19 Updates Health Director Dr Marilyn Pearson began by thanking all the partners that continue to assist the Health Department with the response to the COVID - 19 Pandemic especially of late with the vaccine clinics Dr Pearson also expressed her appreciation to the residents of Johnston County for continuing to practice social distancing , mask wearing , and frequent handwashing because in looking at the data , she stated the numbers are headed in the right direction She stated the number of positive cases in Johnston County is starting to improve and the current positivity rate stands at 67 She noted Johnston County has been downgraded from red to orange within the State’s Alert System Dr Pearson stated they continue to provide vaccines at the Health Department as well as through the mass vaccination clinics Dr Pearson reported they are also transferring vaccines to other vaccine - enrolled providers in an effort to reach as many areas within the County as they can She noted over 24,000 first doses and over 13,000 second doses have been administered in Johnston County through the Health Department , the hospital , and healthcare providers Dr Pearson stated a new one - dose vaccine from Johnson & Johnson has just been approved although she is unsure when or how much of that vaccine would be sent to Johnston County She thanked the Board for their continued support Commissioner Patrick E Harris commended Dr Pearson and all those that have been involved in the response to COVID - 19 , stating he hears nothing but praise for their work Emergency Services Director Kevin Hubbard reported the Personal Protective Equipment PPE supply chain for COVID - 19 remains stable Mr Hubbard stated the average daily EMS calls where a patient isPage4 March 1 , 2021 – 10 00 am Continued responding yes to any COVID related screening questions is continuing to trend down He noted the EMS personnel and fire department first responders continue to provide great service to the citizens while making sure to protect their own health He stated they would continue to support the Health Department in the response and with future vaccine clinics 4 Public Comments A Introduction of Johnston County Schools Superintendent Dr Eric Bracy Johnston County Board of Education Chairman Todd Sutton formally introduced Superintendent Dr Eric Bracy to the Board of Commissioners Mr Sutton noted that Dr Bracy started with Johnston County Schools in July ; however , COVID - 19 has put a delay on some of the normal meetings and introductions that usually accompany a new Superintendent Mr Sutton also stated the Board of Education looks forward to the th joint meeting with the Board of Commissioners on March 16 Dr Bracy provided a background on his experience in education stating he has been a superintendent for 13 ½ years and that he comes from a family of educators Dr Bracy stated he is excited to be working in Johnston County and he looks forward to working with the County Commissioners Dr Bracy noted that County Manager Rick Hester reached out to him before he even started working in Johnston County and he appreciates that connection and friendship Dr Bracy also expressed his appreciation to the Health Department , Emergency Services , and all the other partners that helped with the vaccination clinic for Johnston County Schools ’ employees noting that 1,964 employees were vaccinated that day The Board welcomed Dr Bracy and thanked him for his comments 5 CDBG Coronavirus Resolutions Grants Consultant Skip Green requested the Board to approve a Resolution to Adopt Fair Housing and Duplication of Benefit Policies , Plan , and Guidelines required for the Community Development Block Grant - Coronavirus CDBG - CV Mr Green stated the grant was previously awarded to Johnston County in the amount of 900,000 and is being used to provide funding to eligible families who need assistance making subsistence payments including utilities , heating fuel , water bills , and rent mortgage payments due to the adverse impact of COVID - 19 He noted the program is being administered through the Department of Social Services Mr Green reviewed the resolutions with the Board and offered to answer any questions Upon a motion by Commissioner Butch Lawter , seconded by Commissioner Ted G Godwin , and carried unanimously , the Board adopted the following as it relates to the CDBG - CV A RESOLUTION TO ADOPT FAIR HOUSING AND DUPLICATION OF BENEFIT POLICIES , PLAN AND GUIDELINES FOR JOHNSTON COUNTY’S SMALL CITIES COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM Whereas , the administration of a Small Cities Community Development Block Grant CDBG requires the adoption and implementation of specific policies and guidelines ; and Whereas , Johnston County has received a CDBG Coronavirus CV grant number 20 - CV Subsistence Payment Relief Program DSS COVID Subsistence Payment Relief Program duplication of benefit policy is to take appropriate measures to eliminate the duplication of payments Measures to be taken follow ? Johnston County’s subsistence payments will be made directly to the utility , lender , landlord , etc that are due payments ? Verification with utility company , landlord , or Mortgage Company that no other person or organization has authorized payment for what is needed to prevent homelessness and or service disconnection ? Upon approval of the CDBG - CV application , the method of payment will be a direct payment to the vendor , as no funding will go directly to households ? The self - certifying application will contain question and declaration sections specifically to prohibit the duplication of benefits Examples of these sections follow Question “ Has anyone listed on the application ever received CDBG - CV funding or any other benefits funding for the COVID - 19 Crisis other than the stimulus funds from the IRS , such as FEMA , churches , non - profits , etc ” Declaration “ Applicant Statement Payments being requested are not duplicating other assistance that has or will be received I understand that it is against the law for me to make false statements and that I am subject to penalties if I do I declare under penalty of perjury that the information I have provided is a true and complete statement of facts according to my best knowledge and belief I certify , under penalty of perjury , that all persons for whom I am applying are US citizens or qualified immigrants I give the agency permission to verify any information necessary to determine my eligibility for CDBG - CV ” DSS may add additional procedures and modify the subsistence payment application , including its non - duplication of benefit question and declaration sections without Board of County Commission approval Adopted this the 1st day of March , 2021 in Smithfield , North Carolina by the Johnston County Board of Commissioners 6 Beaver Management Assistance Program – Update to the Board USDA Wildlife Services District Supervisor Chris Willis provided an update to the Board regarding current Beaver Management Assistance Program BMAP activities Mr Willis stated he has been the District Supervisor for almost one year and he introduced Wildlife Services Officer Tiger McCree Mr Willis stated Johnston County has been a part of BMAP for many years and currently contributes 6,000 annually to the program Mr Willis explained that allocation goes towards offsetting the cost to landowners He noted to date they have removed 37 beavers , 26 dams , and completed 94 visits overall Mr Willis spoke on their current workload and noted that some sites have been difficult to get to because of all the rain He stated they hope to continue their work once some of the water recedes Mr Willis noted they also help address problems with vultures , feral swine , and any other animal not handled by Animal Control Mr Willis submitted and reviewed with the Board a handout on their work and statistics He offered to answer any questions Upon a question by Commissioner Ted G Godwin , Mr Willis stated the best way for people to get in touch with their office is through the North Carolina Wildlife Resources Commission website The Board thanked Mr Willis for the update 7 Cooperative Extension – Update to the Board Cooperative Extension Director Bryant Spivey thanked the Board for their leadership in Johnston County He also thanked County Manager Rick Hester and the Administration team Mr Spivey stated the North Carolina Cooperative Extension is a partnership between the federal government , the State of North Carolina , North Carolina State University , North Carolina A & T State University , and the local governments in all 100 counties He stated they provide educational programs in the areas of farm , food , and 4 - H Mr Spivey stated for farms , they support production and continuing education to keep farmers up to date on growing crops and maintaining their credentials He stated on the food side , they provide support with local food and local farmer connections as well as nutrition education Mr Spivey stated 4 - H is the youth component of their Cooperative Extension Office over the past year He spoke on the statistics outlined within the handout , as follows Mr Spivey stated even during the COVID - 19 Pandemic , they have not closed He noted they are continuing to provide services to their customer base while changing some of their practices for health and safety reasons He also noted that they have provided Personal Protective Equipment PPE to farms and farm workers including masks , hand sanitizers , face shields , cleaners , and other supplies Mr Spivey stated while there may have been some COVID - 19 related instances within farm worker housing , it has not significantly affected farm production Mr Spivey noted they are also working with their partners on a vaccination clinic for farm workers , and hope to have more Commissioner Ted G Godwin , Mr Spivey stated they are making preparations to hold the Youth Livestock Show in April and he will forward information about the event to the Board Mr Spivey also spoke on Balance Policy County Manager Rick Hester noted that one of the recommendations from the recent work session by the County’s financial consultant Davenport was to amend the fund balance policy to 20 Mr Hester stated staff also recommends the Board take this action Upon a motion by Commissioner Fred J Smith , Jr , seconded by Commissioner Tony Braswell , and carried unanimously , the Board amended the fund balance policy from 15 to 20 in the Financial Policy Guidelines B Clarification of Numbers from Work Session and Approval to Issue RFQ for Space Needs Assessment Consultant County Manager Rick Hester stated he would like to clarify earlier cost numbers mentioned at the February 18 , 2021 work session for county space needs Mr Hester noted that he and Deputy County Manager Finance Director Chad McLamb had mentioned an estimate of 100 million had been calculated into their proposed capital improvements plan funding model Mr Hester stated he wanted to clarify that the 100 million number was only an estimate for a new DSS facility and a new building to house the County offices that are currently in the Courthouse and that number would need to be revised once the Board decides on which direction they would like to proceed Mr Hester stated he recommends the Board authorize staff to issue a Request for Qualifications to contract with a professional consultant to study options for County space needs so exact costs can be determined and considered Upon a motion by Commissioner Fred J Smith , Jr , seconded by Commissioner Patrick E Harris , and carried unanimously , the Board authorized staff to issue a Request for Qualifications for consulting services to look at the County’s future space needs and determine the best options for solutions along with more detailed cost would like to be a part of that process C Utility Reimbursement Agreements County Attorney Jennifer Slusser stated over the past few weeks , there has been some discussion regarding requirements related to utility reimbursement agreements She stated those agreements are contemplated in the County’s design development manual as it pertains to reimbursement for upsizing to accommodate future growth for projects that are already in the County’s Capital Improvements Program Ms Slusser stated the discussions recently have centered around the requirements placed on developers that enter into the agreements with the County , in particular performance bonding She stated staff could include a performance bonding requirement into future agreements if that is the decision of the Board At the inquiry of Commissioner Fred J Smith , Jr , Ms Slusser stated one option is for the developer to complete construction in its entirety and receive reimbursement once the infrastructure is accepted by the County She stated the second option is to require a performance bond if the developer would prefer to receive reimbursement at various stages of completion of the project Upon a motion by Commissioner Fred J Smith , Jr , seconded by Commissioner Patrick E Harris , and carried unanimously , the Board voted to require a performance bond on utility reimbursement agreements where
