FOR CASE NUMBER 17 - 02 RESOLUTION ADOPTING A STATEMENT OF CONSISTENCY REGARDING A PROPOSED ORDINANCE AMENDING THE OFFICIAL ZONING MAPS OF JOHNSTON COUNTY WHEREAS , pursuant to NC Gen Stat § 153A - 341 , prior to adopting or rejecting a zoning amendment , the governing board is required to adopt a statement as to whether the amendment is consistent with the comprehensive zoning plan and why the board considers the action taken to be reasonable and in the public interest ; WHEREAS , the County Planning Board has reviewed a proposed amendment to The Official Zoning Maps of Johnston County , for the parcel identified as tax Tag ID 16L05035 located at 1075 Lynch Road as shown on the attached Exhibit A , from Agricultural Residential AR to General Business Special Use District GB - 509 , and shall be limited to 36 sqft 7 Hours of operation shall be limited to Monday – Sunday 7 00am - 2 00am 8 Environmental Health regulations must be adhered to for any food preparation or sales 9 Any lighting will be engineered so as to be dark sky and not to shine on adjacent properties Items in bold recommended by Planning Board Mr Gray listed and reviewed the special use conditions with the Board Mr Gray stated the Class C buffer was added at the Planning Board meeting in response to concerns of potential impacts for residents across Lynch Road Commissioner Keith Branch stated at the Planning Board meeting one of the concerns dealt with headlights shining in homes across the road and asked what the Board could do to make sure that does not occur at the entrance exit Mr Gray stated he is aware that the Department of Transportation had some concerns with the driveway being located too close to Hwy 42 so they recommended that it be moved further north Mr Gray stated in the past , the Board has required the driveway to be situated in a manner such that headlights from cars will not shine directly into houses across the street in the special use conditions Commissioner Allen L Mims , Jr asked if the Class C buffer would help to address the concerns regarding headlights Mr Gray confirmed that the Class C buffer along Lynch Road would help the situation at the parking lot ; however , there may still be some open area directly at the driveway Mr Gray stated based on the site plan , the driveway does not appear to be directly in front of a house in that there appears to be some offset Chairman Jeffrey P Carver asked about the hours of operation proposed Mr Gray reported the hours of operation were not discussed in detail at the Planning Board meeting Trent Lassiter , 44 Batten Road , Selma , stated regarding the driveway , at the request of the Department of Transportation , the driveway was located further away from Hwy 42 to satisfy their requirements for better traffic flow Mr Lassiter added that he thinks the location of the driveway will be past the northern most lot Mr Lassiter stated with regards to the hours of operation , he plans to use the same contract at this facility as he does with his current facility that says the latest anyone can be on the site is 11 00 pm Mr Lassiter explained the majority of their events are done by 9 30 pm with the crowd leaving and the cleanup completed by 11 00 pm He stated the contract would be consistent with the County’s noise ordinance Chairman Carver reminded everyone that the special use , if approved , stays with the property and possible future property owners may not be as good of a neighbor as Mr Lassiter intends to be Chairman Carver stated he wants to make sure the neighboring property owners are protected for the future Mr Lassiter stated they plan to operate this second location the same as they do their current venue which is where his home is and his neighbors are located Mr Lassiter stated there may be one or two exceptions per year to the 11 00 pm rule , with one such exception being New Year’s Eve He stated at the current venue , he tries to hold concerts earlier in the evening so as not to disturb the neighbors The Board discussed modifying the hours of operation to account for the New Year’s Eve events Mr Lassiter stated the contract requires renters to be out by 11 00 pm , but the New Year’s Eve events are hosted by him directly County Attorney Jennifer Slusser advised that for the purposes of enforcement it would be easier to have a set hours of operation rather than specifying when events should be over versus clean - the - record meetings in networking arenas 13 Actively campaigned for candidates who support smart growth in Johnston County 14 Been in communication with current principal at River Dell Elementary School , Janet Lebo 15 Working with current PTA in creating another Walk to School Day at River Dell Elementary , which we encourage all of you to attend , so that you can see for yourself how many sheriff and fire department personnel are required to ensure a “ safe ” walk to school happens There is currently no safe active route to walk to the school This is all in attempt to achieve the safety infrastructure that our children and community deserve Page3634 April 3 , 2017 – 6 00 pm Continued As you know , River Dell Elementary currently educates 1025 students When we last presented in March 2016 it was 982 Several thousand new homes are still forecasted to be built as part of the Flowers Plantation development , over the next few years Initially we did extensive research in hopes of finding a master plan available to the public for future sidewalks , crosswalks , traffic lights , proper turning lanes etc , that will be built to make the traffic conditions less hazardous in front of our school Unfortunately , despite increased development and growth in the area , there were no plans shown in the Johnston County Comprehensive Transportation Plan or the North Carolina Department of Transportation planning documents that would indicate even an acknowledgement of the unsafe conditions River Dell Elementary has been in existence for over 11 years now We cant comprehend how developers can continue to build homes at an exponential rate when the school and road infrastructure clearly cannot support it It is the JOCO Board of Commissioners who are responsible for the approval of this growth I have personally been here over 2 years now and it appears little , if any , open and transparent coordination or communications is taking place between the stakeholders in this community Most certainly not with the parents and community members at large There is no evidence of a well - coordinated effort between Johnston County Schools , River Dell Elementary , NCDOT , the county commissioners , Law Enforcement , and Flowers Plantation Developers If there is a coordinated effort , the community and parents should be informed and invited to be part of any conversation I’m sure you all know Mr Tim He was the volunteer retired military and retired Sherriff who took it upon himself to direct the traffic during drop off and pick up of students at River Dell Elementary for five years He was never officially sanctioned by the school and had no liability insurance to cover his efforts His willingness to literally and figuratively put his neck on the line for our children was taken for granted The most recent car accident in front of River Dell has reminded everyone how critical his efforts were for our safety If you know anything about Mr Tim , to say he was a selfless contributor to our community , is an understatement We miss him and wish him the best th 2016 On February 24 , we attended a two - hour meeting with Tim Little and Jiles Harrell with the NCDOT Their responsiveness and genuine interest in assisting us was refreshing We were extremely happy to see the effort and detailed plan they have developed to resolve all immediate traffic safety problems that we had been fighting so hard to achieve Please reference the map of River Dell Elementary School This was provided by the NCDOT as their scope and plan The only possible road block to the plan was that Flowers Plantation would have to agree to convert the existing road into River Dell Towns from private to public access It has taken almost a year for Flowers Plantation to convey , via their consultant Ramey F Kemp & Associates , that they are NOT in support of utilizing that street for public access This undermines the efforts of the NCDOT with all the studies they have conducted and time spent to form a plan that is ALL encompassing It also further delays a “ shovel ready ” project and the funding that Tim Little believed he would be able to secure if the plan was approved There is a meeting proposed to take place in the next couple of weeks with Ramey F Kemp and Associates on behalf of Flowers Plantation to discuss alternate plans Is this still accurate However , the feedback we have gotten from NCDOT , indicates there are NO other plans that will correct the traffic and pedestrian safety issue This is the best plan NCDOT presented this plan to the JOCO Board of Commissioners , seeking their approval to move forward with the plan if they were to receive the ok from Flowers Plantation The vote was unanimous to stand behind the NCDOT Most important , NCDOT was ready to secure the funding and begin breaking ground during the summer of 2016 We later met on March 14 , 2016 as observers of a meeting with NCDOT and Ramey Kemp & Associates to present this plan As expected Flowers Plantation did not approve of this plan and recommended meeting later with NCDOT to propose an alternative plan We received an email from Tim Little confirming there was another meeting that took place with Ramey Kemp & Associates in June of 2016 , where Flowers Plantation was going to provide an alternate plan to the NCDOT plan What was the outcome of that meeting All we see is more delaying tactics by Flowers Plantation to prevent the implementation of safety infrastructure that would have come AT NO COST to them They do not want the River Dell Towns Pkwy to be used as a state maintained road so that cars and buses can enter to the rear of the school and eliminate the cuing on Buffalo Road NCDOTPage4635 April 3 , 2017 – 6 00 pm Continued indicated the road must be state maintained , for buses to travel on that road This is not the case for the other private roads within the “ Village ” Buses are able to travel within the Village community to pick up and drop off children at 5 different locations twice a day Flowers Plantation requested this to fulfill their obligation to provide safe transportation options for the children residing in the “ Village ” Flowers Plantation did not have to change its private roads to become state maintained Can you please explain how making River Dell Towns Pkwy accessible to school buses would be any different There is a consistent pattern of insufficient infrastructure rooted in the unchecked and unfettered development by Flowers Plantation From our perspective , the current problems are clear and glaring indicators of pending disaster that will be a replay of