10 72 Meeting of the Johnston County Board of Commissioners January 2 , 2018 6 00 pm The Johnston County Board of Commissioners met in regular session Tuesday , January 2 , 2018 at 6 00 pm in the Commissioners Meeting Room , Johnston County Courthouse Annex , Smithfield , North Carolina The following members were present Present Chairman Jeffrey P Carver , Vice Chairman Ted G Godwin , Cookie Pope , Allen L Mims , Jr , Chad M Stewart , Larry Wood , and Lee Jackson Absent None Also Present County Manager Rick J Hester , Clerk to the Board Paula G Woodard , and County Attorney Jennifer J Slusser Chairman Jeffrey P Carver called the meeting to order at 6 00 pm and the following business was transacted 1 Public Comment A Recognition of Retiring Director of Emergency Services Kim Robertson County Manager Rick Hester recognized Director of Emergency Services Kim Robertson and stated that she will be retiring at the end of January Mr Hester thanked Ms Robertson for her 30 years of dedication and service to Johnston County Ms Robertson thanked the Board and Mr Hester for allowing her to work for Johnston County and serve her fellow man , stating she has been truly blessed The Board thanked Ms Robertson for her service Commissioner Ted G Godwin stated Ms Robertson will be missed 2 Planning Activity Report The Planning Activity Report for the month of December 2017 is as follows Monthly Activity Report – December 2017 CPB REZONINGS Proposed for December 2017 Special Use Straight Zoning Totals Approved 2017 Cases 1 0 1 24 Total Acres 203 0 203 47856 SUBDIVISIONS Approved Approved 2017 2016 Proposed Re - submittals Major Subdivisions 37 35 8 - - - - Total Lots 1,221 1,608 570 - - - - Total Acres 1,4594 1,368 5826 - - - - Open Space Acres 1983 10757 5637 - - - - Fee - in - Lieu 315,600 398,000 140,400 - - - - Minors 193 148 Total Lots 321 226 Total Acres 84259 60831 Valid Lots 11,313 Adjustments 83 added , 51 removed never developed or recorded Page73 January 2 , 2018 – 6 00 pm Continued 3 Manager Reports and Comments A Mental Health Building Renovations County Manager Rick Hester along with Building and Grounds Director Daniel Clifton , Assistant Health Director Steve Strickland , and Assistant County Manager Director of Finance Chad McLamb updated the Board regarding renovations to the Mental Health Building Mr Hester stated although no agreement is in place yet , staff is working towards an agreement with Alliance Behavioral Healthcare to merge with Mental Health He explained the Mental Health Building is approximately 50 years old and is in need of improvements including a new roof as well as interior renovations Mr Hester stated funds to cover the cost of the work would be taken from the Mental Health reserves Mr Clifton addressed the Board and stated the main improvement would be the roof replacement noting it was last improved in the 1970 ’ s Mr Clifton stated the next significant improvement would be new flooring throughout the building that will require much less care and maintenance He noted the lighting is in need of updating as well as re - waterproofing and caulking throughout Mr Clifton also stated a new handicap ramp will be added at the back of the building , noting there is currently only one handicap entrance at the front of the building Mr Clifton stated all the improvements are greatly needed and Building & Grounds would be handling the new lighting in - house as well as ADA improvements to the bathrooms Mr Strickland agreed that the improvements are needed noting that perception goes a long way in healthcare and patients feel better about themselves in a modern environment Mr McLamb stated as Mr Hester mentioned , the funds to cover the costs will come from Mental Health reserves ; however , if there are any overruns , staff may request to use money from the General Fund He stated any cost overruns should be minimal B Potential Winter Weather County Manager Rick Hester stated staff will be monitoring the potential for winter weather later in the week and will make adjustments if needed to County office schedules 4 Board Reports and Comments A Chairman Appointments Chairman Jeffrey P Carver stated all the Commissioner appointments would remain the same as last year with Commissioner Lee Jackson assuming the boards committees of former Commissioner Keith Branch , except for the Planning Board Chairman Carver stated Commissioner Larry Wood has agreed to serve as the Commissioner representative for the Planning Board B RPO Membership Commissioner Larry Wood noted on the Rural Planning Organization Membership , one of the municipal designations belonging to Johnston County has been shared between the Town of Benson and the Town of Wilson’s Mills with the Town of Wilson’s Mills most recently holding the position Commissioner Wood stated he along with the County Manager and Planning Director met with Wilson’s Mills Mayor Jim Uzzle today who agreed it is time for Benson to take a turn holding the position and Benson has expressed a desire to once again serve on the RPO Upon a motion by Commissioner Ted G Godwin , seconded by Commissioner Larry Wood , and carried unanimously , the Board voted to designate one of the municipal positions on the RPO to the Town of Benson with the Benson Town Council to name that individual There being no further business , Commissioner Cookie Pope moved the Board adjourn Commissioner Chad M Stewart seconded the motion , which carried by unanimous vote The meeting adjourned at 6 10 pm Jeffrey P Carver , Chairman Paula G Woodard , Clerk to the BoardPage
