Objective: To effectively and systematically, in a financially responsible manner, replace needed fire apparatus within Johnston County.

 

Goals

  1. Replace any apparatus 30 years or older.
    1. Any apparatus that has already been replaced or there is a truck on order to replace said apparatus, will not be considered.
    2. Individual meetings with departments will be conducted to determine the use and need of apparatus.
  2. Collection of apparatus data.
    1. Data will be collected every year in July for each apparatus.
  3. Implement a countywide fire apparatus reserve program.
  4. Complete implementation of the apparatus replacement plan based on the recommended apparatus scoring metric.

 

Apparatus Scoring Metric

  • Age Points = Age of Truck in Years / 2
  • Mileage Points = Miles / 15,000
  • Hours Points = Engine Hours / 500
  • Repair Cost Points (Life of the apparatus) =
    • $0 - 10,000 = 1 Point
    • $10,001 - $20,000 = 2 Points
    • $20,001 - $30,000 = 3 Points
    • $30,001 - $40,000 = 4 Points
    • $40,001 - $50,000 = 5 Points
    • $50,001 - $60,000 = 6 Points
    • $60,001 - $70,000 = 7 Points
    • $70,001 - $80,000 = 8 Points
    • $80,001 - $100,000 = 9 Points
    • > $100,000 = 10 Points

 

Qualifying Repair Cost vs Maintenance Cost

  • Repair costs include, but are not limited to: Any item not outlined under maintenance cost
  • Maintenance cost include: Tires, Brakes, Oil Changes, Batteries, Upgrading lights to LED (Unless the light was no longer operational), Windshield wipers, Pump Testing, Aerial Testing, Etc.

 

Operational Considerations

Deviations from this apparatus replacement plan may be considered if requested by an agency. If an agency wishes to replace an apparatus sooner than what is recommended by this plan, that agency must submit their request at the time of budget submission. Justification of the early replacement must be provided with supporting information related to the request as to what factors are being considered. The request will be reviewed by the County Fire Marshal staff and a recommendation will be made to the budget committee

Apparatus replacement for engines will only be considered based on 2 per station. Apparatus that have been replaced based on the replacement plan shall be surplused unless being moved to reserve status and approved by the Fire Commission. The recommendation should be vetted by the apparatus subcommittee prior to approval to move into reserve status.

 

Emergency Considerations

Emergency requests will be handled on a case by case basis. No requests will be considered outside of the budget submittal process other than an emergency purchase request. If an agency is requesting an apparatus to be purchased under this section, the Fire Chief shall submit written notification to the Fire Marshal with supporting documentation and information of the request. The Fire Marshal will notify the Fire Commission Chair to request a special called meeting to hear the emergency request if a regular scheduled meeting is not deemed sufficient. The Fire Commission will then hear the request and provide a recommendation to the Board of County Commissioners.