Wake County’s challenges Currently there are approximately 15,000 residences in Flowers Plantation alone , that is responsible for 50 of the growth increase in Johnston County , according to the Land Use Study of 2014 , of which 50 of Johnston County taxes come from Flowers Plantation area Flowers Plantation’s Master Plan forecasts approx 30,000 residences within the next 5 - 10 years , according to Ramey F Kemp and Associates presentation to the County Commissions Meeting back in November 2015 regarding the 42 - widening project Johnston County is growing at a rate of 750 kids a year That is a school a year , yet there is no land identified on which to build future schools for the Flowers Plantation area Our assigned schools of River Dell Elementary School , Corinth Holders High School , and Archer Lodge Middle School , are all at , or well above , capacity after building additional classroom extensions Everyone we have spoken to acknowledges the problem and the negative impact on the community , our children’s education , and our property values Unfortunately , there are no sustainable solutions on the table There are only school expansions that will serve as a band aid to deal with the existing overcrowding , this doesn’t begin to address the arterial wound of future growth that requires a tourniquet The Growth Management Report written by the Johnston County Growth Management Committee in September of 2006 predicted that our schools would reach a “ two - year warning ” by 2008 ; that our schools would reach max capacity Which begs the question , why wasn’t the funding secured then , to obtain land required for schools and the growth This master plan was approved by the county correct The forecast of population growth to today’s date is on target The county saw this coming , 11 years ago , and nothing was done to accommodate infrastructure for the growing population or to put a pause on approved developments to allow the infrastructure to catch up Due to our location in the unincorporated area of Johnston County , residents of Flowers Plantation pay only county taxes The absence of a municipal tax is advertised as an incentive to move to Flowers Plantation As a Flowers Plantation resident homeowner you are required to pay into a non - profit organization called The Foundation that is supposed to fund infrastructure of streets and maintenance , utilities for common use areas … etc Yet , as homeowners in the community we do not have a say in how these funds are used The cost of the Foundation fee can be increased at any time without a vote from the homeowners who are required to be members An increase just took place effective 2016 from 125 a year to 160 With no municipality or elected officials to represent us , we are beholden to Flowers Plantation as our acting government We pay astronomical HOA fees for infrastructure and services that a town would otherwise provide While water , sewer , and trash are offered within the “ Village ” , the emergency services and first responders required to support such a large and growing population is simply inadequate The Foundation has communicated through legal representatives that “ there are no plans for more schools , there are no plans for sidewalks , there are no plans … ” Although this is exactly what they are advertising on their website to potential buyers This and many other marketing ploys brought me here We have no municipal representation that helps get funding for schools , infrastructure etc We rely entirely on Archer Lodge Fire Department , and the Johnston County Sherriff’s Department for emergency and law enforcement services With a population of 15,000 in comparison to a neighboring Clayton at approximately 16,000 , we obviously need municipal representation We should be able to count on the elected officials in the county in which we pay property taxes , to fill the gap where the developer has failed Unfortunately , we have hit one road block after another because of the power and influence the developer has over the community , the NCDOT , and Johnston County Our perception is Flowers Plantation seems to remain exempt from smart and responsible economic growth standards What we are proposing today is that you help us by standing behind the Board of Education , the NCDOT , and the plan for River Dell Elementary School Help us in our efforts to gainPage5636 April 3 , 2017 – 6 00 pm Continued representation that correlates with the growth of our community , and to hold the developer of Flowers Plantation accountable for infrastructure required to ensure sustainable and safe communities for our families Through all our research and communications over the past year , it is obvious that the only variable in the infrastructure requirements equation , that can be controlled , is the speed of the development We are not saying we want growth to stop We are saying you have a civic duty as elected representatives of the voters living in the unincorporated portions of this county , that make up 50 of its growth , to ensure the growth is done responsibility and at a manageable pace , that ensures the safety and education of our children Page6637 April 3 , 2017 – 6 00 pm Continued Upon a question by Commissioner Allen L Mims , Jr , Ms Gallagher stated they plan to present the information to the Board of Education later this week Ms Gallagher stated the Board of Commissioners approved supporting a proposal by the Department of Transportation last year ; however , the hold -
